The Excessive Fines Clause was built for cases like this.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The legal battle has been ongoing since the 2012 incident, and the Alaska Supreme Court has upheld the state\u2019s bid to seize Jouppi\u2019s plane.
