Trump criticized the manuals,stating they have been discredited and accused the NAS of misconduct,arguing that taxpayers should not fund what he called climate fraud. The investigation follows reports by The Federalist revealing that the manual\u2019s authors have left-wing backgrounds, made political contributions, and expressed progressive views, including support for transgender rights and abortion. Controversy erupted after it was found that the FJC\u2019s latest manual contained citations to climate activists and was partially retracted following criticism. Federal lawmakers, including Supreme Court Justices, have discussed the issue, with some questioning the impartiality of Justice Elena Kagan, who authored a foreword for the manual. There are calls from conservative groups for further investigation into potential conflicts of interest. The White house emphasized the need for factual and scientific guidance free from political bias in judicial proceedings.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>President Trump has ordered an investigation into a left-wing federal contractor\u2019s conduct in assembling a \u201cbiased\u201d and \u201cfraudulent\u201d manual used to advise judges on so-called \u201cclimate science.\u201d The order came following The Federalist\u2019s extensive reporting on the subject. <\/p>\n<p>The announcement came in a Sunday night Truth Social post, in which Trump highlighted how the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-academy-of-sciences-nas\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Academy of Sciences (NAS)<\/a> \u2014 alongside its sister nonprofits, the National Academies of Engineering (<a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-academy-of-engineering\/\" target=\"_blank\" rel=\"noreferrer noopener\">NAE<\/a>) and Medicine (<a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-academy-of-medicine\/\" target=\"_blank\" rel=\"noreferrer noopener\">NAM<\/a>) \u2014 \u201chas historically published analytical Scientific Manuals\u201d for America\u2019s federal judicial system. Collectively known as NASEM, the organization has worked with the <a href=\"https:\/\/thefederalist.com\/tag\/federal-judicial-center-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Judicial Center (FJC)<\/a> to produce these manuals, which are <a href=\"https:\/\/www.fjc.gov\/content\/396456\/reference-manual-scientific-evidence-fourth-edition\" target=\"_blank\" rel=\"noreferrer noopener\">designed<\/a> to guide and inform judges in their assessment of science-related matters in cases that come before the bench.<\/p>\n<p>\u201cOf course, the Academy has been run by Radical Left Dumocrats who, it turns out, published fraudulent, biased, and misleading Manuals on Climate Change. These bogus Manuals were used by Judges to decide massive \u2018Climate Change\u2019 Cases, and have created huge losses across our Country,\u201d Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/116949428377514667\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>. <\/p>\n<p>The FJC and NASEM endured heavy criticism earlier this year after it was revealed that footnotes and citations to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/meet-the-left-wing-activists-behind-the-guide-meant-to-advise-judges-on-climate-science\/\" title=\"Meet The Activists Behind The &#039;...&#039; ... Advising ...\">notable left-wing climate activists<\/a> and advocates were <a href=\"https:\/\/www.foxnews.com\/politics\/shocking-inappropriate-legal-experts-slam-judges-guide-over-climate-bias-claims\" target=\"_blank\" rel=\"noreferrer noopener\">included<\/a> in the latest edition of its <em>Reference Manual on Scientific Evidence<\/em>. While <a href=\"https:\/\/www.nationalreview.com\/bench-memos\/a-congressional-shot-across-the-bow-of-the-fjc\/\" target=\"_blank\" rel=\"noreferrer noopener\">backlash<\/a> to the \u201cReference Guide on Climate Science\u201d ultimately prompted the FJC to retract the section from the manual, the NASEM still posts the manual\u2019s climate section on its <a href=\"https:\/\/www.nationalacademies.org\/read\/26919\/chapter\/1#iv\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> \u2014 a concern <a href=\"https:\/\/thefederalist.com\/2026\/05\/19\/23-state-ags-probe-federal-judicial-centers-distribution-of-biased-climate-guide-to-judges\/\" target=\"_blank\" rel=\"noreferrer noopener\">recently raised<\/a> by nearly two-dozen state attorneys general. <\/p>\n<p>Writing in his Truth Social post, Trump said that the manuals \u201chave been totally DISCREDITED,\u201d and that America\u2019s federal judges \u201cdeserve Facts and Science, not Political Fraud and False Science on Climate.\u201d He further ordered Federal Suspension and Debarment Officials \u2014 who work to <a href=\"https:\/\/www.gsa.gov\/policy-regulations\/policy\/acquisition-policy\/office-of-acquisition-policy\/gsa-acq-policy-integrity-workforce\/suspension-debarment-and-agency-protests\/suspension-debarment-faq\" target=\"_blank\" rel=\"noreferrer noopener\">prevent<\/a> contractors who violate existing law\/government policy or engage in malfeasance from receiving government grants, contracts, and other transactions \u2014 \u201cto review this conduct.\u201d The NAS has received hundreds of millions of dollars in government grants and contracts, according to the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-academy-of-sciences-nas\/#financials-and-funding\" target=\"_blank\" rel=\"noreferrer noopener\">Capital Research Center<\/a>. <\/p>\n<p>\u201cOur Taxpayers should not be funding Climate Fraud, and Judges should never have relied upon it. Thank you for your attention to this matter!\u201d the president wrote. <\/p>\n<p>The launch of the investigation comes weeks after The Federalist published an investigative series on the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wrist-slaps-for-left-wing-violence-invite-attacks-on-conservatives\/\" title=\"Wrist Slaps For Left-Wing Violence Invite Attacks On Conservatives\">left-wing activists involved<\/a> in the FJC and NASEM\u2019s latest science manual. <\/p>\n<p>After first <a href=\"https:\/\/thefederalist.com\/2026\/05\/08\/meet-the-left-wing-activists-behind-the-guide-meant-to-advise-judges-on-climate-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">unearthing<\/a> the leftist backgrounds of the manual\u2019s climate guide authors, The Federalist <a href=\"https:\/\/thefederalist.com\/2026\/05\/14\/far-left-academics-wrote-scientific-advisory-guide-used-to-influence-judges\/\" target=\"_blank\" rel=\"noreferrer noopener\">discovered<\/a> that the authors of the manual\u2019s forensics guide have made numerous financial contributions to Democrats and Democrat-aligned entities in years prior, with several of them showing an affinity for left-wing ideology (such as support for transgenderism and abortion). The Federalist furthermore <a href=\"https:\/\/thefederalist.com\/2026\/06\/12\/meet-the-left-wing-organization-influencing-federal-judges-on-science-litigation\/\" target=\"_blank\" rel=\"noreferrer noopener\">documented<\/a> the\u00a0left-wing <a href=\"https:\/\/thefederalist.com\/tag\/american-association-for-the-advancement-of-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">American Association for the Advancement of Science\u2019s<\/a> influence on the science manual. <\/p>\n<p>The controversy over the now-retracted climate guide has not escaped the <a href=\"https:\/\/www.cruz.senate.gov\/newsroom\/press-releases\/sens-cruz-lee-schmitt-blackburn-send-letter-urging-federal-judicial-center-to-end-climate-agenda-bias\" target=\"_blank\" rel=\"noreferrer noopener\">attention<\/a> of federal lawmakers, either. The matter came up last week during a Senate subcommittee hearing that featured testimony from Supreme Court Justices Amy Coney Barrett and Elena Kagan, the latter of whom wrote the foreword for the aforementioned FJC-NASEM science manual.<\/p>\n<p>After noting the problems with the manual, Sen. Susan Collins, R-Maine, asked Kagan whether she was \u201caware\u201d of the controversy over its climate contents, to which Kagan affirmed that she has \u201cbecome aware of it.\u201d The Obama appointee said that she \u201chadn\u2019t read\u201d the contested chapter prior to authoring the foreword, and that she \u201cstill\u201d has not read it.<\/p>\n<p>\u201cThe entire purpose of this book really is not to take positions on contested and contestable matters; it\u2019s to help judges, assist judges, with respect to scientific issues, but not \u2026 with any kind of slant either way,\u201d Kagan <a href=\"https:\/\/x.com\/JCNSeverino\/status\/2077126292647084353?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>. She then added, \u201cI think that [FJC Director and] Judge [Robin] Rosenberg\u2019s hope is that things will be learned from this experience, and that \u2026 the Federal Judicial Center won\u2019t ever find itself in this position again.\u201d<\/p>\n<p>Numerous conservative legal groups have <a href=\"https:\/\/www.foxnews.com\/politics\/conservative-groups-say-justice-kagan-cannot-be-impartial-upcoming-supreme-court-climate-litigation\" target=\"_blank\" rel=\"noreferrer noopener\">called<\/a> on the Senate Judiciary Committee to investigate Kagan for what they allege is a failure to recuse herself from an upcoming Supreme Court <a href=\"https:\/\/thefederalist.com\/2026\/02\/23\/scotus-takes-up-oil-companies-challenge-to-colorado-citys-climate-lawfare\/\" target=\"_blank\" rel=\"noreferrer noopener\">case<\/a> involving \u201ca challenge to a Colorado state tort judgment against oil and gas companies for their alleged contributions to climate change.\u201d The groups argued that Kagan\u2019s authorship of the FJC-NASEM\u2019s manual foreword represents a conflict of interest in the matter. <\/p>\n<p>\u201cJustice Kagan\u2019s participation in the <em>Suncor<\/em> case is indefensible given her public endorsement of climate-lawfare plaintiff theories,\u201d the letter to the committee reads. <\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<div lang=\"en\" dir=\"ltr\">\n<p>Justice Kagan, who notably wrote the foreword for the Federal Judicial Center\u2019s latest reference manual, details the problems with its biased climate science chapter and why FJC Director Judge Rosenberg ultimately pulled the chapter from the manual:<\/p>\n<p>\u201cThe entire purpose of this\u2026 <a href=\"https:\/\/t.co\/84D3N61CWR\">pic.twitter.com\/84D3N61CWR<\/a><\/p>\n<\/div>\n<p>\u2014 Carrie Severino (@JCNSeverino) <a href=\"https:\/\/x.com\/JCNSeverino\/status\/2077126292647084353?ref_src=twsrc%5Etfw\">July 14, 2026<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<hr>\n<p>      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
