President Trump announced the release of election-related materials, highlighting China&#8217;s alleged theft of 220 million U.S. voter files, in conjunction wiht DHS findings. DHS has notified election officials in the involved states and is expanding investigations to others. States that proactively used the DHS SAVE database to verify immigration status found both noncitizens and deceased individuals on voter rolls-over 400,000 deceased and nearly 30,000 noncitizens. Although illegal for noncitizens to vote, enforcement is weak since on registration forms, voters attest under penalty of perjury that they are citizens. The proposed SAVE America Act seeks to require documentary proof of citizenship to strengthen voter verification. pfTrackEvent(&#039;DHS: More Than 250,000 Noncitizens Are Registered To Vote In Four States&#039;); return false;\" title=\"Printer Friendly, PDF &#038; Email\">                     <span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span>                     <\/a>                 <\/span><\/li>\n<\/ul><\/div>\n<div class=\"pf-content\">\n<p class=\"wp-block-paragraph\">There are more than 250,000 noncitizens illegally registered to vote in California, Pennsylvania, New Jersey, and Nevada, according to newly released data from the Department of Homeland Security (DHS).<\/p>\n<p class=\"wp-block-paragraph\">President Donald Trump addressed the nation Thursday night, announcing the release of a tranche of election material, including how China carried out \u201cwhat is believed to be the largest compromise of election data in history, resulting in China\u2019s illicit acquisition of 220 million U.S. voter files.\u201d<\/p>\n<div id=\"fdrlst__b89e9-88298683\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">It was also announced that the DHS reviewed public voter files in \u201cstates that have not utilized the SAVE system\u201d and found \u201cover 250,000 non-citizens are illegally registered to vote.\u201d The DHS says that \u201celection officials in California, Pennsylvania, New Jersey and Nevada have been notified\u201d and that the department is expanding its investigation into other states as well.<\/p>\n<p class=\"wp-block-paragraph\">DHS also pointed out states that have been \u201cproactive\u201d and \u201cutilized\u201d the <a href=\"https:\/\/www.uscis.gov\/save\/about-save\/save-verification-process\" target=\"_blank\" rel=\"noreferrer noopener\">SAVE database<\/a>, which allows local, state, and federal government agencies to verify an individual\u2019s immigration status. The Trump administration <a href=\"https:\/\/thefederalist.com\/2025\/10\/21\/tx-finds-2700-potential-noncitizens-registered-to-vote-after-trump-opens-access-to-database\/\" target=\"_blank\" rel=\"noreferrer noopener\">granted states<\/a> free and direct access to the database. Those states include Georgia, Ohio, Tennessee, Texas, North Carolina, Idaho, Alabama, Missouri, Louisiana, and Kansas \u2014 all of which found both noncitizens and deceased persons on their voter rolls, according to DHS. In those states deceased registrants numbered more than 400,000, and nearly 30,000 noncitizens were illegally registered, according to DHS.<\/p>\n<p class=\"wp-block-paragraph\">Noncitizens registering to vote and voting in federal elections is already illegal, though there is no real enforcement mechanism. Currently, prospective voters check off a small square box on a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/georgia-audit-finds-nine-noncitizens-voted-in-past-elections\/\" title=\"... Audit Finds Nine Noncitizens ...d In ...\">federal registration form attesting<\/a> under penalty of perjury that they are U.S. citizens. In other words, the honor system. The Safeguard American Voter Eligibility (SAVE) Act \u2014 which Trump urged Congress to pass in his Thursday night speech \u2014 would add teeth to this largely toothless law by requiring documentary proof of citizenship to register to vote.<\/p>\n<p class=\"wp-block-paragraph\"><strong>[READNEXT:[READNEXT:<a href=\"https:\/\/thefederalist.com\/2025\/12\/22\/noncitizen-says-she-voted-in-multiple-georgia-elections-they-gave-me-a-paper-to-sign\/\" target=\"_blank\" rel=\"noreferrer noopener\">Noncitizen Says She Voted In Multiple Georgia Elections: \u2018They Gave Me A Paper To Sign\u2019<\/a>]<\/strong><\/p>\n<p class=\"wp-block-paragraph\">Notably, noncitizen voting is not actually \u201crare\u201d and does happen often. Forty-one noncitizens cast a ballot in <a href=\"https:\/\/apnews.com\/article\/trump-immigrant-voting-noncitizens-elections-explained-cf4c73b336147b5f5d9c2a22b2564994\" target=\"_blank\" rel=\"noreferrer noopener\">North Carolina<\/a> in 2016. Pennsylvania discovered <a href=\"https:\/\/www.washingtontimes.com\/news\/2019\/jan\/30\/pennsylvania-11000-non-citizens-registered-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">11,198 noncitizens<\/a> on its voter rolls in 2019, according to The Washington Times. A Chinese college student <a href=\"https:\/\/thefederalist.com\/2024\/10\/30\/a-noncitizen-cast-an-illegal-vote-in-michigan-and-officials-are-counting-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">cast an illegal vote<\/a> in Michigan in 2024\u00a0despite being a noncitizen. (His vote was ultimately counted since <a href=\"https:\/\/www.legislature.mi.gov\/Laws\/MCL?objectName=MCL-ARTICLE-II-4\" target=\"_blank\" rel=\"noreferrer noopener\">ballots<\/a> are secret; once a vote is cast and tabulated, it is impossible to determine <em>who<\/em> cast the ballot.) A 2024 Georgia <a href=\"https:\/\/thefederalist.com\/2024\/10\/24\/georgia-audit-finds-nine-noncitizens-voted-in-past-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">audit<\/a> found 20 noncitizens registered to vote \u2014 nearly half of whom cast ballots in past elections, <a href=\"https:\/\/www.ajc.com\/politics\/election-audit-shows-20-noncitizens-registered-to-vote-in-georgia\/NRORAL7Z3RDSNMQ3QDLVEARPSY\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to the Atlanta Journal-Constitution. Oregon\u2019s secretary of state similarly found nine noncitizens who had voted in past elections after discovering \u201cmore than 300 noncitizens were erroneously registered to vote,\u201d The Federalist previously <a href=\"https:\/\/thefederalist.com\/2024\/09\/24\/oregon-secretary-of-state-registered-1200-possible-noncitizens-to-vote-insists-noncitizen-voting-is-rare\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Without the SAVE America Act, the mechanisms available that <em>could<\/em> be used to check for <a href=\"https:\/\/thefederalist.com\/2025\/05\/01\/noncitizen-voting-and-voter-fraud-schemes-doj-investigates-voting-crimes-across-multiple-states-and-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">citizenship<\/a> status aren\u2019t reliable. The <a href=\"https:\/\/www.aamva.org\/technology\/systems\/verification-systems\/havv\" target=\"_blank\" rel=\"noreferrer noopener\">Help America Vote Act<\/a> (HAVA) requires states to check information about newly registered voters in federal elections against information stored in the state\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/what-a-viral-voting-claim-got-wrong-and-why-americans-are-still-right-to-be-concerned\/\" title=\"Debunking a Viral ... Claim: Why Americans&#039; Concerns Are Valid\">motor vehicle administration database<\/a>. Individuals can provide either the last four digits of their Social Security number or their driver\u2019s license number. But neither of those documents necessarily confirms citizenship since noncitizens can obtain both driver\u2019s licenses and Social Security numbers. In fact, in <a href=\"https:\/\/thefederalist.com\/2024\/06\/25\/californians-with-no-drivers-license-or-ssn-can-use-a-credit-card-or-gym-membership-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">California<\/a>, prospective voters who lack both of those forms of identification can slip through HAVA and instead provide low-security proof of identity \u2014 not citizenship \u2014 like a gym membership or utility bill to register to vote.<\/p>\n<p class=\"wp-block-paragraph\">\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Brianna Lyman is an elections correspondent at The Federalist.
