If the advisory board fails to produce a proposal, the Senate and House majority leaders could introduce their own legislation. If they decline, any bipartisan pair of lawmakers in either chamber could do so.<\/p>\n<p class=\"wp-block-paragraph\">The proposal would then move through the<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/senate-finance-committee\/\" type=\"post_tag\" id=\"2046\"> Senate Finance Committee <\/a>and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/house-ways-and-means-committee\/\" type=\"post_tag\" id=\"1124\">House Ways and Means Committee<\/a>, where lawmakers could hold hearings and offer amendments. If either committee failed to act, the legislation would automatically advance to the floor. Bernie Moreno (R-OH) and Elizabeth Warren (D-MA) have<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/4629752\/moreno-social-security-tax-cap-lift-ohio\/\"> backed legislation<\/a> to eliminate the Social Security payroll tax cap for high-income earners, arguing the change would generate trillions of dollars in additional revenue and strengthen the program\u2019s finances.<\/p>\n<p class=\"wp-block-paragraph\">Critics of that approach argue that eliminating the payroll tax cap alone would not fully restore the program\u2019s long-term solvency and would represent a significant departure from Social Security\u2019s traditional earned-benefit structure.
