The MOU\u2019s 60-day duration is supposed to provide time for negotiations toward a permanent settlement.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-1\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">But the document was an American initiative, not an Israeli one. A turn of events that has spurred consternation in the Jewish State.<\/p>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">\u201cIsraelis were very disappointed with the MOU,\u201d said Gayil Talshir, an expert on Israeli public opinion at the Hebrew University. When Israel and the U.S. jointly launched their offensive against Iran on Feb. 28, \u201cThere were very clear targets: to dismantle the ayatollah regime; to destroy Iran\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-says-chinese-economic-decline-could-make-taiwan-invasion-less-likely\/\" title=\"Biden suggests China&#039;s economic decline may reduce chances of Taiwan invasion.\">nuclear weapons capabilities<\/a> and remove its enriched uranium; to disable Iran\u2019s ballistic missiles; and to cut off the relationship between Iran and its proxies, especially Hezbollah.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Not one of these goals has been achieved, Talshir said. (Amir Levy\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">For these reasons, the MOU is seen not as the conclusion of a successful war but as a capitulation to the region\u2019s worst bully.<\/p>\n<p class=\"wp-block-paragraph\">The MOU calls for the \u201cimmediate and permanent termination of military operations on all fronts, including in Lebanon\u201d by the U.S., Iran \u201cand their allies in the current war.\u201d It also requires the U.S. to conditionally commit to terminating all sanctions against Iran and will provide Iran with a $300 billion economic reconstruction plan. In return, Iran commits to not <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cia-dir-nominee-u-s-must-prevent-iran-from-developing-nuclear-weapons\/\" title=\"CIA Dir. Nominee: U.S. must prevent ... from developing ...\">developing nuclear weapons<\/a> and will \u201cdown-blend\u201d its enriched materials under IAEA supervision.<\/p>\n<p class=\"wp-block-paragraph\">The U.S.-Iran negotiating team barred Israelis from the negotiations and refused to share the MOU\u2019s details until they were a done deal. The Israeli public, which endured unrelenting missile and drone attacks by Iran and Hezbollah, an Iranian proxy army and terrorist organization, was aware that Trump wanted to end the war quickly, but was still blindsided by the MOU\u2019s terms.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The latest Israel Democracy Institute <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/en.idi.org.il\/articles\/64918\">survey<\/a> (June 28-July 1) found that only 28% of Israelis now believe that Israel\u2019s security is a \u201ccentral consideration\u201d for Trump. That number was 61% in March, while the war was raging. Just 38% of respondents said Israel\u2019s security situation is better than it was before the Iran war, and 72% said Israel should maintain a permanent security zone in south Lebanon, even if this means clashing with the United States.<\/p>\n<p class=\"wp-block-paragraph\">In a June 17-20 Hebrew University <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/poll-92-of-israelis-believe-iran-emerged-as-winner-after-war-and-deal-with-us\/\">survey<\/a>, 69.1% of respondents described Trump\u2019s management of the war and its aftermath as \u201cfailed\u201d or \u201cpoor,\u201d while only 10.8% called it \u201cgood\u201d or \u201cexcellent.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In the same poll, an overwhelming 92.1% said Iran had won both the war and the MOU-related negotiations, while 87% said Israel\u2019s long-term security had been weakened.  <\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<h2 id=\"h-fraying-trump-netanyahu-relationship\" class=\"wp-block-heading\">Fraying Trump-Netanyahu relationship<\/h2>\n<p class=\"wp-block-paragraph\">Trump was once hailed as a hero in Israel. During his first term, he recognized Jerusalem as Israel\u2019s capital and moved the U.S. embassy there in 2018. Trump then recognized Israeli sovereignty over the Golan Heights in 2019. And his administration brokered normalization agreements between Israel and four Arab nations: the United Arab Emirates, Bahrain, Sudan, and Morocco.<\/p>\n<p class=\"wp-block-paragraph\">The polls\u2019 findings spell trouble for Trump\u2019s longtime Israeli ally, Prime Minister Benjamin Netanyahu, who is up for reelection in the fall.<\/p>\n<p class=\"wp-block-paragraph\">\u201cHe is trying to present the Iran war as a great victory, but Israelis aren\u2019t buying it,\u201d Talshir said of Netanyahu, 76, who has been Israel\u2019s prime minister for a total of more than 18 years over a 30-year period.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\">President Donald Trump shakes hands with Israel\u2019s Prime Minister Benjamin Netanyahu during a news conference at Mar-a-Lago, Dec. 29, 2025, in Palm Beach, Fla. Elections need to be held by Oct. 27, but could happen earlier.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe get along very good. [Netanyahu] knows who the boss is,\u201d Trump told <em>Axios<\/em> on July 4. Netanyahu has requested a meeting with Trump at the White House this month, according to media reports.<\/p>\n<p class=\"wp-block-paragraph\">Mitchell Barak, founder of KEVOON Global Research, said the fact that the MOU commits Israel to a ceasefire and troop withdrawal from Lebanon \u201chas already had repercussions\u201d related to Israel\u2019s security and the upcoming Israeli election.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIsraelis saw Trump as the greatest friend Israel has ever had,\u201d Barak said. \u201cHe seemed passionate about Israel, and his relationship with Netanyahu was a plus\u2026 But at the end of the day, it looks like [Trump] doesn\u2019t really care.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Even Netanyahu\u2019s staunchest critics, who predicted that Trump would ditch the prime minister the moment the president saw him as a political liability, \u201cfeel left in limbo\u201d by the MOU, according to Ruthie Blum, a conservative commentator for the Jerusalem News Syndicate.\u00a0 \u201cGaza isn\u2019t finished, Lebanon isn\u2019t finished, and they\u2019re waiting to see what Trump does about Iran\u2019s nuclear weapons.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Blum said that some of Netanyahu\u2019s strongest supporters still hope that Trump will resume his pressure on Iran after the U.S. midterm elections in November. The Iran war has been extremely unpopular, especially among Republicans.<\/p>\n<p class=\"wp-block-paragraph\">In a CBS\/YouGov survey conducted with Americans immediately after the MOU was signed, 78% of respondents said they wanted the war to end. However, 69% said the U.S. had not permanently thwarted Iran\u2019s nuclear capabilities, and 59% said Iran will likely threaten neighboring countries in the near future.<\/p>\n<p class=\"wp-block-paragraph\">Blum, a dual American-Israeli citizen who describes herself as a Trump supporter, acknowledged: \u201cA lot of us are in a whiplash situation. He\u2019s driving us crazy.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Yaakov Katz, a senior fellow at the Jewish People Policy Institute, urged Israelis to tone down their criticism of Trump and the MOU, citing the public\u2019s unrealistic expectations and the Iran war\u2019s unpopularity among American voters.<\/p>\n<p class=\"wp-block-paragraph\">\u201cMany Israelis are reacting to the US-Iran MOU with an unbelievable degree of immaturity,\u201d Katz said in a June 17 X post. \u201cTrump is being portrayed as a traitor, a flip-flopper, a man who abandoned Israel.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Katz said that Trump\u2019s decision-making \u201cwas never about Israel\u2019s interests alone. It was about America\u2019s interests.\u201d Trump waged the war \u201cexpecting a certain outcome, and when that outcome did not materialize, he made a decision to cut his losses and do what he believes serves America\u2019s interests: to end the war now, under terms that many of us wish were stronger and more favorable.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Washington, D.C.-based counter-terror analyst Erfan Fard said Israelis aren\u2019t the only ones worried about the MOU.<\/p>\n<p class=\"wp-block-paragraph\"><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4632052\/netanyahu-touts-israels-strength-commits-to-take-care-of-what-is-left-of-the-iranian-axis\/\">NETANYAHU TOUTS ISRAEL\u2019S STRENGTH, COMMITS TO \u2018TAKE CARE OF WHAT IS LEFT OF THE IRANIAN AXIS\u2019<\/a><\/strong><\/p>\n<p class=\"wp-block-paragraph\">\u201cWhether Washington intended it or not, many Iranians will interpret this agreement as a decision to prioritize regime survival over political transformation,\u201d Fard, who was born in Iran, wrote in a Jerusalem News Syndicate<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.jns.org\/opinion\/erfan-fard\/mou-rewards-iranian-endurance-not-any-real-change\"> op-ed<\/a>. \u201cThey will see it as another example of foreign powers preferring stability to liberty, predictability to change and crisis management to democratic aspiration.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In the short-term, Fard wrote, \u201cTrump may celebrate the agreement as a diplomatic achievement. Tehran may celebrate its survival,\u201d but history \u201ctends to judge such moments by a harsher standard. It asks a simple question: Did anything truly change? Judging from the realities visible today, the answer appears to be no. The regime survived, the conflict was deferred, and the underlying problem remains. That is not a strategic victory.
