bills are part of a <a href=\"https:\/\/amzn.to\/3YuVZYV\" >larger 10-bill legislative effort led<\/a> by the House education committee that is intended to \u201creduce federal education bureaucracy, ensure responsibilities are carried out by agencies better positioned to administer them, and keep the focus where it belongs: on students, families, and taxpayers.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The DOE\u2019s Office of Elementary and Secondary Education oversees funding for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-tout-ed-reform-while-trapping-kids-in-failing-schools\/\" title=\"Democrats Tout Ed Reform While Trapping Kids In Failing Schools\">low-income school districts<\/a> and rural schools and aims to improve academic achievement in K-12 education. The department\u2019s Office of Postsecondary Education oversees federal programs related to colleges and universities, including grants.<\/p>\n<p class=\"wp-block-paragraph\">Under the bills introduced by Harris, the DOE would transfer the responsibilities of the OESE and OPE to the Labor Department without changing the programs themselves. It also transfers staff, funding, and other resources needed to continue operating those programs during the transition.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Harris said the proposed shift is intended to help students succeed by removing hurdles put in place by the federal government. <\/p>\n<p class=\"wp-block-paragraph\">\u201cWith educators in my own family, I know the heart they have for helping students reach their full potential,\u201d Harris said. \u201cThe federal government should support that work, not get in the way with unnecessary bureaucracy. I am proud to introduce these two bills to ensure K-12 and higher education programs are administered by an agency better positioned to serve students and families.\u201d<\/p>\n<p class=\"wp-block-paragraph\">House Committee on Education and the Workforce Chairman Tim Walberg (R-MI) echoed Harris\u2019s sentiments.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cThe legislative package reflects a simple principle: education policy should be focused on helping students succeed \u2014 not preserving a federal bureaucracy for its own sake,\u201d Walberg said. \u201cRather than allowing unnecessary layers of Washington bureaucracy to stand between families and the services they rely on, the bills would transfer key statutory authorities to agencies better equipped to carry them out while maintaining continuity for students.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/trump-administration\/\" type=\"post_tag\" id=\"339\">Trump administration<\/a> has already shifted DOE responsibilities to other agencies, as special education services and civil rights responsibilities were transferred to the departments of Health and Human Services and Justice, respectively, last month. Education Secretary <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/linda-mcmahon\/\" type=\"post_tag\" id=\"4497\">Linda McMahon<\/a> framed the shift as scaling back \u201cfederal micromanagement when it hinders success.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The overhaul of the DOE stems from an executive order signed by Trump last March that aims to abolish the department and return education control to the states.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">McMahon also sought to lay off around <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/education\/3471397\/where-things-stand-trump-dismantling-education-department\/\">1,400 of the department\u2019s 4,200<\/a> employees last March, though the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/education-department-shifts-key-responsibilities-out-of-agency\/\" title=\"... ... ...s key ... out of agency\u00a0\">move received legal pushback<\/a>. <\/p>\n<p class=\"wp-block-paragraph\">Last month\u2019s shifts were done through interagency agreements, which essentially act as a memorandum of understanding between the federal agencies.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4611046\/trump-education-department-restructuring\/\"><strong>TRUMP ORDERS EDUCATION DEPARTMENT TO SHIFT KEY RESPONSIBILITIES OUT OF AGENCY<\/strong><\/a><\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Under McMahon\u2019s leadership, 14 IAAs have been <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/education\/3852390\/mcmahon-shutdown-education-department-unnecessary\/\">signed<\/a>, shifting responsibilities from the DOE to other departments. Such agreements were brokered between McMahon and the other department heads and do not require an act of Congress.
