Expeditions<\/a> in Redford, Texas, and a landowner with property along the international Rio Grande, told the <em>Washington Examiner<\/em> that he still does not understand what is being built or where.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf the objective of[US[US<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/customs-and-border-protection\/\" type=\"post_tag\" id=\"1764\">Customs and Border Protection<\/a>]is to stem the tide of illegals crossing, well, I already got that covered. Thirteen years, I\u2019ve never had one,\u201d said Angell. \u201cI\u2019ve got a unique situation. (Courtesy of Charlie Angell)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">\u201cA Smart Wall with 30-foot-high barriers, advanced detection technology,\u00a0cameras\u00a0and new and improved roads are planned for the Sierra Blanca, Presidio,\u00a0Marfa\u00a0and Van Horn Station areas,\u201d a CBP spokesperson said in a statement. \u201cBorder Wall panel installation is anticipated to begin in July in the Marfa and Van Horn Areas.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn other areas of Big Bend Sector, U.S. Customs and Border Protection (CBP) is implementing a border security strategy that\u00a0leverages\u00a0advanced technology and the natural terrain barriers,\u201d CBP said. \u201cCameras, sensors, roads and limited vehicle barriers will be deployed in strategic locations to restrict unlawful vehicle access while\u00a0utilizing\u00a0existing natural barriers.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The forthcoming construction projects have been contested not only by landowners and business owners in the region but also by local law enforcement and Republican officials, who said there was no need for a wall there and that it would alter the beauty of the national park and neighboring state park, as well as private land.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<h2 id=\"h-walling-off-a-desert\" class=\"wp-block-heading\">Walling off a desert<\/h2>\n<p class=\"wp-block-paragraph\">The <em>Washington Examiner<\/em> reported earlier this year that former Homeland Security Secretary <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/kristi-noem\/\" type=\"post_tag\" id=\"3710\">Kristi Noem<\/a> introduced sudden plans to put up  border wall in the Big Bend region.<\/p>\n<p class=\"wp-block-paragraph\">It\u2019s one of the most remote parts of the country, with a roughly five-hour drive from El Paso or Midway, Texas, to the border in the national park. This region is known by the Border Patrol as the Big Bend Sector, and for years, it has seen the least number of illegal immigrants attempting to cross compared to eight other regions along the U.S.-Mexico border. That is because the terrain not only ranges in elevation by thousands of feet, making it a difficult trek, but it is a three- to four-day walk to the closest highway.<\/p>\n<p class=\"wp-block-paragraph\">Sources told the <em>Washington Examiner<\/em> that Noem and her team chose, at a time when she was embroiled in a scandal over spending more than $200 million in federal money on an advertising campaign, to move forward with building a 30-foot-tall border wall in the remote area.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Sheriff Thaddeus Cleveland of Terrell County, a former Border Patrol agent, told the <em>Washington Examiner<\/em> the change followed pushback from community members and leaders in the region, including five sheriffs who pleaded with the Trump administration not to build a wall through the natural landscape.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\">This March 25, 2011 photo shows rafts piloted by guides from Far Flung Outdoor Center of Terlingua, Texas, as they float through a canyon carved by the Rio Grande through Big Bend National Park, Texas. (Michael Graczyk\/AP Photo)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">\u201cWe all stood by each other to say, \u2018There are better ways to accomplish this,\u2019\u201d Cleveland said.<\/p>\n<p class=\"wp-block-paragraph\">An aide to a Texas Republican lawmaker, who asked to speak anonymously, said the border wall, a security measure that Republicans have widely supported over the past decade, was now widely opposed by Republican voters in the region.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cRepublican, Democrat, and everyone on the ground is very united against it,\u201d the aide said in a phone call. \u201cThis is something that\u2019s just part of the culture and community down there. [Big Bend] is a very special place. It\u2019s home to a national park. Big Bend is the crown jewel of Texas. It\u2019s a very special place no one wants to see that come through there \u2026 there\u2019s multiple ways to address this issue. The sentiment is clear that \u2026 a physical barrier isn\u2019t wanted.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In the midst of the debate, President <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\/\" type=\"post_tag\" id=\"4\">Donald Trump<\/a> removed Noem from her position and brought in then-Sen. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/markwayne-mullin\/\" type=\"post_tag\" id=\"21441\">Markwayne Mullin<\/a> (R-OK), who was confirmed as secretary in March.<\/p>\n<p class=\"wp-block-paragraph\">A former Border Patrol official familiar with the agency\u2019s long-standing plans for securing the region <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4505240\/glamour-shots-of-noem-and-phones-in-faraday-bags-mullin-takes-on-a-messy-dhs\/\">even admitted<\/a> in April that the Big Bend region was a place that\u2019s \u201cnever had wall, never had plans for wall,\u201d triggering further questions about why it was suddenly needed.<\/p>\n<h2 id=\"h-waiting-for-answers\" class=\"wp-block-heading\">Waiting for answers<\/h2>\n<p class=\"wp-block-paragraph\">Angell lives directly on the U.S.-Mexico border, with his house 220 feet from the banks of the Rio Grande. He owns 65 acres, including an archeological site with human remains dating back to the 14th century that is on the National Register of Historic Places.<\/p>\n<p class=\"wp-block-paragraph\">\u201cTheir plans they\u2019ve given me are to put a wall right through it,\u201d Angell said in a phone call. \u201cSo [I] wouldn\u2019t be able to access the river, [I] wouldn\u2019t be able to go to my deck. There are no crossings here. The whole town of Redford is full of people like me that have land, and they don\u2019t want to lose their river access, but you know the government\u2019s just saying they got to.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Angell received a notice in the mail asking him to sign over survey rights for the government to survey his land. He can sign the survey permission slip in exchange for $1,000, negotiate a buy-out for the land, or wait until the government attempts to seize the land through eminent domain.<\/p>\n<p class=\"wp-block-paragraph\">Laiken Jordahl, national public lands advocate with the Center for Biological Diversity, was skeptical that the government wouldn\u2019t harm the historic burial site.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\">Thirty-foot-tall border wall beams are on site near Big Bend National Park, awaiting installation along the U.S.-Mexico border. (Courtesy of Charlie Angell)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">\u201cDHS is preparing to blast canyons &#038; bulldoze roads through thousands of years of human history along the Rio Grande in Big Bend National Park\u2014where virtually nobody is crossing,\u201d Jordahl wrote in a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/LaikenJordahl\/status\/2070546825539715228\">post on X<\/a>. \u201cIn Arizona, just a month ago, they destroyed a 1,000-year-old sacred site and faced no consequences.\u201d<\/p>\n<p class=\"wp-block-paragraph\">More than 130 conservation groups, including the Center for Biological Diversity, sent a letter to Congress urging lawmakers to block federal funding for a wall in the upcoming appropriations bill, but CBP and the Army Corps of Engineers have already secured billions of dollars to undertake the massive project.<\/p>\n<p class=\"wp-block-paragraph\">They are not the only ones. The remoteness of the Big Bend area makes it a less-than-ideal place for smugglers to move migrants across the border, which serves as a deterrent in itself.<\/p>\n<p class=\"wp-block-paragraph\">In that type of remote area,\u00a0technology\u00a0offers a more practical method to detect and track\u00a0illegal immigrants\u00a0or drug smugglers through the desert rather than depending only on a barrier to stop all crossings or agents in the field to spot every attempt, according to a former senior CBP official who spoke with the <em>Washington Examiner<\/em> on Tuesday. Those who get across must walk for days to reach a major highway, unlike urban environments along the border, where someone who gets across can quickly disappear into the city.<\/p>\n<p class=\"wp-block-paragraph\">CBP\u00a0drones, cameras, and radar systems are capable of detecting and tracking suspicious activity, and those items should be boosted, rather than a wall, the official said.<\/p>\n<p class=\"wp-block-paragraph\">Angell said the wall will go directly through his backyard with lights taller than his house and access roads through his property. He is also worried he will not be able to access the river, which is critical given his full-time business as a tour guide, and has even led the late Anthony Bourdain on excursions in Big Bend.<\/p>\n<p>\u201cMy neighbor has a hill that looks over the area, and he\u2019s willing to give them an acre of land to put up a surveillance tower. They\u2019re just like, \u2018We don\u2019t care,&#8217;\u201d Angell said.<\/p>\n<h2 id=\"h-wall-plans-change\" class=\"wp-block-heading\">Wall plans change<\/h2>\n<p class=\"wp-block-paragraph\">A previous version of an <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.cbp.gov\/border-security\/along-us-borders\/smart-wall-map\">interactive map<\/a> on CBP\u2019s website showed the wall would run hundreds of miles through the national park, and the surrounding region of the border was updated to show it would instead be secured with \u201cdetection technology.\u201d The national park runs along approximately 120 miles of the international border, and a nearby state park runs along 24 miles of the border.<\/p>\n<p class=\"wp-block-paragraph\">Following outcry from the red state\u2019s residents, CBP Commissioner Rodney Scott <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/immigration\/4551607\/top-border-official-rodney-scott-unpacks-wins-path-forward\/\">shared<\/a> with the <em>Washington Examiner<\/em> in late April that CBP would not build a border wall inside Big Bend National Park. CBP <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/infrastructure\/4492783\/texas-republicans-and-democrats-unite-block-border-wall-big-bend\/\">shifted<\/a> plans to use technology instead to monitor the U.S.-Mexico border in and around the national park, instead of a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trumps-contracting-controversies-in-the-spotlight-after-no-bid-reflecting-pool-deal\/\" title=\"Trump\u2019s contracting controversies in the spotlight after no-bid Reflecting Pool deal\">30-foot steel wall<\/a> to deter illegal immigration.<\/p>\n<p class=\"wp-block-paragraph\">CBP took down the map on its website.
