The FCC has initiated early license reviews of Disney and ABC stations amid these allegations, with Carr asserting that the agency is simply enforcing existing laws rather than manipulating content.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Federal Communications Commission <a href=\"https:\/\/www.fcc.gov\/about\/leadership\/brendan-carr\" target=\"_blank\" rel=\"noreferrer noopener\">Chairman Brendan Carr<\/a> has a message for the biased corporate broadcast media: Their \u201cfree monopoly\u201d without responsibility ride is over. <\/p>\n<p>As The FCC <a href=\"https:\/\/www.foxnews.com\/media\/abc-has-no-business-public-airwaves-because-operate-like-partisan-cable-network-watchdog-tells-fcc\" target=\"_blank\" rel=\"noreferrer noopener\">investigates<\/a> Disney-owned ABC on alleged discriminatory practices and <em>The View<\/em>\u2019s absurd <a href=\"https:\/\/www.wiley.law\/alert-FCC-Seeks-Comment-on-Whether-ABCs-The-View-Qualifies-as-a-Bona-Fide-News-Interview-Program\" target=\"_blank\" rel=\"noreferrer noopener\">claims<\/a> that it\u2019s a \u201cbona fide news program,\u201d the old, corrupt guard of broadcast media are being forced to come to terms with Equal Time. And it\u2019s driving them insane. <\/p>\n<p>\u201cThe American people went through hoax after hoax after hoax, whether is was the Hunter Biden laptop, or \u2018mostly peaceful\u2019 protests, the list goes on and on,\u201d Carr said this week on <a href=\"https:\/\/www.spreaker.com\/episode\/bringing-balance-back-to-americans-airwaves-feat-fcc-chairman-brendan-carr--72746002\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The Federalist Radio Hour<\/em><\/a>  podcast. \u201cThe legacy media has really done this to itself.\u201d<\/p>\n<p>\u201cI think it\u2019s good for them to want to correct course and earn a little trust back,\u201d Carr said of the FCC\u2019s renewed focus on the <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DA-26-68A1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cstatutory equal opportunities<\/a> requirement\u201d in the <a href=\"https:\/\/transition.fcc.gov\/Reports\/1934new.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Communications Act of 1934<\/a>. Equal Time, as the act\u2019s <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DA-26-68A1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Section 315<\/a> is commonly known, stipulates that a broadcast program that hosts a political candidate also must provide equal access to the office seeker\u2019s opponent to appear on the show or in another commensurate capacity. <\/p>\n<p>The section was amended in 1959 when Congress passed limited exemptions to the equal time requirement for <a href=\"https:\/\/amzn.to\/3YuVZYV\" >content deemed \u201cbona fide\u201d news \u2014 interviews<\/a>, newscasts, and documentaries. The idea was to spur news coverage of political campaign activity in the early days of broadcast television. <\/p>\n<p>Congress gave the FCC discretion to determine the scope of each exemption, according to the agency\u2019s <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DA-26-68A1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">guidance<\/a> issued in January, putting broadcast stations on notice and sending shockwaves through the industry. <\/p>\n<h2>\u2018A Thumb on the Scale\u2019<\/h2>\n<p>As the guidance states, Congress\u2019 inclusion of \u201cbona fide\u201d in the exemption categories reflects congressional concern that \u201cbroadcast stations would apply the exemptions too broadly in service of a political agenda and thereby frustrate the original purpose of the equal opportunities requirement to maximize broadcast coverage of political events.\u201d<\/p>\n<p>\u201cThe idea was pro-speech. It was about more debate, more discussion, more candidates, let\u2019s empower people,\u201d Carr said. \u201cWhat Congress didn\u2019t want was for broadcasters to put a thumb on the scale for one political candidate for one partisan political party.\u201d <\/p>\n<p>Congress was right to be concerned. <\/p>\n<p>The \u201cBig Three\u201d over-the-air, broadcast TV networks have become the purveyors of the <a href=\"https:\/\/time.com\/4315217\/newton-minow-vast-wasteland-1961-speech\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cvast wasteland\u201d<\/a> that then-FCC Chairman Newton Minnow warned Americans about in 1961. They also have long abused the public interest through biased, one-sided coverage of American politics. That bias has exploded in the Trump Age. <\/p>\n<p>Carr said that over the years the networks and the producers of their shows had \u201cjust assumed that the FCC had walked away from enforcing the line between bona fide news programs and those that aren\u2019t, and that basically everything is treated as bona fide news.\u201d<\/p>\n<p>Everything including late-night talks shows like <a href=\"https:\/\/thefederalist.com\/2026\/04\/14\/kimmels-bromance-with-disgraced-eric-swalwell-burns-out-but-pro-dem-bias-remains\/\"><em>Jimmy<\/em><\/a><a href=\"https:\/\/thefederalist.com\/2026\/04\/14\/kimmels-bromance-with-disgraced-eric-swalwell-burns-out-but-pro-dem-bias-remains\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em> <\/em><\/a><a href=\"https:\/\/thefederalist.com\/2026\/04\/14\/kimmels-bromance-with-disgraced-eric-swalwell-burns-out-but-pro-dem-bias-remains\/\"><em>Kimmel Live!,<\/em><\/a><em>  Late Night with Seth Meyers<\/em> and the nonextant <a href=\"https:\/\/thefederalist.com\/2026\/05\/21\/stephen-colbert-wasnt-funny-even-worse-he-wasnt-interesting\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Late Show with Stephen Colbert<\/em><\/a>  that have been nothing more than Democratic Party public-relations operations badly masquerading as \u201ccomedy\u201d for years. And <em>The View<\/em>, ABC\u2019s daytime Trump Derangement Syndrome freakout. <\/p>\n<figure><\/figure>\n<p>The Media Research Center\u2019s NewsBusters has long tracked the left-wing bias in the over-the-air broadcast networks. According to a recent NewsBusters\u2019 <a href=\"https:\/\/www.newsbusters.org\/blogs\/nb\/alex-christy\/2026\/05\/22\/study-stephen-colbert-turned-late-show-dnc-show\" target=\"_blank\" rel=\"noreferrer noopener\">report,<\/a> 87 percent of Colbert\u2019s political jokes had targeted conservatives since the media tracker began counting late-night jokes in 2023. \u201cLikewise, since September 2022, more than 99 percent of his political guests have been liberals.\u201d<\/p>\n<p>The MRC recently filed a petition urging the FCC to reject the renewal of eight Disney-owned broadcast licenses, The New York Post first <a href=\"https:\/\/nypost.com\/2026\/06\/30\/media\/fcc-should-scrap-abcs-tv-licenses-media-watchdog-says-alleging-partisan-bias\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>.<\/p>\n<p>\u201cWe finally have an FCC willing to hold Disney and ABC accountable,\u201d MRC President David Bozell said in a statement to the news outlet. \u201cBroadcast licenses are a privilege, not an entitlement. In exchange for free use of the public airwaves, broadcasters agree to serve the public interest.\u201d<\/p>\n<h2>\u2018Fairly Standard PR Campaign\u2019<\/h2>\n<p>As the FCC investigates Disney, ABC and the entertainment company\u2019s subsidiaries over potential violations of the Communications Act including allegations of discrimination, the agency has called for an <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DA-26-416A1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">early review<\/a> of its broadcast stations\u2019 licenses. <\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<div lang=\"en\" dir=\"ltr\">\n<p>I have asked the <a href=\"https:\/\/x.com\/FCC?ref_src=twsrc%5Etfw\">@FCC<\/a>\u2019s Enforcement Bureau to open an investigation into Disney &#038; ABC.<\/p>\n<p>While Disney started as an iconic American company, it recently went all in on DEI.<\/p>\n<p>I am concerned that their DEI practices may violate FCC prohibitions on invidious forms of discrimination. <a href=\"https:\/\/t.co\/E31QwwFcxA\">pic.twitter.com\/E31QwwFcxA<\/a><\/p>\n<\/div>\n<p>\u2014 Brendan Carr (@BrendanCarrFCC) <a href=\"https:\/\/x.com\/BrendanCarrFCC\/status\/1905691362034622679?ref_src=twsrc%5Etfw\">March 28, 2025<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<p>The <a href=\"https:\/\/americanallianceforequalrights.org\" target=\"_blank\" rel=\"noreferrer noopener\">American Alliance for Equal Rights<\/a> in a June 17 <a href=\"https:\/\/www.fcc.gov\/ecfs\/document\/26109834889\/1?ref=broadbandbreakfast.com\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> to Carr claims Disney and ABC have \u201cengaged in racial discrimination\u201d through DEI programs and initiatives. In one hiring campaign, Disney \u201crequir[ed] that at least half of producers and writing staff come from underrepresented groups,\u201d according to documents obtained by the nonprofit \u201cdedicated to protecting Americans of every race from the poison of racial classifications.\u201d AAER asserts that the evident focus was on race.<\/p>\n<p>\u201cDisney\u2019s hiring discrimination reportedly extended to positions like composers, costume designers, editors, music supervisors, crew, and technical assistants,\u201d the letter<a href=\"https:\/\/www.fcc.gov\/ecfs\/document\/26109834889\/1?ref=broadbandbreakfast.com\" target=\"_blank\" rel=\"noreferrer noopener\"> states<\/a>. \u201cDisney even launched a fund that provided financial support for aspiring \u2018Underrepresented Directors,\u2019 apparently limited to \u2018women, AAPI (Asian American and Pacific Islander) Black, Indigenous\/Native, Latinx, LGBTQIA+, disability-identifying, and religiously marginalized individuals.\u2019\u201d<\/p>\n<p>The media conglomerate has launched an in-house PR campaign to urge viewers to defend Disney from what it considers a weaponized regulator. ABC has been running <a href=\"https:\/\/www.wsj.com\/business\/media\/abc-launches-on-air-campaign-against-fcc-investigations-dcd4a62c?mod=article_inline\" target=\"_blank\" rel=\"noreferrer noopener\">spots<\/a> on <em>The View<\/em> and on other programs in local markets telling viewers that the agency \u201cwants to control who is allowed to appear on the show.\u201d<\/p>\n<p>Carr said the media giant is running a \u201cfairly standard PR strategy.\u201d He told The Federalist that the agency isn\u2019t trying to control content, it simply is interested in \u201capplying the law that Congress passed, and that\u2019s the bona fide news provision.\u201d <\/p>\n<h2>\u2018Massive Weaponization\u2019<\/h2>\n<p>As of late Wednesday, the FCC had received more than 215,000 public <a href=\"https:\/\/www.fcc.gov\/ecfs\/search\/search-filings\/results?q=(The%20View)\" target=\"_blank\" rel=\"noreferrer noopener\">comments<\/a> about The View\u2019s bona fide news position. Many of the commenters expressed outrage over the FCC\u2019s investigation, asserting that it was politically motivated and pushed by President Donald Trump who ceaselessly sparred with the accomplice media. Much of it was standard Trump-hating fare. <\/p>\n<p>\u201cThe government needs to stop bowing down to a dictator. All you will gain is having our great nation come for you when he\u2019s not president anymore,\u201d one commenter <a href=\"https:\/\/www.fcc.gov\/ecfs\/search\/search-filings\/filing\/26109964407\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>. <\/p>\n<p>Carr said claims that the Trump administration is weaponizing the FCC are \u201cinteresting\u201d in light of the actual weaponization that took place during Joe Biden\u2019s presidency. He noted a <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DA-25-57A1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">petition<\/a> filed by a leftwing group of activists urging the FCC not to renew the broadcast license of a Fox TV affiliate in Philadelphia because the group disagreed with the content on Fox News cable channel. <\/p>\n<p>\u201cThis FCC entertained it, put it up for comment, and effectively threatened to not renew that license throughout the entire 2024 election cycle. Nobody said a word about it,\u201d Carr told The Federalist. <\/p>\n<p>Congressional Democrats have pressured cable companies to drop Fox News, OAN, and NewsMax from their channel lineups because they don\u2019t like the messenger and the message. In some <a href=\"https:\/\/www.theverge.com\/2022\/7\/24\/23276366\/one-america-news-verizon-fios-dumped-major-carriers-oan\" target=\"_blank\" rel=\"noreferrer noopener\">cases,<\/a> the political pressure campaigns worked. <\/p>\n<p>\u201cI guarantee you when Democrats get back into power at the FCC, whenever that is, they\u2019re going to go back to what they did the last time and there\u2019s going to be massive weaponization,\u201d Carr said. \u201cSo my view is, when we have gavels we shouldn\u2019t bury our heads in the sand and take our gavels and hide them under a bush.
