Circuit Court of Appeals. Perlmutter, who was appointed by Obama and was dismissed after Trump\u2019s administration took over the library, remains in her position as <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trump-pleads-not-guilty-to-new-charges-in-classified-documents-case\/\" title=\"Trump denies new charges in classified documents case.\">legal proceedings continue<\/a>.<\/p>\n<p>The Court&#8217;s order did not explain its reasons,noting that the denial is not a judgment on the case&#8217;s merits. It also deferred a ruling on the government&#8217;s broader submission until after the court heard cases involving Trump\u2019s removal authority-specifically Trump v. Slaughter and Trump v. Cook-that were decided in recent days. In Trump v. Slaughter, the Court upheld the President&#8217;s power to remove members of self-reliant agencies, while in Trump v. return false;\" title=\"Printer Friendly, PDF &#038; Email\">                     <span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span>                     <\/a>                 <\/span><\/li>\n<\/ul><\/div>\n<p class=\"wp-block-paragraph\">The U.S. Supreme Court declined to stop a lower court\u2019s order blocking President Trump from removing a leading Library of Congress official on Tuesday.<\/p>\n<p class=\"wp-block-paragraph\">The announcement came in the high court\u2019s latest <a href=\"https:\/\/www.supremecourt.gov\/orders\/courtorders\/063026zor_3f14.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">order list<\/a>, in which the justices denied the Trump administration\u2019s application to stay (\u201cpause\u201d) a September <a href=\"https:\/\/thefederalist.com\/2025\/10\/28\/doj-asks-scotus-to-end-judicial-interference-with-trumps-firing-of-library-of-congress-official\/\" target=\"_blank\" rel=\"noreferrer noopener\">ruling<\/a> by a three-judge panel on the D.C. Circuit Court of Appeals. That decision sought to block the government from firing Shira Perlmutter, who led the U.S. Copyright Office in the Library of Congress until her <a href=\"https:\/\/rollcall.com\/2025\/10\/27\/supreme-court-asked-to-allow-removal-of-copyright-office-head\/\" target=\"_blank\" rel=\"noreferrer noopener\">termination<\/a> in May.<\/p>\n<div id=\"fdrlst__b89e9-2137124439\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">As The Federalist previously <a href=\"https:\/\/thefederalist.com\/2025\/10\/28\/doj-asks-scotus-to-end-judicial-interference-with-trumps-firing-of-library-of-congress-official\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, \u201cPerlmutter\u2019s dismissal came shortly after Trump removed <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/senate-confirms-carla-hayden-first-woman-african-american-named-librarian-congress#:~:text=Carla%20Hayden%2C%20first%20female%20and,confirmed%20by%20Senate%20%7C%20PBS%20News\" target=\"_blank\" rel=\"noreferrer noopener\">Obama-appointed<\/a> Carla Hayden as Librarian of Congress. Hayden has been replaced by Deputy Attorney General Todd Blanche, who is filling the position on an \u2018acting\u2019 basis.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The justices did not provide a reason for the decision. They did, however, note that the denial of the administration\u2019s request \u201cis not a ruling on the merits of the legal issues presented in the litigation.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The Supreme Court <a href=\"https:\/\/thefederalist.com\/2025\/11\/26\/scotus-punts-on-trumps-firing-of-library-of-congress-official-for-now\/\" target=\"_blank\" rel=\"noreferrer noopener\">deferred<\/a> on ruling on the government\u2019s application in November until after it had heard arguments and rendered decisions in <em>Trump v. Slaughter<\/em> and <em>Trump v. Cook<\/em>. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-supreme-courts-upholding-the-constitution-problem\/\" title=\"Supreme ...s Constitution Upholding Issue\">court issued rulings<\/a> in those cases on Monday. <\/p>\n<p class=\"wp-block-paragraph\">In <em>Slaughter<\/em>, the majority (6-3) <a href=\"https:\/\/thefederalist.com\/2026\/06\/29\/in-landmark-ruling-supreme-court-affirms-that-presidents-run-the-executive-branch\/\" target=\"_blank\" rel=\"noreferrer noopener\">ruled<\/a> that presidents have the constitutional authority to remove members of so-called \u201cindependent agencies\u201d like the Federal Trade Commission. In doing so, they affirmed that \u201cSubordinates who exercise the President\u2019s power are subject to removal by him.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In Cook, the majority (5-4) <a href=\"https:\/\/thefederalist.com\/2026\/06\/29\/supreme-court-allows-lower-court-blockade-on-trumps-federal-reserve-firing-to-remain-in-place\/\" target=\"_blank\" rel=\"noreferrer noopener\">denied<\/a> the administration\u2019s request to pause a lower court injunction that prevented Trump from firing Lisa Cook, a Democrat member of the Federal Reserve Board of Governors. The court argued that Trump cannot remove Cook \u201cat any time, for any reason, without any notice before, and without any judicial check after.\u201d <\/p>\n<p class=\"wp-block-paragraph\">The decision did not address \u201cthe ultimate question\u201d of whether Trump can remove Cook \u201cfor cause,\u201d with Chief Justice John Roberts arguing that it \u201cwill depend in part on the underlying facts.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cRather,\u201d he wrote, \u201cwe have simply addressed the parties\u2019 arguments about the appropriate legal standards under which the facts must be evaluated.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The Supreme Court\u2019s order in <em>Blanche v.
