The endocrine coding guidance has been live on the southeastern facility\u2019s website since at least February 2023 and on the western location\u2019s site since January 2021, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/web.archive.org\/web\/20230201034846\/https:\/\/www.plannedparenthood.org\/planned-parenthood-southeastern-pennsylvania\/patients\/transgender-health-care\/gender-affirming-care-faq#\">archived<\/a> <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/web.archive.org\/web\/20210119055624\/https:\/\/www.plannedparenthood.org\/planned-parenthood-western-pennsylvania\/patients\/introducing-hormone-therapy\/preparing-your-hormone-therapy-visit\">webpages<\/a> show. Planned Parenthood did not respond to the <em>Washington Examiner\u2019s<\/em> requests for comment.<\/p>\n<p class=\"wp-block-paragraph\">Sex changes for minors are <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/transrights.lawyersforgoodgovernment.org\/transgender-rights-law\/pennsylvania\/r\/recqliKBApodL4YSw?gad_source=1&#038;gad_campaignid=23731749825&#038;gclid=CjwKCAjw0o3SBhBVEiwAh28-jaqtdQg_hbzrmdmovfx0mYBE8v_95HAmsKGP7jpGHO6Auc3zRUYbNxoCodQQAvD_BwE&#038;gbraid=0AAAAACwDN5hKLqjWmSG3bEI5lYKQHaHeo\">legal in Pennsylvania<\/a>. The endocrine disorder billing code, E34.9, is from the World Health Organization\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.who.int\/standards\/classifications\/classification-of-diseases\">International Classification of Diseases<\/a>, or ICD, which many insurance providers rely on to determine coverage.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Whistleblowers say that labeling gender dysphoria as an endocrine disease in order to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trump-admin-puts-hundreds-of-hospitals-on-notice-fix-this-or-face-millions-in-fines\/\" title=\"Trump Admin Puts Hundreds of ...s on Notice: Fix This or Face Millions in Fines\">secure insurance coverage<\/a> for transgender drugs that may not otherwise be covered is a deceptive practice.<\/p>\n<p class=\"wp-block-paragraph\">\u201cA huge amount of energy has been spent to develop, find which ICD codes can be used that will justify the [gender] interventions under a false pretense without pushback from insurance companies,\u201d said Dr. Eithan Haim, a Texas surgeon who first <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/3300268\/trump-doj-drops-charges-texas-doctor-gender-whistleblower-case\/\">blew the whistle<\/a> in 2023 over <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-doj-texas-won-head-on-the-spike-victory-against-sex-change-industry\/\" title=\"How DOJ, Texas Won &#039;Head-On-The-Spike&#039; Victory Against ...-Change Industry\">secret child sex-<\/a>changes at Texas Children\u2019s Hospital. Paxton\u2019s investigation later found that TCH used false diagnosis codes to transition children, among other legally dubious actions. The hospital entered a civil settlement with the attorney general and the Department of Justice in May.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re actually inducing the disorder that they\u2019re claiming to treat,\u201d Haim told the <em>Washington Examiner<\/em> regarding Planned Parenthood.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cOnce they\u2019re started on hormones and all that s***, they have an endocrine disorder, but it was just one that was given to them by their doctors,\u201d he said.<\/p>\n<p class=\"wp-block-paragraph\">Other physicians called out Planned Parenthood of Southeastern Pennsylvania over the endocrine disorder code in July 2025 testimony to the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/ftc\/\">Federal Trade Commission<\/a> and an April report from the medical group Do No Harm. \u201cUtilizing these \u2018alternative\u2019 codes is misleading and contrary to the ICD-10-CM Official Guidelines for Coding and Reporting, which requires providers to \u2018[c]ode to the highest level of specificity when supported by medical record documentation,&#8217;\u201d Dr. Kurt Miceli wrote for Do No Harm.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThese are physically healthy people. They have no medical diagnosis whatsoever,\u201d Dr. Miriam Grossman told the FTC about transgender-identifying patients. \u201cThey have a psychiatric diagnosis.
