Anna Paulina Luna (R-FL) led the GOP blockade that started last week over the flagship voter ID bill. The Florida Republican, along with a coalition of members, has vowed to vote against the procedural rule until the Senate passes the SAVE America Act. <\/p>\n<p class=\"wp-block-paragraph\">Ultimately, 14 House <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/republicans\/\">Republicans<\/a> voted Tuesday to take down a procedural measure to attach the SAVE America Act to the $1.15 trillion defense spending <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/legislation\/\">bill<\/a>. House Majority Leader Steve Scalise (R-LA) was one of the 14 \u201cno\u201d votes, but his vote served as a loophole to bring the vote back up for consideration at a later time without referring the measure to the House Rules Committee.<\/p>\n<p class=\"wp-block-paragraph\">Luna rejected Johnson\u2019s plan to merge the two pieces of legislation, saying the speaker\u2019s method \u201cwould not guarantee that the Senate picks up this piece of legislation.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve passed SAVE America now three times, and the Senate has refused to act,\u201d Luna told reporters Tuesday. \u201cIn fact, they\u2019re on vacation right now. Thune has chalked up the failure of passage to the semantics in his chamber, particularly the 60-vote filibuster threshold.<\/p>\n<p class=\"wp-block-paragraph\">The House is not scheduled to return until July 13.
