Rep. Greg Casar (D-TX), the chairman of the Congressional Progressive Caucus, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/RepCasar\/status\/2071654211574542467?s=20\">announced<\/a> his support for the measure on Monday and could bring much of his caucus membership along with him.<\/p>\n<p class=\"wp-block-paragraph\">On the other side is a wide swathe of Democrats who have traditionally supported the aid and argue the legislation is either ill-advised or <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/jewishinsider.com\/2026\/06\/house-democrats-thomas-massie-us-aid-israel-consequences-aipac-dmfi-j-street\/\">too broadly written<\/a>. Those views were voiced in a Sunday conference call in which House Democrats hashed out how they will vote on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/deal-reached-in-senate-on-massive-1-7-trillion-omnibus-spending-bill\/\" title=\"Deal Reached in Senate on Massive .7 Trillion Omnibus Sp... Some appropriators have also raised concerns that its prohibition on funding could extend beyond military assistance and affect diplomatic or humanitarian aid.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cI\u2019ll articulate my personal position in the aftermath of the caucus meeting tomorrow morning,\u201d Jeffries said.<\/p>\n<p class=\"wp-block-paragraph\">The debate over military aid to Israel is taking place as Democrats harden in their opposition to the Netanyahu government and begin to vote en masse against certain weapons sales. In April, more than three-quarters of Senate Democrats voted to ban the sale of 1,000-pound bombs to Israel in protest of its casualty-heavy operations in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/gaza\/\" type=\"post_tag\" id=\"217\">Gaza<\/a> and beyond.<\/p>\n<p class=\"wp-block-paragraph\">Massie, meanwhile, is the rare Republican to oppose almost all types of foreign aid and was unseated in May by a Trump-backed challenger who benefited from a deluge of AIPAC-linked spending in the race.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The Massie amendment does not touch an additional $500 million Israel gets each year in defensive weaponry, including its <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/iron-dome\/\" type=\"post_tag\" id=\"6169\">Iron Dome<\/a> missile systems. Repealing that funding only attracted four Democrats and two Republicans, one of them Massie, when put to a vote last year.<\/p>\n<p class=\"wp-block-paragraph\">But it does deal with the vast majority of the funding Israel gets each year as part of an Obama-era memorandum of understanding that gives the country a military edge over its regional adversaries.<\/p>\n<p class=\"wp-block-paragraph\">Republicans expressed newfound openness to ending the assistance after Netanyahu surprised Washington and began calling for an aggressive wind-down as soon as this Congress. But GOP lawmakers are, by and large, trying not to get ahead of negotiations to renew the memorandum, which is set to expire in 2028, and have rejected past attempts to place restrictions on Israel.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Democrats, by contrast, are more comfortable with the wind-down, with Sen. Brian Schatz (D-HI) telling the <em>Washington Examiner<\/em> that he is \u201cmore than amenable\u201d to Netanyahu\u2019s proposal to end U.S. assistance, becoming one of the most senior Democrats to express that view.<\/p>\n<p class=\"wp-block-paragraph\">Schatz is the ranking Democratic appropriator overseeing State Department funding in the Senate and is expected to take over as whip for his caucus in the next Congress.<\/p>\n<p class=\"wp-block-paragraph\">\u201cLook, from what I\u2019m gathering, there seems to be bipartisan agreement about this, and so the question is, how quickly we can do this,\u201d Schatz said earlier this month. \u201cI think it\u2019s an appropriate conversation to have, and I\u2019m glad that, at least so far, it\u2019s not a partisan question.\u201d<\/p>\n<p class=\"wp-block-paragraph\">When asked about the timing of a ramp-down, Schatz called the memorandum negotiations an \u201copportunity to recalibrate this relationship.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe timing is right for us to have a tough conversation,\u201d he said.<\/p>\n<p class=\"wp-block-paragraph\">As of now, it\u2019s unclear whether GOP leadership will actually bring the State Department funding bill to the House floor before the July 4 recess.
