The coding issue even prompted a July 2025 analysis from <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.sheppard.com\/insights\/blogs\/potential-false-claims-act-liability-for-providers-of-gender-affirming-care-for-minors#_edn9\">the law firm Sheppard<\/a>, warning that transgender health providers should review whether \u201csuspect diagnosis codes such as endocrine disorder\u201d could bring consequences under the federal False Claims Act.<\/p>\n<p class=\"wp-block-paragraph\">HBHC and WPATH did not respond to the <em>Washington Examiner\u2019s<\/em> requests for comment. HBHC is the state\u2019s only \u201cFederally Qualified Health Center\u201d <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/howardbrown.org\/about\/history\/\">focused on LGBT people<\/a> and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/howardbrown.org\/press\/introducinghowardbrownhealth\/\">serves more than 28,000<\/a> patients per year, according to its website. The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/4624216\/dr-oz-demands-fraud-audits-union-dues-home-health-workers\/\">Department of Health and Human Services<\/a> has <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/taggs.hhs.gov\/Detail\/RecipDetail?arg_EntityId=RpbzjSDAWEA6hzBQYsVWnw%3D%3D\">awarded it<\/a> more than $100 million since 1998.<\/p>\n<p class=\"wp-block-paragraph\">\u201cHoward Brown believes that patients who ask for [hormone therapy] are asking for care that will help their bodies match their gender identity,\u201d the webpage on hormone therapy states. \u201cIf you currently have a diagnosis of Gender Identity Disorder, Gender Dysphoria or Transsexualism it will be replaced with Endocrine Disorder. If you get [hormone therapy] and use your insurance, your insurance company will see a diagnosis of Endocrine Disorder and will know which hormones or hormone blockers you got.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">That approach seems like a \u201cblatant\u201d violation of the law, Texas surgeon Eithan Haim told the <em>Washington Examiner<\/em>. Haim <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/dailycaller.com\/2026\/05\/25\/how-doj-texas-won-head-on-the-spike-victory-against-sex-change-industry\/\">sparked a state investigation<\/a> into Texas Children\u2019s Hospital in 2023 by blowing the whistle on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/target-donates-to-group-that-promotes-secret-child-gender-transitions-lgbtq-books-in-schools\/\" title=\"Target Donates To Group That Promotes Secret Child Gender Transitions, LGBTQ Books In Schools\">secret child gender transitions<\/a>. Texas Attorney General Ken Paxton\u2019s office later found the hospital used false diagnosis codes to prescribe sex changes to minors, among other misdeeds.<\/p>\n<p class=\"wp-block-paragraph\">\u201cSo funny. WPATH has publicly encouraged medical professionals to use the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/web.archive.org\/web\/20260621072320\/https:\/\/wpath.org\/wp-content\/uploads\/2024\/11\/Combined_Handouts.pdf\">ICD code for endocrine disorder<\/a> to give gender \u201ccare\u201d and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/wpath.org\/wp-content\/uploads\/2025\/05\/WPATH-Insurance-coding-and-EBM-Jaffe-and-Gorton-2023-Copy.pdf\">avoid<\/a> codes that explicitly describe transgenderism, which it deems \u201cpathologizing.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The FTC, Texas and other conservative states <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.ftc.gov\/news-events\/news\/press-releases\/2026\/06\/ftc-states-sue-world-professional-association-transgender-health-over-deceptive-claims-regarding-treatment-children\">sued WPATH<\/a> in June over <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.ftc.gov\/system\/files\/ftc_gov\/pdf\/WPATH-Complaint-Redacted.pdf\">claims<\/a> that Ducheny\u2019s team wrote the Standards of Care to make \u201cnearly every\u201d child sex-change procedure insurable by labeling it \u201cmedically necessary,\u201d citing WPATH experts\u2019 own statements. The bottom of HBHC\u2019s webpage on hormone therapy used to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/web.archive.org\/web\/20250617044817\/https:\/\/howardbrown.org\/tgd-hormone-therapy\/\">advertise<\/a> its \u201cYouth Hormone Program\u201d for eligible minors, but HBHC <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/web.archive.org\/web\/20251014071356\/https:\/\/howardbrown.org\/tgd-hormone-therapy\/\">removed<\/a> the language sometime in 2025, archived webpages show.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\"
