Paul lambasted the postal service\u2019s financial decisions, calling on Steiner to ensure that USPS is instituting a complete hiring freeze.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe gist of what I got from you today is \u2018We just need to borrow more money,\u2019 and that to me is, I think, defeatism, and not something I\u2019m interested in doing \u2014 just loaning you more money when you lose 9 billion a year,\u201d Paul said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWhat you\u2019re ignoring is for every dollar you put into government, that dollar would have been spent much more effectively in the private marketplace,\u201d Paul continued.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Steiner has been insistent that USPS cannot survive financially without congressional action. Since his March testimony and cry for help before the House, Steiner has made several changes within USPS to help its cash flow, including suspending the agency\u2019s regular payments to the Federal Employees Retirement System pension fund and raising the price of First-Class Mail Forever stamps<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.wsj.com\/business\/logistics\/forever-stamp-prices-to-rise-5-this-summer-8c50744b\"> by 5%<\/a>, if its regulator approves.<\/p>\n<p class=\"wp-block-paragraph\">But Steiner said these actions have not been enough to resolve the fiscal woes, directly countering a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4595724\/postal-regulator-congress-clarify-usps-responsibility\/\">testimony from the USPS regulator<\/a>, the Postal Regulatory Commission, which said the recent actions have given USPS \u201cat least another several years\u201d before it would face financial collapse.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI do want to clear up a misconception \u2014 because I think the PRC testified that we\u2019ve got cash to last us a certain amount of time \u2013 let me be very, very, very, very clear: we are out of cash,\u201d Steiner told the committee. \u201cIf we had to pay all of our bills today, we could not pay all of our bills today. We are out of cash. What we are doing right now is we\u2019re basically borrowing money from our retirement plans to fund current operations.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The tension between the USPS and its regulator was tangible throughout the hearing, with several lawmakers, including Sen. Rick Scott (R-FL), questioning the need for the PRC\u2019s existence at all. Often, to the frustration of the postal service, the PRC limits when USPS can raise stamp prices and ensures the service follows its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trump-eyes-privatizing-usps-what-he-plans-for-the-postal-service\/\" title=\"Trump eyes privatizing ...: What he plans for the ...\">universal service obligation<\/a>, or the affordable delivery of mail to every U.S. address six days per week.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf you combine the PRC with the [USPS] Board of Governors, make it one entity, they can make their prices what they need. If you go from 78 cents to 95 cents, that\u2019s $1.6 billion. If you go from six days to four days, that\u2019s $6 billion. You\u2019ve almost wiped out your entire debt by going to four days and by allowing the price to go up.
