Kennedy, came from a very different political philosophy than Carr, who was selected by <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\/\">President Donald Trump<\/a>. But both chairmen alarmed First Amendment champions who saw their actions as government meddling.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">In April, Carr launched a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.politico.com\/news\/2026\/04\/28\/carr-throws-abc-licenses-into-jeopardy-in-clash-with-disney-00896133\">review of eight local ABC licenses<\/a>, including big-city affiliates in Chicago, New York, Los Angeles, and Philadelphia. The FCC ordered ABC to file its license renewals by May 28, more than two years ahead of schedule, citing \u201cpossible violations of the Communications Act of 1934 and the FCC\u2019s rules, including the agency\u2019s prohibition on unlawful discrimination.\u201d That echoed a move by Minow, who threatened to yank TV stations\u2019 licenses.<\/p>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">ABC, which is owned by Disney, filed the renewal requests as mandated, but essentially did so under protest, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/variety.com\/2026\/tv\/news\/abc-broadcast-renewal-application-fcc-under-protest-unlawful-arbitrary-unconstitutional-1236761525\/\">writing on behalf of WABC-TV in New York<\/a> that the renewal order was \u201cunlawful, arbitrary and unconstitutional.\u201d<\/p>\n<figure class=\"wp-block-image size-large is-resized\">From left: Newton N. Carr\u2019s inquiry of ABC focuses on diversity, equity, and inclusion practices at ABC stations \u2014 a juicy target for Trump and his conservative allies.<\/p>\n<p class=\"wp-block-paragraph\">\u201cNo company is above the law \u2013 not even Disney. If Disney engaged in illegal DEI discrimination, if it failed to operate broadcast stations in the public interest, it will be held accountable,\u201d Carr said in a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/BrendanCarrFCC\/status\/2060155968734794028\">May 28 X post<\/a>.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Minow, by contrast, gave the broadcasters this directive: \u201cYou must provide a wider range of choices, more diversity, more alternatives.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere is nothing permanent or sacred about a broadcast license,\u201d he warned the 2,000 broadcast executives, reminding them the FCC could revoke them for irresponsible performance.<\/p>\n<p class=\"wp-block-paragraph\">Minow, at the time a 35-year-old lawyer, challenged them to watch TV for a day.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cI can assure you that you will observe a vast wasteland,\u201d he said, scolding the industry for \u201ca procession of game shows, violence, audience participation shows, formula comedies about totally unbelievable families, blood and thunder, mayhem, violence, sadism, murder, Western badmen, Western goodmen, private eyes, gangsters, more violence, and cartoons. And, endlessly, commercials \u2013 many screaming, cajoling and offending. And most of all, boredom.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cAnd if you think I exaggerate,\u201d he added, \u201ctry it.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Minow\u2019s tone was almost that of a disappointed parent who knew his kid could do better.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cWhen television is good, nothing \u2014 not the theater, not the magazines or newspapers \u2014 nothing is better,\u201d he said. \u201cBut when television is bad, nothing is worse.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Minow\u2019s description of TV\u2019s potential almost sounds like a description of the so-called Golden Age of TV, the modern era <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2023\/09\/19\/arts\/television\/difficult-men.html\">marked by shows<\/a> such as <em>The Sopranos <\/em>and <em>Breaking Bad<\/em>.<\/p>\n<p class=\"wp-block-paragraph\">But the TV selection in 1961 would be practically unrecognizable to viewers of today. Decades before streaming services, HBO, or even Fox, most original programming stemmed from the three major networks of ABC, CBS, and NBC. And it was all in black-and-white.<\/p>\n<p class=\"wp-block-paragraph\">And yet, even by the early \u201860s, TV\u2019s impact on society had grown enormously over the past decade. In 1950, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/guides.loc.gov\/american-women-moving-image\/television#:~:text=In%201950%20only%209%20percent,figure%20had%20reached%2090%20percent.\">less than one in 10 households in the United States even had a TV set<\/a>. By 1960, televisions had saturated 90 percent of households, and millions of Americans had seen the first televised presidential debate, between Kennedy, a Democrat, and his Republican opponent, Vice President Richard Nixon.<\/p>\n<p class=\"wp-block-paragraph\">Minow called out the TV industry for chasing the highest ratings, which he said was detrimental to children (who are now today\u2019s aging baby boomers).<\/p>\n<p class=\"wp-block-paragraph\">\u201cI believe in the people\u2019s good sense and good taste, and I am not convinced that the people\u2019s taste is as low as some of you assume,\u201d he said. \u201cIf parents, teachers and ministers conducted their responsibilities by following the ratings, children would have a steady diet of ice cream, school holidays and no Sunday school. What about your responsibilities? Is there no room on television to teach, to inform, to uplift, to stretch, to enlarge the capacities of our children?\u201d<\/p>\n<p>\u201cThere are some fine children\u2019s shows,\u201d he added, \u201cbut they are drowned out in the massive doses of cartoons, violence and more violence. Must these be your trademarks?\u201d<\/p>\n<p class=\"wp-block-paragraph\">That year, Minow might have alarmed TV executives, but <em>Associated Press<\/em> editors recognized him for his impact. He beat out the likes of Gary Cooper and Elizabeth Taylor to win \u201ctop newsmaker\u201d of 1961.<\/p>\n<p class=\"wp-block-paragraph\">And as the <em>New York Times<\/em> observed in a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2023\/05\/06\/business\/media\/newton-n-minow-dead.html\">2023 obituary for Minow<\/a>, who died at the age of 97, Minow continued to pressure TV networks to up their game \u2014 and TV violence did appear to decrease while educational programming increased.<\/p>\n<p class=\"wp-block-paragraph\">But in a cheeky bit of revenge, TV producer Sherwood Schwartz named the stranded boat on his \u201860s sitcom <em>Gilligan\u2019s Island<\/em>, a show that would certainly have earned Minow\u2019s contempt, \u201cS.S. Minnow.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cHe didn\u2019t like that speech at all,\u201d <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.npr.org\/templates\/story\/story.php?storyId=5775619\">Minow told NPR in 2006<\/a>. \u201cAnd he decided that he would get even with me by naming a boat the S.S. Minnow.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In response to both Minow and Carr, critics claimed the FCC was violating the First Amendment; some network executives compared Minow\u2019s actions to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonpost.com\/obituaries\/2023\/05\/06\/newton-minow-fcc-chairman-vast-wasteland-dies\/\">censorship out of the Soviet Union playbook<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The timing of Carr\u2019s April review of ABC, which came one day after Trump and first lady Melania Trump said ABC should fire late-night host <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/jimmy-kimmel\/\" type=\"post_tag\" id=\"570\">Jimmy Kimmel<\/a> over his joke that she looked like an \u201cexpectant widow,\u201d prompted a letter of protest from a dozen Democratic senators.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe FCC order, sent under your leadership, appears to be a blatant effort to punish Disney for its <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-did-this-piece-get-past-ny-times-censors\/\" title=\"How did this pass NY Times censors?\">editorial decision-making<\/a>, notably its refusal to fire Kimmel over a recent joke,\u201d <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.commerce.senate.gov\/press\/dem\/release\/markey-cantwell-schumer-lujan-demand-fcc-stop-first-amendment-attacks-on-disney-abc\/\">wrote the senators<\/a>, including Senate Minority Leader Chuck Schumer (D-NY); Sen. Maria Cantwell (D-WA), the ranking member of the Commerce, Science and Transportation Committee; and another committee member, Sen. Ed Markey (D-MA).<\/p>\n<p class=\"wp-block-paragraph\">\u201cAlthough the FCC has the authority to ensure broadcasters operate in the public interest, it cannot serve as President Trump\u2019s roving censor, threatening to revoke licenses against broadcasters whose editorial content \u2013 including a comedian\u2019s jokes \u2013 displeases the President,\u201d they added.<\/p>\n<p class=\"wp-block-paragraph\">But it\u2019s not just Democrats. As <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.semafor.com\/newsletter\/05\/03\/2026\/semafor-media-bricking-the-white-house?utm_source=headernewsletterlink&#038;utm_medium=media\"><em>Semafor<\/em> has reported<\/a>, several Republicans and conservatives criticized Carr\u2019s review when it was announced in April.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/premium\/4567541\/us-china-ai-war-heats-up\/\"><strong>THE US-CHINA AI WAR HEATS UP<\/strong><\/a><strong> <\/strong><\/p>\n<p class=\"wp-block-paragraph\">\u201cI do not believe the FCC should operate as the speech police,\u201d Sen. Ted Cruz (R-TX), the Senate Commerce Committee chairman,\u00a0told <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/punchbowl.news\/article\/tech\/cruz-fcc-kimmel-again\/\">Punchbowl<\/a>. While Rep. James Comer (R-KY), chairman of the House Oversight Committee, offered this advice in an interview with NewsNation: \u201cI would hope that if my friend Brendan Carr is looking at something on ABC, it has more to do than with a few tasteless jokes.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Minow, meanwhile, had a sense of humor about his most enduring line, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.npr.org\/templates\/story\/story.php?storyId=5775619\">telling NPR in 2006<\/a> that his kids had selected his epitaph: \u201cOn to a vaster wasteland.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><em>Frederic J.
