Kevin Kiley<\/a> (I-CA) was elected to the House as a Republican in 2022, but shed the GOP label after Proposition 50 reshaped his political landscape. Former <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4590364\/california-6th-congressional-district-primary-results-kevin-kiley\/\" type=\"post\" id=\"4590364\">state Sen. Also, since it offers an early test of the political consequences of Proposition 50, the redistricting measure championed by <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/gavin-newsom\/\" type=\"post_tag\" id=\"1426\">Gov. Gavin Newsom<\/a> (D-CA) and state Democrats. Voters in the nation\u2019s most <a href=\"https:\/\/amzn.to\/3YuVZYV\" >populous blue state easily approved<\/a> the changes to House maps, which could expand the party\u2019s California delegation from an already wide 43-9 edge over Republicans to a whopping 48-4 split.<\/p>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">The new boundaries upended the contours of the district Kiley represents. In its current iteration, which will evaporate when the new Congress takes office on Jan. 3, 2027, Kiley\u2019s constituency runs from parts of the snow-capped Sierra mountains northeast of Sacramento, hundreds of miles along the Nevada state line down to Death Valley. In 2024, voters there backed President Donald Trump over Democratic rival Kamala Harris, 50.3% to 46.5%. State Democrats dismantled that district, parceling Kiley\u2019s political base into several surrounding seats. The new district where Kiley is running would have backed then-Vice President Harris over Trump, 53.3% to 43.2%.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\">Rep. Since becoming Congress\u2019s lone independent member, the one-time high school English teacher has made opposition to partisan gerrymandering the centerpiece of his political identity. Kiley, an alum of Harvard College and Yale Law School, has championed legislation that would prohibit states from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-seek-redistricting-changes-in-key-states-to-regain-house-majority\/\" title=\"... aim to alter ... in crucial states for ... majority recovery.\">redrawing congressional maps<\/a> more than once a decade and has sought to cast himself as a casualty of a process he argues has become increasingly political.<\/p>\n<p class=\"wp-block-paragraph\">The result is a race that is, in many ways, a referendum on the very map that made it possible.<\/p>\n<p class=\"wp-block-paragraph\">In multiple interviews, Kiley has described himself as an \u201cindependent voice\u201d and sought to distance himself from the Republican label he carried for years in California politics. That included six years in the state Assembly and running for governor in the 2021 recall election, in which Newsom easily held onto the state\u2019s top job. Kiley finished sixth among several dozen candidates to replace Newsom with 3.5% of the vote statewide.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Some political observers, however, see Kiley\u2019s shift toward redistricting criticism less as an ideological evolution than as an attempt to adapt to a district where Democratic voters now hold a clear advantage.<\/p>\n<p class=\"wp-block-paragraph\">\u201cKiley\u2019s message is less, \u2018I left the Republican Party,\u2019 than \u2018the map left me,&#8217;\u201d California strategist Matt Klink told the <em>Washington Examiner<\/em>. \u201cRedistricting reform gives him a clean, process-based argument that can resonate beyond the Republican base while helping him avoid being defined by the national party brand in a Democratic-leaning district.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Still, Klink argued that strategy has limits. Bernie Sanders (I-VT) and Sen. Angus King (I-ME) have won statewide federal races, South said that a House contest is fundamentally different. Congressional elections, particularly in districts with a clear partisan lean, tend to be driven by party identification rather than candidate branding. In Kiley\u2019s case, South noted, he is competing in a district he has never represented against an opponent with deep local roots and substantial name recognition.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<h2 id=\"h-new-district-new-identity\" class=\"wp-block-heading\">New district, new identity? <\/h2>\n<p class=\"wp-block-paragraph\">Kiley spent months pondering which House district to run in, a process that played out online as he narrowed down the possibilities \u201cApprentice\u201d style. With the sprawling 3rd Congressional District \u2014 that largely rural seat stretching across much of the California-Nevada border and encompassing communities from the Sierra Nevada to Death Valley \u2014 facing dismemberment, Kiley contemplated a likely member-on-member primary against Rep. Tom McClintock (R-CA) in the newly configured 5th Congressional District. That new constituency, covering the East Central Valley, including Modesto and eastern Fresno, would have backed Trump over Harris 59% to 39% in 2024.<\/p>\n<p class=\"wp-block-paragraph\">Kiley ultimately settled on the newly configured 6th District, centered on Sacramento. That decision placed him on a collision course with Pan, who previously represented more than 70% of the district in the state legislature and\u00a0enters\u00a0the general election with an established network of supporters and familiarity among many voters.<\/p>\n<p class=\"wp-block-paragraph\">Democrats have wasted little time signaling the district\u2019s importance. The Democratic Congressional Campaign Committee has already invested in Pan\u2019s campaign, portraying the race as a prime opportunity to flip a seat reshaped by redistricting.<\/p>\n<p class=\"wp-block-paragraph\">\u201cHe is exactly the kind of battle-tested leader needed to take on MAGA champion Kevin Kiley, who is desperately trying to rewrite his long record of fealty to Donald Trump,\u201d DCCC Chair Rep. Suzan DelBene (D-WA) said in a statement. \u201cCA-06 voters won\u2019t be fooled by Kiley\u2019s fake independence and will elect Dr. Pan in November.\u201d<\/p>\n<h2 id=\"h-who-is-pan\" class=\"wp-block-heading\">Who is Pan?<\/h2>\n<p class=\"wp-block-paragraph\">Pan, a former University of California, Davis, medical school professor, first drew national attention in 2015 after authoring legislation that eliminated California\u2019s religious exemption for school vaccine requirements. Four years later, he spearheaded another measure to tighten oversight of medical exemptions, arguing that abuses in the system threatened public health. The legislation passed despite fierce opposition from anti-vaccine activists, who packed legislative hearings and staged noisy protests at the state capitol.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\">FILE \u2013 In this May 22, 2019, file photo, State Sen. During his years in public office, he was assaulted on a Sacramento street by a man who livestreamed the encounter on Facebook. He became the subject of racist online attacks and conspiracy theories and regularly received threats. Yet Pan has remained unapologetic about his role in the vaccine debate, arguing that public officials have an obligation to follow scientific evidence even when doing so carries political costs.<\/p>\n<p class=\"wp-block-paragraph\">Now, after years spent fighting battles in the state legislature, Pan is attempting to bring that same message to Washington.<\/p>\n<p class=\"wp-block-paragraph\">\u201cPan has created a strong opportunity for himself if he frames the campaign around key issues like healthcare, science, and distrust of government,\u201d California political pundit Jamie E. Wright told the <em>Washington Examiner<\/em>. \u201cAs a pediatrician and former state senator, Pan will be able to argue aggressively that, at this moment in history, voters need individuals with knowledge of public health policy, not politicians who treat public health as another partisan battle.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4590364\/california-6th-congressional-district-primary-results-kevin-kiley\/\" type=\"post\" id=\"4590364\">CALIFORNIA\u2019S 6TH CONGRESSIONAL DISTRICT PRIMARY RESULT: KEVIN KILEY WILL FACE DEMOCRAT RICHARD PAN<\/a><\/strong><\/p>\n<p class=\"wp-block-paragraph\">Still, Wright cautioned that Pan\u2019s political identity cannot be built entirely around vaccines. While the issue helped make him a national figure, it also remains polarizing among some voters who may support immunization but recoil at government mandates.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf Pan primarily focuses on vaccines, Kiley may use this as an example to draw support from independents and Republicans who do not oppose vaccines themselves but may oppose mandates and government overreach,\u201d Wright said. \u201cPan\u2019s strongest argument must be far greater than vaccines.
