John Joyce and Ohio Republican Rep. Bob Latta sent a <a href=\"https:\/\/d1dth6e84htgma.cloudfront.net\/2026_06_04_Letter_to_PCAST_and_FBI_on_Foreign_Influence_AI_Data_Centers_99f6aa6cda.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">letter<\/a> to the Federal Bureau of Investigation Director Kash Patel demanding an investigation into \u201cforeign influence campaigns\u201d that are allegedly working to slow U.S. AI development. Meanwhile, investors and tech companies have been echoing that message.<\/p>\n<p>\u201cI think these concerns are credible based on the recent information published by OpenAI about the use of their models by actors linked to Chinese influence operations, specifically focused on stoking fear related to data centers,\u201d Joshua Levine, director of technology and statecraft at the Foundation for American Innovation, told the Daily Caller News Foundation. \u201cConsidering the size and notability of this project, it would make sense that foreign actors would engage here.\u201d<\/p>\n<p>But that opposition can\u2019t be fully chalked up to influence from Beijing, as data centers have been linked to \u201cskyrocketing energy bills for everyday families, alarming water consumption in regions already suffering from drought, increased fossil fuel pollution and all manner of other community disruptions,\u201d Mitch Jones, managing director of policy and litigation at Food &#038; Water Watch, an anti-data center environmental advocacy group, told the DCNF.<\/p>\n<p>The issue has already reached a tipping point in localities across the country, with taxpayers <a href=\"https:\/\/dailycaller.com\/2026\/04\/09\/voters-oust-missouri-city-council-data-center\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-mrf-link=\"https:\/\/dailycaller.com\/2026\/04\/09\/voters-oust-missouri-city-council-data-center\/\" data-mrf-recirculation-id=\"In text Article links_10\">ousting<\/a> <a href=\"https:\/\/dailycaller.com\/2026\/04\/13\/missouri-voters-give-boot-to-2-city-council-members-who-backed-multi-billion-dollar-ai-data-center-bonanza\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-mrf-link=\"https:\/\/dailycaller.com\/2026\/04\/13\/missouri-voters-give-boot-to-2-city-council-members-who-backed-multi-billion-dollar-ai-data-center-bonanza\/\" data-mrf-recirculation-id=\"In text Article links_11\">city council members<\/a> over data center deals, or even <a href=\"https:\/\/dailycaller.com\/2026\/06\/04\/california-monterey-park-data-center-ban-permanent\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-mrf-link=\"https:\/\/dailycaller.com\/2026\/06\/04\/california-monterey-park-data-center-ban-permanent\/\" data-mrf-recirculation-id=\"In text Article links_12\">banning them outright<\/a>.<\/p>\n<p>Washington has called for investigations into the matter, but at the time of writing, there has been no verified conclusion on supposed Chinese influence from federal agencies.<\/p>\n<p>Republican Arkansas Sen. Tom Cotton has also called on the Department of Justice to investigate Chinese influence on American data centers, according to a <a href=\"https:\/\/www.cotton.senate.gov\/news\/press-releases\/cotton-to-doj-investigate-communist-china-influence-on-data-center-development\" target=\"_blank\" rel=\"noopener noreferrer\">news release<\/a> Wednesday.<\/p>\n<p>\u201cThe race with China for global leadership and AI dominance must be won by the United States. Recent reports that foreign influence campaigns are working to shape American opinion need to be taken seriously,\u201d Guthrie told the DCNF.<\/p>\n<p>\u201cCommittee leaders are continuing to address the legitimate concerns communities have about electricity prices \u2014 including by advancing legislation like the Ratepayer Protection Act, among other bills \u2014 while ensuring America stays competitive as AI advances, and that foreign adversaries are not shaping this debate to China\u2019s advantage through mis- and disinformation campaigns.\u201d<\/p>\n<p>\u201cIn accordance with Department of Justice policy, the FBI can neither confirm nor deny conducting specific investigations,\u201d the FBI told the DCNF.<\/p>\n<h4>\u2018Plain to See\u2019<\/h4>\n<p>Local resistance to data centers has exploded across the U.S. as wealthy investors and billion-dollar AI companies pour vast sums of money into their development.<\/p>\n<p>Alliance for a Better Utah and five Box Elder County residents filed a <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/06\/Stratos-Complaint-Filing-Version.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">lawsuit<\/a> against investor and entrepreneur Kevin O\u2019Leary, aiming to block the Military Installation Development Authority (MIDA) and Box Elder County from moving forward with O\u2019Leary\u2019s Stratos data center project area plan.<\/p>\n<p>\u201cThis lawsuit asks one fundamental question: Do Utah residents have the right to be governed by elected officials who are accountable to them?\u201d David Irvine, attorney for the plaintiffs, said on June 3, according to a <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/06\/Stratos-Complaint-Filing-Version.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">news release<\/a>, adding that the state\u2019s development authority is usurping constitutional powers.<\/p>\n<p>O\u2019Leary has garnered much attention with his data center project in Utah through frequent media appearances and social media posts.<\/p>\n<p>\u201cWho would want us to stop building our electrical grid? So these are proxies for the Chinese government, is my argument,\u201d O\u2019Leary said in the X post. \u201cThey\u2019re just spreading falsehoods. This is the CCP at work here. There\u2019s no question about it.\u201d<\/p>\n<p>O\u2019Leary Digital did not reply to a request for comment.<\/p>\n<p><a href=\"https:\/\/senate.utah.gov\/sen\/ADAMSJS\/\" target=\"_blank\" rel=\"noopener noreferrer\">Utah Senate<\/a> President J. Stuart Adams sent a <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/06\/OLeary-Letter-6.1.2026.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">letter<\/a> to O\u2019Leary enumerating several demands surrounding the development of his data center. O\u2019Leary conceded to the demands, including a 75 percent reduction in the project\u2019s size, wildlife protections, heat-capture technology, and engineering reviews of environmental impacts, water use, infrastructure demands, and long-term sustainability.<\/p>\n<p>MIDA is playing a key role in the development of this data center.<\/p>\n<p>\u201cMIDA \u2026 will serve as the land use authority,\u201d MIDA spokesperson Kristin Williams told the DCNF. \u201cIt will oversee zoning, approvals, and the project area framework, while coordinating with local and state partners. MIDA will also establish a Development Review Committee comprised of Box Elder County experts.\u201d<\/p>\n<p>Williams told the DCNF that water rights come with the land purchase, there would be no negative effects on the Great Salt Lake, and no power would come from the Utah power grid.<\/p>\n<p>President Donald Trump has also weighed in on the matters surrounding the quality of life of U.S. citizens who live near AI data centers.<\/p>\n<p>\u201cFirst up is Microsoft, who my team has been working with, and which will make major changes beginning this week to ensure that Americans don\u2019t \u2018pick up the tab\u2019 for their POWER consumption, in the form of paying higher Utility bills,\u201d Trump said in a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115884759090137876\" target=\"_blank\" rel=\"noopener noreferrer\"> post<\/a> on Jan. 12.<\/p>\n<p>Trump also enacted an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/07\/accelerating-federal-permitting-of-data-center-infrastructure\/\" target=\"_blank\" rel=\"noopener noreferrer\">executive order<\/a> on July 23, 2025, that rapidly accelerates AI development.<\/p>\n<\/p>\n<h4>By the Numbers<\/h4>\n<p>Water usage is one of the biggest concerns surrounding AI data centers. A large data center can use up to 5 million gallons of water per day, equivalent to a town of 10,000 to 50,000 people, according to the <a href=\"https:\/\/www.eesi.org\/articles\/view\/data-centers-and-water-consumption\" target=\"_blank\" rel=\"noopener noreferrer\">Environmental and Energy Study Institute<\/a>.<\/p>\n<p>Data centers consumed about 4.4 percent of total U.S. electricity in 2023 and are expected to consume 6.7 percent to 12 percent by 2028, the <a href=\"https:\/\/www.energy.gov\/articles\/doe-releases-new-report-evaluating-increase-electricity-demand-data-centers\" target=\"_blank\" rel=\"noopener noreferrer\">Department of Energy<\/a> reported on Dec. 20, 2024.<\/p>\n<p>The discourse surrounding AI has captured the thoughts and minds of some of the biggest business owners in the U.S., such as BlackRock CEO Larry Fink. Fink recently expressed that he was concerned that these data centers could be targeted by domestic terrorists during a speech at <a href=\"https:\/\/www.youtube.com\/watch?v=UaAH9_3MwXc&#038;t=485s\" target=\"_blank\" rel=\"noopener noreferrer\">Global Conference 2026<\/a> on May 5.<\/p>\n<p>BlackRock has a significant financial stake in the AI infrastructure boom. The company chairs the <a href=\"https:\/\/www.blackrock.com\/corporate\/newsroom\/press-releases\/article\/corporate-one\/press-releases\/ai-infrastructure-partnership\" target=\"_blank\" rel=\"noopener noreferrer\">Artificial Intelligence Infrastructure Partnership<\/a>, a consortium that could mobilize \u201cup to $100 billion in total investment potential when including debt financing.\u201d<\/p>\n<p><a href=\"https:\/\/dailycaller.com\/2026\/06\/12\/republican-bill-arming-data-centers-blackrock\/\" target=\"_blank\" rel=\"noopener noreferrer\">Legislation<\/a> was then proposed on June 10 that may allow for AI data centers to be armed with anti-drone weapons, including lasers, guns, nets, and other devices.<\/p>\n<p>O\u2019Leary is also receiving significant tax breaks in the development of his data center in Utah, according to <a href=\"https:\/\/www.utah.gov\/pmn\/files\/1423607.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">MIDA<\/a>. Conservative commentator Tucker Carlson raised concerns about this aspect of the construction during a <a href=\"https:\/\/youtu.be\/xTAJnJUos3g?si=geWhsA4-QGcsTg5j&#038;t=4681\" target=\"_blank\" rel=\"noopener noreferrer\">debate<\/a> with O\u2019Leary on May 13.<\/p>\n<p>\u201cWhy should taxpayers have to pony up for that?\u201d Carlson asked O\u2019Leary. \u201cThey don\u2019t,\u201d O\u2019Leary replied.<\/p>\n<p>\u201cBut of course they do,\u201d Carlson responded. \u201cIf you, I mean, if you\u2019re getting a tax break and they\u2019re not, they\u2019re making up the difference,\u201d\u00a0 \u201cThere\u2019s a state budget.\u201d<\/p>\n<p>Some 64 percent of Americans disagreed with the rapid development of AI data centers, according to a June 8 poll from <a href=\"https:\/\/www.reuters.com\/world\/us\/americans-wary-ai-driven-data-center-boom-reutersipsos-poll-shows-2026-06-11\/\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters and Ipsos<\/a> with a margin of error of two percentage points that surveyed 4,531 U.S. adults.<\/p>\n<p>Guthrie\u2019s letter cites the <a href=\"https:\/\/cdn.prod.website-files.com\/68f7cddcae0b61add08140fc\/6a0bc1836c69a68e7f9e761f_Foreign%20Influence%20in%20the%20Campaign%20against%20American%20AI.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Bitcoin Policy Institute<\/a> and <a href=\"https:\/\/www.powerthefuture.com\/wp-content\/uploads\/PTF_ManufacturedOutrage_Rev3.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Power the Future<\/a>, which released documents supporting the allegations surrounding Chinese influence on American AI.<\/p>\n<p>\u201cWe realize O\u2019Leary and his ilk can\u2019t grasp what grassroots energy looks like, because it\u2019s hard to spot from the window of a private jet,\u201d Jones told the DCNF. \u201cBut the growing outrage people are feeling against Big Tech is very real indeed.
