The reports show that out of $168.8 million in overpayments made by the Department of Commerce from April 2021 to march 2025, $47.2 million was fraudulent, with only $12.2 million recovered. State Auditor Dave Boliek criticized government inaction, especially highlighting issues during former Governor roy Cooper’s administration, and emphasized the ongoing problem of public sector waste. The audits also indicated that North Carolina’s improper payment rate has consistently exceeded the 10% threshold over the past nine years, mainly due to errors related to work search requirements, benefit earnings, and separation determinations.

These findings coincided with a U.S. Department of Labor letter urging all states to take immediate action against unemployment insurance fraud, waste, and abuse.
