In October 2023, newsom signed SB 770, aiming to establish a unified healthcare financing system and requiring the California Health and Human Services Agency (CalHHS) to produce several reports and proposals, including federal waiver applications. However, recent disclosures reveal that CalHHS has delayed or failed to produce these documents, and the UCLA report made in response does not meet the law\u2019s specific legal and procedural requirements. Public engagement around SB 770 has been minimal, and the agency has avoided transparency, raising questions about Newsom\u2019s commitment to implementing single-payer healthcare. despite promising to pursue universal health coverage, recent actions suggest an effort to downplay or abandon the initiative, possibly due to political and federal obstacles, including the potential disruption from Donald Trump\u2019s management. Critics argue that Newsom\u2019s shifting positions and lack of transparency indicate political expediency rather than genuine commitment, which could harm his presidential aspirations.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>California\u00a0Gov.\u00a0Gavin Newsom <a href=\"https:\/\/www.businessinsider.com\/gavin-newsom-davos-rule-of-don-trump-2026-1\" target=\"_blank\" rel=\"noreferrer noopener\">denounced<\/a> what he views as President Trump\u2019s authoritarianism:\u00a0\u201cThere\u2019s\u00a0no rule of law.\u00a0It\u2019s\u00a0the rule of Don.\u201d\u00a0He should\u00a0talk, because\u00a0he\u00a0knows of which\u00a0he\u00a0speaks. <\/p>\n<p>In recent months, the Golden State has\u00a0witnessed\u00a0the\u00a0\u201crule of Gavin,\u201d\u00a0meaning whatever legal requirements hinder\u00a0Newsom\u2019s presidential ambitions\u00a0get\u00a0ignored. At issue is the policy that\u00a0arguably got\u00a0Newsom\u00a0elected\u00a0governor, and\u00a0could unravel his future presidential campaign: single-payer\u00a0health care. <\/p>\n<p>In October 2023, Newsom signed <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240SB770\" target=\"_blank\" rel=\"noreferrer noopener\">SB 770<\/a> regarding\u00a0a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/newsom-memoryholes-support-for-universal-health-care-as-he-jockeys-for-the-white-house\/\" title=\"... Memoryholes Support For ...\">unified\u00a0health care\u00a0financing framework\u00a0\u201c<\/a>such as a <a href=\"https:\/\/amzn.to\/3YuVZYV\" >single-payer\u00a0health care\u00a0system<\/a>.\u201d\u00a0The law required\u00a0the California Health and Human Services Agency\u00a0(CalHHS)\u00a0to\u00a0submit\u00a0three reports: an interim report by January 1, 2025; a draft waiver framework by June 1, 2025; and a finalized waiver framework by November 1, 2025. This past March, I\u00a0<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/superintendent-leaked-private-student-information-to-a-union-activists-tried-to-bury-and-distract-using-racism-claims\/\" title=\"Superintendent Leaked Private Student Information To A Union, Activists Tried To \u2018Bury\u2019 And \u2018Distract\u2019 Using Racism Claims\">submitted\u00a0public records requests<\/a> of\u00a0CalHHS\u00a0for these documents, the first of which was more than a year overdue. <\/p>\n<p>The\u00a0department eventually sent me <a href=\"https:\/\/healthpolicy.ucla.edu\/sites\/default\/files\/2026-04\/pathways-to-UF-research-report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a link to a report<\/a> published by\u00a0the University of California, Los Angeles\u00a0(UCLA),\u00a0in late April. The document\u00a0can\u2019t\u00a0be found anywhere on <a href=\"https:\/\/www.chhs.ca.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">CalHHS\u2019\u00a0own website<\/a> \u2014 one\u00a0indication\u00a0of how badly Newsom wants to ignore\u00a0SB\u00a0770 and single-payer. More importantly, the document\u00a0doesn\u2019t\u00a0comply with\u00a0the\u00a0requirements of the law Newsom signed. <\/p>\n<p>For instance, SB\u00a0770 states that the\u00a0finalized waiver framework\u00a0shall\u00a0\u201cset\u00a0forth the specific elements to be included in a formal waiver application.\u201d\u00a0By contrast, the UCLA document\u00a0states\u00a0that\u00a0\u201cthe specific details\u00a0of what\u00a0federal waivers and types of legislation are\u00a0required\u00a0to implement unified financing are beyond the scope of this report. Therefore, the key design considerations discussed in this chapter assume that these issues are resolved.\u201d <\/p>\n<p>SB\u00a0770 specified that\u00a0CalHHS\u00a0\u201cshall, no later than January 1, 2025, also propose statutory language \u2026 authorizing the development and submission of applications to the federal government for waivers\u201d\u00a0to implement the new system. The UCLA report includes no such language, more than a year after that statutory deadline. <\/p>\n<p>SB\u00a0770 also\u00a0required\u00a0\u201ca 45-day public comment period\u201d\u00a0between publication of a draft framework and the finalized waiver. Comments that UCLA collected around\u00a0an <a href=\"https:\/\/www.chhs.ca.gov\/sb770meeting\/\" target=\"_blank\" rel=\"noreferrer noopener\">August 2024 webinar<\/a> discussed how\u00a0\u201cmultiple organizations seek inclusion in SB\u00a0770 discussions to ensure their concerns are addressed.\u201d\u00a0But any public engagement evaporated after that\u00a0webinar, and UCLA completed its report behind closed doors. <\/p>\n<p>Even someone with a <a href=\"https:\/\/www.realclearpolitics.com\/video\/2026\/02\/23\/gov_gavin_newsom_im_like_you_im_no_better_than_you_im_a_960_sat_guy.html\" target=\"_blank\" rel=\"noreferrer noopener\">960 SAT score<\/a> can understand that an options document written by university professors\u00a0doesn\u2019t\u00a0make the\u00a0specific policy\u00a0decisions\u00a0that Newsom committed himself to by signing SB\u00a0770.\u00a0Even someone with a 960 SAT score knows why: because single-payer health care exposes Newsom as a\u00a0smarmy\u00a0politician who will say anything to get elected. <\/p>\n<p>Some might argue that\u00a0Trump\u2019s\u00a0reelection\u00a0rendered\u00a0SB\u00a0770 moot, because Trump officials will not approve the federal waivers necessary for California to enact\u00a0single-payer. But\u00a0others have expressed a different view: <\/p>\n<blockquote>\n<p>\u201cThere\u2019s\u00a0no reason to wait around on universal health care and\u00a0single-payer\u00a0in California. If we\u00a0can\u2019t\u00a0get it done next year, you have my firm and absolute commitment as your next governor that I will lead the effort to get it done. We will have universal health care in the state of California.\u201d <\/p>\n<\/blockquote>\n<p>Those words come from none other than <a href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article174827261.html\" target=\"_blank\" rel=\"noreferrer noopener\">Gavin Newsom himself<\/a>,\u00a0circa\u00a0December 2017, during his first campaign for governor\u00a0and Trump\u2019s first term as\u00a0president. Publicly acknowledging the futility of efforts to enact single-payer\u00a0now would only highlight the disingenuous, cynical promises Newsom made to get elected governor in the first place\u00a0\u2014 not\u00a0a good way\u00a0to launch a presidential campaign. Instead, Newsom and\u00a0CalHHS\u00a0have worked to bury SB\u00a0770, hoping to avoid scrutiny of his shifting positions. <\/p>\n<p>CalHHS\u00a0confirmed that not a single reporter, from California or nationally, requested the long-delayed reports on SB\u00a0770.\u00a0Apparently, a\u00a0quiescent press would rather <a href=\"https:\/\/www.politico.com\/news\/magazine\/2026\/03\/24\/gavin-newsom-interview-trump-2028-israel-00840635\" target=\"_blank\" rel=\"noreferrer noopener\">not question<\/a> the Democratic presidential front-runner. But the leftist activists for whom\u00a0single-payer\u00a0constitutes a Holy Grail\u00a0won\u2019t\u00a0take kindly to\u00a0seeing\u00a0their shibboleth ignored.
