Kathy Hochul\u2019s office refused to say whether she will sign Assembly Bill 8382A, which replaces \u201cmother\u201d and \u201cfather\u201d with \u201cgestating\u201d and \u201cnon-gestating\u201d parent in parts of state law.<\/p>\n<p>When asked by The Federalist if the governor planned to sign the legislation,\u00a0a spokeswoman merely promised her office would \u201creview\u201d the legislation and said it \u201cappears to address technical legal issues related to surrogacy and parentage.\u201d She accused critics of \u201cdeliberately misleading New Yorkers for political gain\u201d with \u201cbad-faith arguments,\u201d but did not explain why she believes their concerns are unfounded.<\/p>\n<p>\u201cThe governor believes mothers are mothers and fathers are fathers, and no legislation changes that,\u201d she continued. Pressed by The Federalist about what she meant by that tautology, the spokeswoman did not respond. Nor would she explain whether Hochul believes there are differences between mothers and fathers, what those differences are, or whether it\u2019s possible for men to become \u201cmothers.\u201d<\/p>\n<p>The bill will ditch terms like \u201cfather\u201d and \u201cmother\u201d across ten sections of New York law and replace them with \u201cgender neutral language.\u201d The New York State Assembly <a href=\"https:\/\/nyassembly.gov\/leg\/?bn=A08382&#038;term=2025&#038;Actions=Y&#038;Memo=Y&#038;Text=Y\" target=\"_blank\" rel=\"noreferrer noopener\">claims<\/a> this bill is needed to update \u201cout-dated terms\u201d for \u201cmore encompassing term[s]\u201d that recognize \u201chow non-biological, non-adoptive parents can be treated as legal parents in certain circumstances.\u201d In other words, New York is terrified of offending homosexual couples who buy children via surrogates and are not actually related to \u201ctheir child.\u201d<\/p>\n<p>The state Senate <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2025\/A8382\/amendment\/A\" target=\"_blank\" rel=\"noreferrer noopener\">passed <\/a>the companion bill on June 2, after the Assembly passed it in March. Once the Assembly delivers the bill to Hochul, she will have 30 days to respond.<\/p>\n<p>The bill is another instance of NY Democrats rejecting reality by erasing common-sense language.<\/p>\n<p>Former Gov. Andrew Cuomo signed the Gender Recognition Act in 2021, <a href=\"https:\/\/www.nyclu.org\/resources\/know-your-rights\/changing-your-name-or-gender-marker-under-gender-recognition-act?\" target=\"_blank\" rel=\"noreferrer noopener\">creating<\/a> a third gender category, \u201cX,\u201d on driver\u2019s licenses, state IDs, and birth certificates.<\/p>\n<p>In 2023, Hochul signed a <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2023\/S155\" target=\"_blank\" rel=\"noreferrer noopener\">bill<\/a> that \u201crequir[ed] the use of gender-neutral terms in law.\u201d \u201cThey\/them\u201d replaced masculine and feminine pronouns across thousands of state laws and policies.<\/p>\n<p>Beginning in 2019 and now common in 2026, New York health care law and policy refer to pregnant or postpartum women as \u201cpregnant persons\u201d or \u201cpostpartum persons.\u201d For example, one New York State <a href=\"https:\/\/www.ny.gov\/new-york-state-paid-prenatal-leave\/paid-prenatal-leave-information-employees\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> states that \u201cPaid Prenatal Leave is only available to the pregnant person receiving health services,\u201d and the \u201csupport person attending prenatal appointments with a pregnant person is not able to use Paid Prenatal Leave for these appointments.\u201d<\/p>\n<p>There have also been countless efforts by Democrats on the national level to separate women from their special ability to bring life into the world. Under Biden, the CDC used the term \u201cpregnant person\u201d instead of \u201cpregnant woman\u201d on their <a href=\"https:\/\/archive.cdc.gov\/www_cdc_gov\/coronavirus\/2019-ncov\/need-extra-precautions\/pregnant-people.html\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>. Around the same time, former Rep. Cori Bush, D-Mo., <a href=\"https:\/\/www.newsweek.com\/birthing-peoples-day-cori-bush-debate-rages-mothers-day-weekend-1589846\" target=\"_blank\" rel=\"noreferrer noopener\">called<\/a> women \u201cbirthing people\u201d right before Mother\u2019s Day weekend. Despite backlash from mothers feeling dehumanized, the Biden Administration kept the phrase in a 2022 <a href=\"https:\/\/townhall.com\/tipsheet\/spencerbrown\/2021\/06\/07\/biden-budget-birthing-people-n2590616\" target=\"_blank\" rel=\"noreferrer noopener\">budget proposal<\/a>.<\/p>\n<p>For years, New Yorkers led the charge of the left\u2019s rejection of the binary sexes, and the fruit of their labor is broken families nationwide. Attacking the definition of mothers and fathers fundamentally attacked the idea of roles within the basic family unit and has already led to an overt celebration of all that is against it, including gay marriage, surrogacy, and transgenderism.<\/p>\n<p>Only the traditional family structure puts children first. All the other lies from the left about what a family should or could look like serve selfish adults and ultimately harm the most vulnerable. Many studies show that this common-sense notion is true. One from the Institute for Family Studies <a href=\"https:\/\/ifstudies.org\/blog\/less-poverty-less-prison-more-college-what-two-parents-mean-for-black-and-white-children\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a> that children growing up with their married, biological parents are \u201csignificantly more likely to avoid poverty and prison, and to graduate from college.\u201d Another study by the American College of Pediatricians agreed, <a href=\"https:\/\/acpeds.org\/marriage-divorce-and-family-relations-effect-on-children\/\" target=\"_blank\" rel=\"noreferrer noopener\">stating<\/a> that \u201cchildren living with their married, biological parents consistently have better physical, emotional, financial, and academic well-being.\u201d<\/p>\n<p>It is no secret that surrogacy <a href=\"https:\/\/thefederalist.com\/2026\/06\/10\/republicans-launch-bills-to-stop-child-predators-and-foreigners-from-buying-children\/\" target=\"_blank\" rel=\"noreferrer noopener\">enables<\/a> predators and adults who seek to abuse children. Foreign nations <a href=\"https:\/\/thefederalist.com\/2026\/02\/12\/surrogacy-left-these-21-children-parentless-after-alleged-abuse-until-its-banned-they-wont-be-the-last\/\" target=\"_blank\" rel=\"noreferrer noopener\">use<\/a> surrogacy to treat embryos like weapons to wield against the United States. Children should never be deprived of their natural parents for the sake of a political agenda, but that is what surrogacy does. As the founder of Them Before Us, Katy Faust <a href=\"https:\/\/thefederalist.com\/2023\/12\/04\/the-conservative-pro-life-case-against-surrogacy\/\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>, \u201cthe child is the voiceless party in the arrangement who would never\u00a0<a href=\"https:\/\/x.com\/Advo_Katy\/status\/1731103796200456624?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">consent to the intentional loss of his or her mother<\/a>.\u201d<\/p>\n<\/p><\/div>\n<p><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>New York Gov.
