The plan would create a \u201cMail-In and Absentee Participation List\u201d for each state that includes eligible voters and barcode data tied to mail-in ballots.<\/p>\n<p>Under the proposal, states would first submit to the USPS which voters are receiving mail-in ballots for an election and the corresponding barcode information. the USPS would then send back a finalized list to state election officials so they can confirm enrolled voters and the barcodes associated with their ballots.
