From same-sex couples with children charged with rape and sexual abuse to Chinese billionaires mail-ordering tiny U.S. citizens, the tragedies stack up as surrogacy use proliferates. Now a new pair of bills seeks to close the loopholes that enable the surrogacy industry and its abuse of both children and immigration laws. <\/p>\n<p>Rep. Scott Perry, R-Penn., held a press conference with Rep. Tim Burchett, R-Tenn., and Rep. Randy Fine, R-Fla., on June 4 to introduce the Protecting Kids from Creeps Act and the Preventing International Surrogacy Exploitation Act. The bills, Perry said, aim to \u201cput children first\u201d and \u201chelp prevent predators \/ foreign actors from obtaining children in our Nation for personal gain, profit, or other nefarious reasons.\u201d<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Thanks to <a href=\"https:\/\/x.com\/RepFine?ref_src=twsrc%5Etfw\">@RepFine<\/a>, <a href=\"https:\/\/x.com\/RepTimBurchett?ref_src=twsrc%5Etfw\">@RepTimBurchett<\/a> and others who joined my press conference to introduce two critical bills: <br \/>1) the \u201cProtecting Kids from Creeps Act\u201d \u2013 to crack down on surrogacy agencies providing babies to sex offenders, and 2) the \u201cPreventing International Surrogacy\u2026<\/p>\n<p>\u2014 Rep. Scott Perry (@RepScottPerry) <a href=\"https:\/\/x.com\/RepScottPerry\/status\/2063020547718394081?ref_src=twsrc%5Etfw\">June 5, 2026<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<p>Perry created the Protecting Kids from Creeps Act to \u201c<a href=\"https:\/\/x.com\/repscottperry\/status\/2063020547718394081?s=46\" target=\"_blank\" rel=\"noreferrer noopener\">crack down on surrogacy agencies providing babies to sex offenders<\/a>.\u201d Perry was inspired to make this bill after a homosexual couple from his state, Logan Riley and Tier 1 sex offender Brandon Mitchell, purchased a baby boy via surrogacy, he said in the <a href=\"https:\/\/www.youtube.com\/watch?v=5ashClXdOkE\" target=\"_blank\" rel=\"noreferrer noopener\">press conference<\/a>.<\/p>\n<p>Riley and Mitchell started crowdfunding for a surrogate on <a href=\"https:\/\/archive.ph\/9gBvL\" target=\"_blank\" rel=\"noreferrer noopener\">GoFundMe<\/a> in 2020, and by 2025, they had obtained a child through IVF. Less than 10 years prior, however, Mitchell had pleaded guilty to \u201c<a href=\"https:\/\/chescotimes.com\/?p=13344\" target=\"_blank\" rel=\"noreferrer noopener\">several criminal charges<\/a> for attempting to solicit images from a male teenage student,\u201d as The Federalist <a href=\"https:\/\/thefederalist.com\/2025\/07\/29\/rising-popularity-of-rent-a-womb-industry-emboldens-pedophiles-to-buy-proximity-to-kids\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>. Investigation by law enforcement revealed more than 12,000 texts and explicit pictures between the former <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/america-2022-we-tear-down-statues-of-the-founding-fathers-put-up-statues-of-breaking-bad-drug-dealers\/\" title=\"America 2022: We Tear Down Statues Of The Founding Fathers, Put Up Statues Of \u201cBreaking Bad... Drug Dealers\">high school chemistry teacher<\/a> and the child. Mitchell was sentenced to about two years in prison but released on parole after only two months.<\/p>\n<p>But under the Protecting Kids from Creeps Act, children will be \u201cprotected from pedophiles and predators,\u201d Perry said at the press conference.<\/p>\n<p>A recent story from May further exposes the need for this law. Barrie Drewitt-Barlow, who obtained eight children via surrogacy, was charged with multiple counts of human trafficking, rape, and sexual assault. In 1999 Drewitt-Barlow and his then-partner Tony \u201c<a href=\"https:\/\/www.bbc.com\/news\/articles\/c4g09pdx82go\" target=\"_blank\" rel=\"noreferrer noopener\">became known<\/a> as Britain\u2019s first gay fathers, having become parents through a surrogate mother,\u201d according to the BBC.<\/p>\n<p>Drewitt-Barlow purchased five children via surrogates with his first partner and three with his current partner, Scott Hutchinson. Hutchinson, who is 25 years younger than Drewitt-Barlow, was reported to have dated Drewitt-Barlow\u2019s first daughter obtained via surrogacy, Saffron, before coupling with him. Together, the men \u201cused their celebrity, multi-millionaire status to obtain victims,\u201d Live Action <a href=\"https:\/\/www.liveaction.org\/news\/britains-first-gay-surrogate-parent-rape-trafficking\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>. According to Live Action, \u201cthe case highlights how sex offenders can gain access to children \u2014 and potential victims,\u201d since surrogacy organizations rarely screen their clients.<\/p>\n<p>In the same month the charges against Drewitt-Barlow were announced, a same-sex couple with children was arrested on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mark-kelly-calls-for-allys-resignation-following-child-sex-abuse-charges\/\" title=\"Mark Kelly Calls for Ally\u2019s Resignation Following ... Sex ... ...\">child sex abuse charges<\/a> in North Carolina. Joshua Lee Gilliam and Ronald Wayne Lynch Jr., purported OnlyFans on-screen prostitutes, claim to have five sons on <a href=\"https:\/\/x.com\/countrydaddies4\" target=\"_blank\" rel=\"noreferrer noopener\">their X profile<\/a>, and at least one child may have been obtained through <a href=\"https:\/\/x.com\/katy_faust\/status\/2054048172193017870\" target=\"_blank\" rel=\"noreferrer noopener\">surrogacy<\/a>. <\/p>\n<p>The North Carolina State Bureau of Investigation received tips through the Internet Crimes Against Children database saying that the couple had <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/second-minor-sues-twitter-over-sex-trafficking-on-social-media-site\/\" title=\"Second Minor Sues Twitter Over Sex Trafficking On Social Media Site\">child sexual abuse material<\/a>. Local deputies searched their house and found electronic evidence, leading to both men being <a href=\"https:\/\/www.cbs17.com\/news\/local-news\/2-arrested-in-harnett-county-on-child-sex-crime-charges-after-sheriffs-office-gets-ncsbi-cybertips\/?utm_source=substack&#038;utm_medium=email\" target=\"_blank\" rel=\"noreferrer noopener\">charged <\/a>with first<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/doj-south-carolina-man-livestreamed-sexual-assaults-of-toddler-gets-30-years-in-federal-prison\/\" title=\"DOJ: South Carolina Man Livestreamed Sexual Assaults of Toddler, Gets 30 ... in ...\">-degree sexual exploitation<\/a> of a minor. Gilliam is also charged with first-degree statutory sexual offence and indecent liberties with a minor, but it is not yet known if \u201chis children\u201d are among the victims.<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<div lang=\"en\" dir=\"ltr\">\n<p>BREAKING: Josh and Wayne Gilliam have been arrested on child sex abuse charges. Any employees who willfully connected a predator with a surrogate would face a minimum of 20 years in federal prison. Any sex offender who tried to obtain a child via surrogacy would also face 20 years\u2019 imprisonment. Leadership at negligent agencies would garner 10 years in prison and be barred from receiving federal grant money for violating the law.<\/p>\n<p>Perry created the second bill, the Preventing International Surrogacy Exploitation Act, after hearing stories of wealthy Chinese foreigners paying for surrogacy in the U.S. to obtain children with American citizenship who are loyal to China. \u201cBirth tourism \u2014 it\u2019s a national security threat [that] invites immigration fraud and malfeasance, and most importantly, it is a ethical, moral imperative \u2026 because we are allowing, if not facilitating, child endangerment,\u201d he said.<\/p>\n<p>Last year, a Chinese man named <a href=\"https:\/\/www.wsj.com\/us-news\/chinese-billionaires-surrogacy-pregnancy-7fdfc0c3\" target=\"_blank\" rel=\"noreferrer noopener\">Xu Bo<\/a> became <a href=\"https:\/\/www.news18.com\/world\/200-children-1-father-how-chinese-billionaires-are-building-mega-families-in-the-us-ws-kl-9775401.html\" target=\"_blank\" rel=\"noreferrer noopener\">famous <\/a>for reportedly \u201cfathering\u201d hundreds of children through surrogacy clinics. At least 100 children came from U.S. surrogacy clinics, his company claimed.
