To release the federal funds,minnesota\u2019s Medicaid enrollment records had to be corrected under a U.S. Centers for Medicare and Medicaid Services corrective action plan, following federal and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/new-york-democrat-state-senators-issue-statement-calling-for-cuomos-emergency-powers-to-be-stripped\/\" title=\"New York Democrat ... Senators Issue ...ment Calling For Cuomo\u2019s Emergency Powers To Be Stripped\">state investigations<\/a> alleging Medicaid billing schemes had enabled fraudsters to steal billions.<\/p>\n<p>Minnesota DHS reviewed nearly 5,600 at-risk providers by the end of May and released its results last week. Only about 2,000 of the audited providers were revalidated (37%) to continue billing, while 61% were disenrolled-frequently enough due to errors or incomplete paperwork, failed site visits, or owners failing background checks. An additional 111 providers were removed because they were no longer providing high-risk Medicaid services at the time of the review.<\/p>\n<p>State Rep. Kristin Robbins criticized the clarity of DHS\u2019s explanations, questioning whether some providers actually existed or were operating, and whether the background-check failures were tied to specific criminal or fraud conduct.She said DHS would not provide further clarification instantly, with officials unavailable until July. Robbins also noted legitimate providers can appeal disenrollment and that DHS says it will help eligible entities comply with stricter screening requirements, while arguing the process is intended to end fraudulent billing even at the cost of temporary hardship for some providers.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<article class=\"fn-body\">\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/Minnesota\/\">Minnesota<\/a> has terminated the billing privileges of thousands of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/Medicare-and-Medicaid\/\">Medicaid<\/a> providers flagged as \u201chigh risk\u201d for <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/fraud\/\">fraud<\/a> after the Trump administration threatened to withhold $2 billion in Medicaid payments flowing to the state over mismanagement concerns.<\/p>\n<p class=\"wp-block-paragraph\">In order to release the funds, the cleanup of Minnesota\u2019s Medicaid enrollment records was required by the U.S. Centers for Medicare and Medicaid Services as part of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mn.gov\/dhs\/assets\/2026-01-30_cap-response_final_redacted_tcm1053-728931.pdf\">a corrective action plan<\/a> meant to restore federal confidence in the state\u2019s oversight of the safety net system. Kristin Robbins called the findings \u201castonishing\u201d in an interview with the <em>Washington Examiner<\/em>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t know if they\u2019d gone out of business or simply stopped providing Medicaid services, but they were still listed as enrolled providers in the system,\u201d Robbins said of the 111 now-disenrolled providers. \u201cSo why, if someone is no longer providing services, they\u2019re still listed as an enrolled provider and still have the ability to bill? That\u2019s pretty shocking lack of oversight.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Robbins, the Republican chairwoman of the state\u2019s House Fraud Prevention and State Agency Oversight Policy Committee, further questioned what Minnesota DHS meant in its brief two-page <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mn.gov\/dhs\/assets\/one-pager-mn-revalidate-2026_tcm1053-751966.pdf\">press release<\/a> summarizing the results of the audit beneath a handful of bullet points.<\/p>\n<div class=\"wex-ad-wrap\" style=\"min-height:5px;\"><span class=\"wex-ad-label\" style=\"display:none;\">Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s unclear. It says in the release that \u2018111 were removed from review at this time because they are no longer providing a high-risk service.\u2019 Well, does that mean they didn\u2019t exist?\u201d Robbins said, referring to whether state investigators discovered, when they appeared unannounced at a provider\u2019s listed address, that the business either did not physically exist or operated out of a mailbox.<\/p>\n<p class=\"wp-block-paragraph\">Out of the 916 providers that failed their site verification visits, Robbins similarly wondered whether those agencies actually had a location and how many were truly operational. As for the failed background checks on the business owners, she said the phrasing was vaguely worded as well and did not indicate an exact reason for their disenrollment.<\/p>\n<p class=\"wp-block-paragraph\">\u201cDoes that mean they\u2019d committed a felony? That\u2019s usually why you\u2019re disqualified,\u201d Robbins continued. \u201cSo, were they already indicted for some other fraud? Could they have been Feeding Our Future fraudsters that were also trying to run a Medicaid scam?\u201d<\/p>\n<p class=\"wp-block-paragraph\">Robbins said she reached out to Minnesota DHS officials for clarification on the revalidation data and received out-of-office messages stating they won\u2019t be back until July.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThey think it\u2019s a good time to take a vacation right after they put out that announcement,\u201d Robbins said. \u201cUnbelievable.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Robbins said she tried to directly contact <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mn.gov\/dhs\/media\/executive-staff-bios\/media-bio-connolly.jsp\">John Connolly<\/a>, the new commissioner of Minnesota DHS, but he is still on medical leave. Connolly, appointed by Gov. Tim Walz (D-MN) in May to shake up DHS leadership, immediately took a monthlong leave of absence and was expected to return in early June.<\/p>\n<p class=\"wp-block-paragraph\">Former commissioner Shireen Gandhi, another <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4469420\/tim-walz-appoints-state-commissioner-who-oversaw-fraud\/\">Walz appointee<\/a> who was demoted to deputy head of the department on the eve of her confirmation hearing, is essentially serving as acting chief in Connolly\u2019s stead.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3904631\/walz-appointees-failed-to-stop-rampant-minnesota-fraud\/\"><strong>THESE ARE THE WALZ APPOINTEES WHO FAILED TO STOP RAMPANT MINNESOTA FRAUD<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s rearranging the deck chairs on the Titanic,\u201d said Robbins. \u201cNobody\u2019s been fired. Shireen didn\u2019t get the title of commissioner, but because the guy who did is out on medical leave, she\u2019s still acting as commissioner.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Robbins said she accordingly emailed Gandhi, who made press statements about the revalidation efforts, and has not heard back either.<\/p>\n<p class=\"wp-block-paragraph\">The revalidation process involved Minnesota-based Medicaid providers submitting basic documentation on ownership, licensing, and staffing.
