Separately, Texas Attorney General Ken Paxton has sued ActBlue alleging deception and state-law violations, though a federal judge appears skeptical about the lawsuit\u2019s approach and its effect on political speech.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>The head of the Democrats\u2019 mega campaign fundraising platform is set to take the hot seat Wednesday on Capitol Hill, where she can expect a grilling from House Republicans about a campaign donations operation long under a cloud of suspicion. <\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2026\/04\/15\/house-gop-demands-actblue-forfeit-info-about-unserious-efforts-to-stop-foreign-donations\/\" target=\"_blank\" rel=\"noreferrer noopener\">ActBlue<\/a> CEO <a href=\"https:\/\/www.sjaacsa.org\/team\/regina-wallace-jones\" target=\"_blank\" rel=\"noreferrer noopener\">Regina Wallace-Jones<\/a> is scheduled to appear before the full <a href=\"https:\/\/cha.house.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">House Administration Committee<\/a> for a <a href=\"https:\/\/docs.house.gov\/committee\/calendar\/ByEvent.aspx?EventID=119375\" target=\"_blank\" rel=\"noreferrer noopener\">10 a.m. hearing<\/a> on \u201cPreventing Fraudulent Donations: Transparency, Verification, and Accountability.\u201d<\/p>\n<p>Committee Chairman Bryan Steil, R-Wis., said he has a lot of questions for Jones. <\/p>\n<p>\u201cIn particular, why are there, and have there been, lax fraud standards at ActBlue,\u201d Steil told me late last week on <a href=\"https:\/\/www.iheart.com\/podcast\/426-the-vicki-mckenna-show-27246267\/now-playing\" target=\"_blank\" rel=\"noreferrer noopener\"><em>The Vicki McKenna Show<\/em><\/a>  on WIBA in Madison. <\/p>\n<h2>\u2018Misstatements\u2019<\/h2>\n<p>In April, a House Administration <a href=\"https:\/\/thefederalist.com\/2026\/04\/20\/new-house-report-details-actblues-illicit-foreign-donations-and-a-cover-up\/\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> detailed allegations of illicit foreign donations and a cover-up that spurred mass resignations and terminations of ActBlue\u2019s legal and compliance team. Earlier in the month, The New York Times <a href=\"https:\/\/www.nytimes.com\/2026\/04\/02\/us\/politics\/actblue-democrat-fundraising-foreign-donations.html?smid=fb-nytimes&#038;smtyp=cur\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> that the donation collector\u2019s lawyers had warned that \u201cActBlue may have misled Congress\u201d about how it handled foreign contributions.<\/p>\n<p>\u201cAccording to subsequent media reports, this mass exodus was a direct consequence of ActBlue\u2019s failure to <a href=\"https:\/\/amzn.to\/3YuVZYV\" >deter illegal foreign political donations<\/a>,\u201d the Administration Committee report charged. It notes Regina Wallace-Jones\u2019 \u201cprevious misstatements\u201d to Congress. ActBlue has <a href=\"https:\/\/www.actblue.com\/posts\/the-unfiltered-truth\/\" target=\"_blank\" rel=\"noreferrer noopener\">denied<\/a> the allegations.<\/p>\n<p>Federal <a href=\"https:\/\/www.fec.gov\/help-candidates-and-committees\/foreign-nationals\/\" target=\"_blank\" rel=\"noreferrer noopener\">law<\/a> bars foreign nationals without lawful permanent residency in the U.S. from contributing to federal candidates or PACs. <\/p>\n<p>Beyond \u201cmisstatements,\u201d ActBlue employees deposed by the committees declined to answer questions about the platform\u2019s activities and security processes. During the five depositions of key ActBlue fraud prevention and legal personnel, \u201cthe employees invoked their Fifth Amendment right against self-incrimination in response to every single one of the Committees\u2019 substantive questions,\u201d the report notes. <\/p>\n<p>Steil\u2019s committee has been <a href=\"https:\/\/cha.house.gov\/_cache\/files\/f\/2\/f28462dc-15dd-490c-a7f0-bc20772db975\/4922D896A967959D5BC6530F6615E9B9.actblue-letter-final-78-.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">investigating ActBlue<\/a> for the better part of the last two years, a probe that started after reports emerged that the multi-billion dollar fundraising platform was accepting political donations without a card verification value (CVV). Wallace-Jones <a href=\"https:\/\/cha.house.gov\/_cache\/files\/4\/5\/453a1689-6471-4632-8874-2ea5018820a7\/FEE0032E48BFF011537DA5927F7E9298.response-to-house-admin-committee-11-27-23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">responded<\/a> by assuring the chairman that ActBlue\u2019s security processes, procedures, and compliance \u201cfoster trust\u201d for donors and candidates and committees. <\/p>\n<p>As the committee began peeling back the onion, however, more questions and concerns surfaced. <\/p>\n<p>\u201cI have real and substantive concerns that non-U.S. citizens, meaning foreign actors abroad, are making donations via online donation platforms. This is why this investigation is so essential,\u201d Steil said in the radio interview. He added that there most be something legally suspect going on if The New York Times \u2014 the Democratic Party\u2019s mouthpiece \u2014 is reporting on the platform\u2019s troubles. <\/p>\n<p>\u201cThis is our chance to get the answers for the American people, set the record straight, and then move forward with real policies that actually show what we need to do to prevent this thing from ever happening again,\u201d the chairman said. <\/p>\n<p>And accountability? That remains to be seen. <\/p>\n<h2>\u2018Incredibly Alarming\u2019<\/h2>\n<p>Republican lawmakers continue to dig. The investigation\u2019s scope widens. <\/p>\n<p>Last week, Steil, Judiciary Committee Chairman Jim Jordan, R-Ohio, and Oversight and Government Reform Committee Chairman James Comer, R-Ky., requested documents and transcribed interviews with five members on the platform\u2019s board of directors. In <a href=\"https:\/\/cha.house.gov\/_cache\/files\/7\/f\/7fd018af-4212-429f-b707-ec60c9d3a341\/29A6A6C4F36AF79516F396AA5B2980F9CE51EE401E5D28A594C690109D445ABE.actblue-board-letters-6.2.26.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letters<\/a> to the board members, the committee chairmen assert that ActBlue\u2019s actions have \u201cobstructed and slowed\u201d legislation aimed at protecting U.S. elections against foreign interference and contribution fraud. ActBlue staff, according to congressional requests, notified the board members about vulnerabilities within the system caused by \u201cknowing and willful\u201d acceptance of foreign donations.<\/p>\n<p>\u201cChairwoman Kimberly Peeler-Allen reportedly stated that there was \u2018significant alarm\u2019 among the Board at that time, not about ActBlue\u2019s potentially illegal conduct, but about the fact that ActBlue\u2019s outside counsel were trying to \u2018cover\u2019 themselves by warning ActBlue about the legal ramifications of its actions,\u201d the House letters state.<\/p>\n<p>Peeler-Allen, according to her <a href=\"https:\/\/cawp.rutgers.edu\/about\/kimberly-peeler-allen\" target=\"_blank\" rel=\"noreferrer noopener\">bio,<\/a> has been \u201cworking at the intersection of race, gender and politics for almost 20 years.\u201d<\/p>\n<p>The chairwoman, <a href=\"https:\/\/www.nytimes.com\/2026\/04\/02\/us\/politics\/actblue-democrat-fundraising-foreign-donations.html\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> The Times, said that ActBlue, apparently in consultation with its board, opted not to \u201ccorrect\u201d Wallace-Jones\u2019 \u201cfalse or misleading\u201d statements to Congress. <\/p>\n<p>ActBlue\u2019s union, too, raised concerns and notified the board of \u201can alarming pattern of \u2018constant turnover\u2019 that diminished the union\u2019s \u201cconfidence in the stability of the organization,\u201d according to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nebraska-department-of-education-excluded-religious-groups-from-sex-ed-curriculum-team\/\" title=\"Nebraska Department of Education Excluded Religious Groups From Sex Ed Curriculum Team\">internal emails obtained<\/a> by the committee. The union also voiced concern about \u201cincredibly alarming,\u201d \u201cdeeply unsettling[,] and disturbing\u201d treatment of an ActBlue employee who attempted to alert leaders of potentially illegal activity, the congressional letters <a href=\"https:\/\/cha.house.gov\/_cache\/files\/7\/f\/7fd018af-4212-429f-b707-ec60c9d3a341\/29A6A6C4F36AF79516F396AA5B2980F9CE51EE401E5D28A594C690109D445ABE.actblue-board-letters-6.2.26.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">state<\/a>.<\/p>\n<p>The committees gave the platform\u2019s board members until the close of business on June 16 to turnover requested records. <\/p>\n<h2>\u2018To Subvert our Laws\u2019<\/h2>\n<p>Records obtained through congressional subpoenas <a href=\"https:\/\/thefederalist.com\/2025\/07\/23\/house-committees-issue-subpoena-to-actblue-ceo-in-donation-fraud-probe\/\" target=\"_blank\" rel=\"noreferrer noopener\">confirmed<\/a> suspicions that ActBlue had accepted unverified payments during <a href=\"https:\/\/thefederalist.com\/2024\/08\/22\/democrats-fundraising-machine-draws-accusations-of-potentially-illegal-schemes\/\" target=\"_blank\" rel=\"noreferrer noopener\">record-smashing<\/a> fundraising totals for the Democrat Party\u2019s presidential replacement candidate, then-Vice President Kamala Harris in the summer of 2024. <\/p>\n<p>Harris raised an astonishing <a href=\"https:\/\/www.cbsnews.com\/news\/kamala-harris-fundraising-100-million-biden-drops-out\/\" target=\"_blank\" rel=\"noreferrer noopener\">$81 million<\/a> in the 24 hours following President Joe Biden calling it quits in July 2024.\u00a0\u201cIn August, the campaign said it raised <a href=\"https:\/\/www.cbsnews.com\/video\/kamala-harris-campaign-raises-361-million-for-august\/https:\/\/www.cbsnews.com\/video\/kamala-harris-campaign-raises-361-million-for-august\/\" target=\"_blank\" rel=\"noreferrer noopener\">$361 million<\/a>, bringing the total to more than $615 million in fundraising since Harris had entered the race,\u201d CBS News <a href=\"https:\/\/www.cbsnews.com\/news\/kamala-harris-campaign-fundraising-1-billion\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> in October 2024.\u00a0The congressional investigation has found donations poured through the platform from Saudi Arabia, Iraq, Colombia, and other countries, as The Federalist <a href=\"https:\/\/thefederalist.com\/2025\/07\/23\/house-committees-issue-subpoena-to-actblue-ceo-in-donation-fraud-probe\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> previously.<\/p>\n<p>ActBlue has <a href=\"https:\/\/www.actblue.com\/posts\/the-unfiltered-truth\/\" target=\"_blank\" rel=\"noreferrer noopener\">denied<\/a> wrongdoing and <a href=\"https:\/\/www.actblue.com\/wp-content\/uploads\/2026\/04\/2026.04.28-ActBlue-Letter-to-Committees.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">insists<\/a> that it has cooperated with the committees\u2019 oversight requests. In an <a href=\"https:\/\/www.actblue.com\/wp-content\/uploads\/2026\/04\/2026.04.28-ActBlue-Letter-to-Committees.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">April 28 letter,<\/a> the fundraising platform called claims that officials have impeded the congressional investigation \u201cbaseless.\u201d <\/p>\n<p>\u201cOur platform has done more than any other, regardless of party, to prevent improper donations and protect donors,\u201d ActBlue representative De\u2019Andra Roberts-LaBoo <a href=\"https:\/\/www.washingtonpost.com\/politics\/2026\/04\/20\/actblue-ken-paxton-texas-lawsuit\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> The Washington Post in April. <\/p>\n<p>Texas Attorney General Ken Paxton (also the Texas GOP\u2019s candidate for Senate), has filed a lawsuit alleging ActBlue lied to congress, and violated state law. U.S. District Court <a href=\"https:\/\/www.mad.uscourts.gov\/boston\/stearns.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Judge Richard Sterns<\/a>, a Clinton appointee, appears poised to tank the lawsuit. In court <a href=\"https:\/\/mezha.net\/eng\/bukvy\/059ab8d5_federal_judge_questions\/\" target=\"_blank\" rel=\"noreferrer noopener\">last week<\/a> he mused about the \u201cchilling effect\u201d Paxton\u2019s lawsuit could have on political speech. <\/p>\n<p>But what if that speech is delivered through illegal means? <\/p>\n<p>\u201cThe radical left has relied on ActBlue as a way to funnel foreign donations and dark money into their political campaigns to subvert our laws and compromise the integrity of our elections,\u201d Paxton <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-paxton-files-landmark-lawsuit-against-actblue-deceiving-americans-lying-about-its\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> in a press release. <\/p>\n<hr>\n<p>      Matt Kittle is a senior elections correspondent for The Federalist.
