Republican Florida Rep. Greg Steube and others expressed frustration with the GOP\u2019s congressional leadership for failing to pass several pieces of legislation on trans issues as the midterms draw nearer.<\/p>\n<p>The 2024 Republican <a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/2024-republican-party-platform\" target=\"_blank\" rel=\"noopener noreferrer\">platform<\/a> explicitly promised to \u201ckeep men out of women\u2019s sports,\u201d ban taxpayer funds for sex changes and stop schools from promoting transgenderism and gender transitions. While lawmakers have attempted to get this done, congressional Republicans have struggled to actually get this agenda to President Donald Trump\u2019s desk.<\/p>\n<p>Steube, who <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/28\" target=\"_blank\" rel=\"noopener noreferrer\">introduced<\/a> the legislation in the House, accused Senate Majority Leader John Thune and Senate Republicans of failing to deliver on their promise to protect women and girls. The bill passed the House on Jan. 14, 2025, but has still not passed the Senate.<\/p>\n<p>\u201cSenate Republicans keep talking about protecting women and girls, but under Leader Thune, commonsense bills like my legislation to keep biological men out of women\u2019s sports are stalled,\u201d Steube told the Daily Caller News Foundation. \u201cThe American people gave Republicans a mandate to act, not let Senate Democrats and a handful of Republican holdouts dictate what can and cannot pass. If Leader Thune is serious about delivering on our promises, he should be willing to end the filibuster and get these bills to the President\u2019s desk.\u201d<\/p>\n<p>Republican South Carolina Rep. Nancy Mace expressed her exasperation with House leadership since her <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1017\" target=\"_blank\" rel=\"noopener noreferrer\">legislation<\/a>, the Stop the Invasion of Women\u2019s Spaces Act, has yet to pass. Her bill would bar funding from public places that allow trans-identifying individuals to use single-sex bathrooms or locker rooms. Mace told the DCNF that leadership is allowing \u201ccommon sense\u201d legislation to die on the House floor.<\/p>\n<p>\u201cOur legislation to cut off federal funding to any agency allowing men into women\u2019s bathrooms has not received a floor vote. This is exactly what happens: bills get introduced, then go dark. Leadership controls what comes to the floor and these bills are not making the cut,\u201d Mace told the DCNF. \u201cKeeping mentally ill men out of women\u2019s spaces is common sense. There is no good reason this bill is not law yet. This should not be a hard vote.\u201d<\/p>\n<p>Mace has been very outspoken about her opposition to allowing trans-identifying people into bathrooms. She introduce a resolution in November 2024 that mandated that individuals in the Capitol complex use bathrooms that align with their biological sexes. The proposal emerged after Democratic Delaware Rep. Sarah McBride, a trans-identifying male, was set to be sworn in.<\/p>\n<p>Throughout her gubernatorial run, Mace has <a href=\"https:\/\/www.yahoo.com\/news\/articles\/nancy-mace-announces-run-south-174434861.html\" target=\"_blank\" rel=\"noopener noreferrer\">pledged<\/a> to withhold public funding from schools that allow men to play in women\u2019s sports and that aim to use pronouns like \u201cthey\/them.\u201d<\/p>\n<p>In a statement to the DCNF, Speaker Mike Johnson\u2019s office outlined a number of trans-related bills that House Republicans passed this session. These bills included the Protection of Women and Girls in Sports Act, the Stopping Indoctrination and Protecting Kids Act, which <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/2616\/all-actions\" target=\"_blank\" rel=\"noopener noreferrer\">passed<\/a> the House on May 20. The chamber also passed the Protect Children\u2019s Innocence Act, which was introduced by former Republican Georgia Rep. Marjorie Taylor Greene.<\/p>\n<p>The FY2025 National Defense Authorization Act (NDAA) included a provision banning transgender therapy for minor dependents through TRICARE. The Working Families Tax Cuts banned funding trans surgeries through Medicaid.<\/p>\n<p>Republican Missouri Sen. Josh Hawley also claimed leadership is ignoring the issue.<\/p>\n<p>\u201cIt just amazes me that they aren\u2019t listening on this issue, I really don\u2019t understand that,\u201d Hawley said, <a href=\"https:\/\/www.politico.com\/news\/2026\/06\/01\/hard-liners-balk-at-gops-failure-to-enshrine-anti-transgender-laws-00943898?nname=playbook&#038;nid=0000014f-1646-d88f-a1cf-5f46b7bd0000&#038;nrid=ceb34af7-71cf-49fb-8429-488b24497d70\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to Politico. He also <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/9\/text\" target=\"_blank\" rel=\"noopener noreferrer\">co-sponsored<\/a> the Protection of Women and Girls in Sports Act of 2025, which Republican Alabama Sen. Tommy Tuberville introduced to prohibit men from competing against women in sports.<\/p>\n<p>The latter legislation was blocked in the Senate in March 2025 after all Senate Democrats <a href=\"https:\/\/thehill.com\/homenews\/lgbtq\/5174190-transgender-athletes-bill-fails\/\" target=\"_blank\" rel=\"noopener noreferrer\">voted<\/a> against it. A lobbying disclosure form by the American Civil Liberties Union (ACLU) <a href=\"https:\/\/lda.senate.gov\/filings\/public\/filing\/c791eddf-23c9-494e-a02d-be3c8db6c2cb\/print\/\" target=\"_blank\" rel=\"noopener noreferrer\">listed<\/a> the latter bill under \u201cLGBTQ Rights,\u201d while opposition involved standard advocacy tactics like grassroots mobilization, testimony and congressional contacts. Conservative and women\u2019s lobbying groups such as the Concerned Women for America Legislative Action Committee and Alliance Defending Freedom lobbied for the legislation.<\/p>\n<p>During his re-election campaign in 2024, Hawley <a href=\"https:\/\/www.kansascity.com\/news\/politics-government\/article292624044.html\" target=\"_blank\" rel=\"noopener noreferrer\">released<\/a> advertisements explicitly <a href=\"https:\/\/missouriindependent.com\/2024\/10\/31\/josh-hawley-lucas-kunce-trade-insults-in-only-televised-debate-of-missouri-senate-race\/\" target=\"_blank\" rel=\"noopener noreferrer\">targeting<\/a> his opponent, former Democratic Missouri Senate nominee Lucas Kunce, for supporting <span class=\"T286Pc\" data-sfc-cp=\"\" data-sfc-root=\"c\" data-sfc-cb=\"\" data-copy-service-computed-style='font-family: \"Google Sans\", \"Helvetica Neue\", sans-serif; font-size: 16px; font-weight: 400; margin: 0px; text-decoration: none; border-bottom-width: 0px; border-bottom-style: none; border-bottom-color: rgb(10, 10, 10);'>a \u201cradical trans agenda\u201d and \u201cextreme transgender policies.\u201d <\/span><\/p>\n<p>Steube and Tuberville also <a href=\"https:\/\/steube.house.gov\/in-the-news\/steube-tuberville-file-bill-to-ban-transgender-women-from-us-olympic-teams\/\" target=\"_blank\" rel=\"noopener noreferrer\">introduced<\/a> the legislation in February 2024 to ban men from competing on U.S. Olympic teams ahead of the Summer Games in Paris.<\/p>\n<p>While the standalone bills stalled in the Senate, the chamber passed specific provisions in larger packages that added restrictions to transgender issues. In July 2025, the Senate passed a Rescissions package that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/supreme-court-rejects-trump-on-usaid-foreign-aid-freeze-washington-examiner\/\" title=\"Supreme Court rejects Trump on USAID foreign aid freeze - Washington Examiner\">cut foreign aid spending<\/a> on LGBT programs, such as the Democracy Fund, which included $500,000 for a gender equality and empowerment hub and $3.9 million for strengthening information integrity, equality and democracy for the LGBTQI+ population of the Western Balkans. The package also cut funding for the International Disaster Assistance, which included $2.4 million to make aid more considerate of sexual orientation and gender identity.<\/p>\n<p>Trump signed executive orders to prohibit men from competing in women\u2019s sports, banned trans-identifying people from the military, declared that the federal government recognizes two sexes and withheld federal funding from institutions providing gender-related procedures for minors. Many congressional Republicans want to codify some of these executive orders into law, though Republican Wisconsin Sen. Ron Johnson expressed skepticism that it can get done before the midterms, according to Politico.<\/p>\n<p>Trump\u2019s 2024 campaign spent more on advertisements criticizing former Vice President Kamala Harris\u2019 support for pro-transgender policies than on any other topic, Politico <a href=\"https:\/\/www.politico.com\/news\/2024\/10\/31\/republicans-transgender-kids-issues-00186347\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> in October 2024. The <a href=\"https:\/\/thehill.com\/opinion\/columnists\/juan-williams\/4993226-gop-targets-transgender-rights\/\" target=\"_blank\" rel=\"noopener noreferrer\">ads<\/a> ended with the line, \u201cKamala is for they\/them; President Trump is for you.\u201d<\/p>\n<p>The U.S. Court of Appeals for the District of Columbia circuit <a href=\"https:\/\/apnews.com\/article\/transgender-military-ban-trump-02c27819995ebfbea6aa45d2633028d3\" target=\"_blank\" rel=\"noopener noreferrer\">struck<\/a> down Trump\u2019s trans military ban, ruling the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >administration intentionally excluded people based<\/a> on their gender identity. Secretary of War Pete Hegseth <a href=\"https:\/\/x.com\/PeteHegseth\/status\/2061562710844731666\" target=\"_blank\" rel=\"noopener noreferrer\">declared<\/a> the administration would challenge this ruling at the U.S. Supreme Court.<\/p>\n<p>Polls found that a vast majority of Americans support bans on men participating in women\u2019s sports. A New York Times\/Ipsos <a href=\"https:\/\/www.congress.gov\/119\/meeting\/house\/118932\/documents\/HMKP-119-JU00-20260203-SD009.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">survey<\/a> from March 14, 2025, found that 79% of Americans believed men should be banned from competing against women, including 67% of Democrats. A Pew Research <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/02\/26\/americans-have-grown-more-supportive-of-restrictions-for-trans-people-in-recent-years\/\" target=\"_blank\" rel=\"noopener noreferrer\">survey<\/a> from February 2025 found that 56% of Americans supported bans on medical procedures for minors.
