However, the resolution\u2019s supporters say, experience elsewhere has shown that a law isn\u2019t enough, because laws can be easily changed.<\/p>\n<p>\u201cVirginia indeed passed photo ID laws, however after several years of operation, surviving judicial challenges, Virginia repealed its photo ID requirement in 2020 after a single seat in the General Assembly flipped,\u201d Republican state Sen. Jane Timken, one of the resolution\u2019s <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/sjr10\" target=\"_blank\" rel=\"noopener\">primary sponsors<\/a>, said on the Senate floor on Wednesday, according to <a href=\"https:\/\/www.thecentersquare.com\/ohio\/article_91067bd1-38fb-4db4-973e-39a333c2399d.html\" target=\"_blank\" rel=\"noopener\">The Center Square<\/a>.<\/p>\n<p>The resolution, she said, \u201cis about ensuring long-term security in our elections,\u201d the outlet reported.<\/p>\n<p>Another primary sponsor of the resolution, Republican state Sen. Theresa Gavarone, said it\u2019s building on the foundation Ohio put in place when House Bill 458, an election integrity package that included photo ID requirements, was passed by lawmakers and signed by Ohio Republican Gov. Mark DeWine <a href=\"https:\/\/www.10tv.com\/article\/news\/politics\/elections\/dewine-signs-bill-requiring-photo-id-to-vote-in-ohio\/530-4f94afed-a8f4-41d6-897e-f33371b4d419\" target=\"_blank\" rel=\"noopener\">three years ago<\/a>.<\/p>\n<p>\u201cSince House Bill 458 was enacted, our state now has one of the strongest photo ID laws in the country,\u201d Gavarone said. \u201cSJR10 continues that work by ensuring that we continue to have the highest standards in order to vote.\u201d<\/p>\n<p>Her Republican colleagues apparently agreed. Democrats did not. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrats-strip-gop-amendments-in-passing-budget-resolution\/\" title=\"Democrats Strip GOP Amendments in Passing Budget ...\">resolution passed<\/a> in the state Senate on an almost entirely partisan <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/136\/sjr10\/votes\" target=\"_blank\" rel=\"noopener\">22-9 vote<\/a>.<\/p>\n<p>The one Republican who opposed the measure did so because he said it didn\u2019t go far enough.<\/p>\n<p>The resolution covers only in-person ballots and does not address photo identification requirements for mail-in ballots.<\/p>\n<p>Republican state Sen. Al Cutrona said that flaw needed to be addressed.<\/p>\n<p>\u201cWhen you mail in your ballot, you should have to have some type of form of ID,\u201d he said, according to <a href=\"https:\/\/ohiocapitaljournal.com\/2026\/06\/04\/ohio-senate-advances-photo-voter-id-amendment-measure\/\" target=\"_blank\" rel=\"noopener\">Ohio Capitol Journal<\/a>. \u201cUnfortunately, I don\u2019t see that here, and that raises major concerns for me. I think this is creating a loophole within our own constitution if this is indeed passed.\u201d<\/p>\n<p>Cutrona said he hopes lawmakers in the Ohio House will strengthen that provision.<\/p>\n<p>It was unclear when the House would take up the measure. According to Ohio Capitol Journal, the Senate resolution\u2019s counterpart, House Joint Resolution 9, is still at the committee stage.<\/p>\n<p>However, it\u2019s expected to pass comfortably, according to <a href=\"https:\/\/www.dispatch.com\/story\/news\/politics\/state\/2026\/06\/03\/ohio-voter-id-amendment-clears-first-hurdle-to-november-ballot\/90351747007\/\" target=\"_blank\" rel=\"noopener\">The Columbus Dispatch<\/a>. Proposed constitution amendments require a three-fifths majority, according to the newspaper, and the GOP has that in both houses of the Ohio legislature.<\/p>\n<p>And despite Democratic opposition, voter ID is not just popular among Republicans. As The Columbus Dispatch noted, a 2025 <a href=\"https:\/\/www.pewresearch.org\/politics\/2025\/08\/22\/majority-of-americans-continue-to-back-expanded-early-voting-voting-by-mail-voter-id\/\" target=\"_blank\" rel=\"noopener\">Pew Research Center<\/a> poll found that 83 percent of Americans, <a href=\"https:\/\/www.westernjournal.com\/cnns-harry-enten-says-americans-races-arent-buying-democrats-race-baiting-narrative-voter\/\" target=\"_blank\" rel=\"noopener\">regardless of party<\/a>, favor requiring identification to vote.<\/p>\n<p>Meanwhile, at the federal level, the Safeguard American Voter Eligibility Act \u2014 or <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/7296\" target=\"_blank\" rel=\"noopener\">SAVE America Act<\/a> \u2014 appears dead in the Senate after <a href=\"https:\/\/www.westernjournal.com\/senates-late-night-bid-pass-save-america-act-fails-4-republicans-defect\/\" target=\"_blank\" rel=\"noopener\">failing in a vote<\/a> on Thursday.<\/p>\n<p>Four Republicans \u2014 Sens.
