Heritage Foundation acting director Jonathan Butcher criticizes the programs as ineffective and says they should be ended, perhaps after the administration abolishes the Department of Education.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>The Department of Education is resuming a grant program that previously allocated millions of dollars to fund English training for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-biden-admin-plans-to-reopen-juvenile-detention-facility-dems-including-kamala-harris-once-accused-of-abuse\/\" title=\"Report: Biden Admin Plans To Reopen Juvenile Detention Facility Dems, Including Kamala Harris, Once Accused Of Abuse\">pro-immigration organizations<\/a> and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-democrat-partys-antisemitism-went-mainstream-with-barack-obama\/\" title=\"The Democrat Party Embraced Antisemitism During Barack Obama&#039;s Era\">left-wing colleges<\/a> and universities. The National Professional Development (NPD) program <a href=\"https:\/\/www.ed.gov\/grants-and-programs\/teacher-preparation-grants\/national-professional-development-program-84365z\" target=\"_blank\" rel=\"noreferrer noopener\">plans<\/a> to award approximately $49 million to organizations training educators who teach \u201cEnglish learners,\u201d a definition that includes illegal aliens.<\/p>\n<p>The department, which did not fund the NPD grant in 2025, announced the grant competition for this year on May 15, and it will remain open until July 14. The grant is awarded to applicants to aid \u201cprofessional development activities intended to improve instruction for English learners\u201d and \u201cassist education personnel working with ELs to meet high professional standards.\u201d<\/p>\n<p>According to the Department of Education\u2019s <a href=\"https:\/\/www.ed.gov\/media\/document\/fy-2026-84365z-application-notice-and-instructionspdf-114073.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">definition<\/a> of English learner, this grant funding may be used to help someone \u201cwho is migratory, whose native language is a language other than English, and who comes from an environment where a language other than English is dominant.\u201d<\/p>\n<p>Tom Jones of the American Accountability Foundation told The Federalist that the NPD grant and others like it are a \u201cwaste of taxpayer funds.\u201d According to Jones, this program should be \u201cwhacked\u201d rather than reformed.<\/p>\n<p>\u201cIt\u2019s essentially a program that serves as a magnet for illegal migrants to come to the United States and get instruction in English in classrooms around the country,\u201d Jones said. \u201cIf you\u2019re going to come to the United States, come with English language skills that allow you to work and prosper in the country.\u201d<\/p>\n<p>The grant, which often goes to college and university teacher training programs, has gone to left-wing organizations in the past. One of these <a href=\"https:\/\/www.ed.gov\/media\/document\/2022-npd-summary-abstracts-12964.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">organizations<\/a> was the Micro-Credentialing Options for Minnesota Educators Navigating Transformative Understandings of Multilingualism (<a href=\"https:\/\/www.projectmomentum.org\/about-us\" target=\"_blank\" rel=\"noreferrer noopener\">MOMENTUM<\/a>) program of Minnesota\u2019s Southeast Service Cooperative.<\/p>\n<p>MOMENTUM lists <a href=\"https:\/\/projectmomentum.learnworlds.com\/path-player?courseid=who-are-multilingual-learners-in-us-schools&#038;unit=6a0e300f761652e40009efa3Unit\" target=\"_blank\" rel=\"noreferrer noopener\">migrant students<\/a> as Students with Limited or Interrupted Formal Education (SLIFE). \u201cIt is important for educators to understand the particular language, literacy, academic, socio-emotional, and cultural needs of these students,\u201d one MOMENTUM training course states. Another training <a href=\"https:\/\/projectmomentum.learnworlds.com\/path-player?courseid=multilingual-learners-in-early-childhood-education&#038;unit=6a0f2a048bc07ccd0400d9a3Unit\" target=\"_blank\" rel=\"noreferrer noopener\">course<\/a> encourages teachers pressure parents into having their students instructed in their home countries\u2019 language as well as English.<\/p>\n<p>Another <a href=\"https:\/\/www.ed.gov\/grants-and-programs\/teacher-preparation-grants\/national-professional-development-program\/grant-awards-national-professional-development-program-84365z\" target=\"_blank\" rel=\"noreferrer noopener\">group<\/a> that received the NPD grant in the past was the Language in Society Teaching Apprenticeship (LISTA) program through the Regents of the University of California\u2019s School Kids Investigating Language in Life and Society (SKILLS) program. <\/p>\n<p>SKILLS, created by faculty at the University of California at Santa Barbara, is the \u201conly linguistic curriculum in California\u2019s high schools.\u201d One of the stated <a href=\"https:\/\/www.skills.ucsb.edu\/about\" target=\"_blank\" rel=\"noreferrer noopener\">principles<\/a> of SKILLS is that \u201cstudents have the right to learn about language in their own and other communities, including both how it has been used as a tool for perpetuating inequality and how it can be used to advance social justice.\u201d SKILLS also provides students with \u201cactivism opportunities.\u201d<\/p>\n<p>In 2022, the University of Massachusetts at Boston <a href=\"https:\/\/www.ed.gov\/grants-and-programs\/teacher-preparation-grants\/national-professional-development-program\/grant-awards-national-professional-development-program-84365z\" target=\"_blank\" rel=\"noreferrer noopener\">received<\/a> $599,454 in year one funding for its CREATE program, which aims to train teachers to educate immigrant students. CREATE <a href=\"https:\/\/www.umb.edu\/news\/2022\/applied-linguistics-professors-awarded-29m-for-d\/\" target=\"_blank\" rel=\"noreferrer noopener\">focuses<\/a> on recruiting \u201cBlack, Indigenous, People of Color (BIPOC) teachers who are bilingual.\u201d<\/p>\n<p>The Department of Education also previously used similar grant programs, such as the <a href=\"https:\/\/www.ed.gov\/grants-and-programs\/grants-special-populations\/grants-migrant-students\/college-assistance-migrant-program-84149a\" target=\"_blank\" rel=\"noreferrer noopener\">College Assistance Migrant Program<\/a> (CAMP), to award money to \u201cmigratory or seasonal farm workers (or immediate family members of such workers)\u201d attending college in the United States. The Department of Education posted application <a href=\"https:\/\/www.ed.gov\/media\/document\/fy-2026-84149a-camp-application-notice-and-instructionspdf-114066.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">information<\/a> for this grant on May 13, indicating that CAMP will also resume.<\/p>\n<p>Several <a href=\"https:\/\/www.govinfo.gov\/app\/details\/DCPD-202500198\">Trump<\/a> <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-and-wasteful-government-dei-programs-and-preferencing\/\">administration<\/a> <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive<\/a> <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">orders<\/a> <a href=\"https:\/\/www.ed.gov\/media\/document\/fy-2026-84365z-application-notice-and-instructionspdf-114073.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">prohibit<\/a> those applying for the award from promoting or enforcing \u201cdiscriminatory equity ideology\u201d that may violate federal civil rights laws. Acting Director of the Center for Education Policy at the Heritage Foundation Jonathan Butcher told The Federalist that the Office of Civil Rights and the Department of Justice should \u201cmake sure grant recipients abide by civil rights laws.\u201d<\/p>\n<p>\u201cProfessional development programs such as this one have been found <a href=\"https:\/\/www.dailysignal.com\/2024\/07\/23\/can-us-department-education-really-be-closed-yes-starting-here\/\" target=\"_blank\" rel=\"noreferrer noopener\">ineffective<\/a>, and should be cut once the Education Department has the authority to do so,\u201d Butcher said.<\/p>\n<p>The administration is committed to abolishing the Department of Education, Butcher said, and \u201conce they do so, grant programs such as these will end.\u201d<\/p>\n<p>The Department of Education did not respond to a request for comment.<\/p>\n<hr>\n<p>      Skye Graham is an intern at The Federalist.
