Mayor Muriel Bowser criticized D.C. Council members-including mayoral candidate janeese Lewis George and others-for blocking emergency legislation that would extend the city\u2019s teen curfew enforcement this summer. The council\u2019s inaction on the enforcement measure means the curfew will not go into effect until mid-July, pending congressional review. Emergency legislation that would allow enforcement in the meantime requires nine votes.<\/p>\n<p class=\"wp-block-paragraph\">The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mpdc.dc.gov\/page\/dc-curfew-law\">curfew<\/a> requires that people under 18 cannot remain in public places in the city after 11 p.m. without adult supervision, with limited exceptions. It also empowers the Metropolitan Police Department to establish \u201cExtended Juvenile Curfew Zones\u201d in which young people cannot gather in groups of nine or more after 8 p.m.<\/p>\n<p class=\"wp-block-paragraph\">A 15-day emergency order extending the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >juvenile curfew zone authority expires<\/a> on June 6. That will leave the city without what Bowser\u2019s office <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mayor.dc.gov\/release\/mayor-bowser-reinstates-limited-juvenile-curfew-under-new-emergency-order-0\">calls<\/a> a \u201climited and targeted\u201d crime-prevention strategy for much of the summer. Bowser <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2026\/04\/22\/dc-juvenile-curfew-council-delays-emergency-vote\/\">says<\/a> she cannot extend her emergency order indefinitely.<\/p>\n<p class=\"wp-block-paragraph\">Earlier this spring, Bowser imposed a limited juvenile curfew after a chaotic brawl in a Navy Yard Chipotle. U.S. Attorney Jeanine Pirro <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/4573311\/pirro-threatens-fines-prosecutions-for-parents-teen-takeovers\/\">vowed<\/a> that young people involved in \u201cteen takeovers\u201d would face fines of up to $500 and possible jail time.<\/p>\n<p class=\"wp-block-paragraph\">These takeovers, often organized on social media, involve teenagers disrupting public spaces. Video from inside the Chipotle in Southeast D.C. last month <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.reddit.com\/r\/washdc\/comments\/1tfz6yn\/navy_yard_fight\/?solution=1e7b9be96ba766da1e7b9be96ba766da&#038;js_challenge=1&#038;token=7afd7253fec22262ff1c52b1703fe9ecf73fbcd356f42233e4d92be481a0e06a&#038;jsc_orig_r=\">showed<\/a> young people hurling chairs while bystanders huddled behind a concrete pillar for protection. Police have issued a $5,000 reward for information about any of the people involved.<\/p>\n<p class=\"wp-block-paragraph\">Lewis George, who identifies as a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3902397\/dc-councilwoman-janeese-lewis-george-launches-mayoral-bid\/\">democratic socialist<\/a>, addressed the curfew during a May debate at Georgetown University\u2019s McCourt School of Public Policy. She argued that it is \u201cdangerous\u201d because of the presence of federal troops and ICE agents, who are not \u201ctrained in de-escalation,\u201d in the city.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/opinion\/editorials\/4573068\/to-fight-teen-takeovers-hold-parents-accountable\/\"><strong>TO FIGHT TEEN TAKEOVERS, HOLD PARENTS ACCOUNTABLE<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">\u201cWhile Councilmember Janeese Lewis George voted for the juvenile curfew in the past, she now opposes its use because Trump\u2019s armed federal agents could enforce the curfew against our kids,\u201d Amanda Michelle Gomez, the communications director for Lewis George\u2019s campaign, wrote in a statement to the <em>Washington Examiner<\/em>. \u201cTrump\u2019s agents are not accountable to the District.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Kenyan McDuffie, Lewis George\u2019s main rival in the election, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/wtop.com\/dc\/2026\/05\/mcduffie-demands-city-council-to-reinstate-juvenile-curfew-authority\/\">advocated<\/a> for the permanent curfew to be reinstated at a news conference last week.
