Gavin Newsom in particular. Hilton argues that Newsom and other officials ignored warnings about billions reportedly stolen or mismanaged within state government.<\/p>\n<p>He is competing in a three-way contest among the top contenders: two Democrats, Xavier Becerra and billionaire Tom Steyer, who are also aiming to secure spots in the November general election.
