In a post on X, he called for harsh penalties for abusers and outlined a plan he says cannot be solved by rescue efforts alone.<\/p>\n<p>Pratt\u2019s five-part proposal includes ending abuse, expanding spay-and-neuter efforts, supporting animal efforts he calls \u201cheroes,\u201d fixing <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/watch-illegal-migrants-complain-about-free-food-housing-at-new-york-city-council-meeting\/\" title=\"VIDEO: Undocumented Immigrants Express Concerns Over Living Conditions in NYC Council Session\">shelter conditions<\/a>, and finding permanent homes for animals. He has previously criticized no-kill shelter performance, suggested spaying\/neutering and cracking down on unlicensed breeding, and claimed volunteers and advocates have faced harassment while trying to get Bass\u2019s attention. He also discussed potential improvements such as training programs involving inmates and said the city should overhaul how shelters operate. In one <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4571561\/spencer-pratt-for-the-dogs-animal-abuse-campaign\/\">campaign ad,<\/a> he highlighted the failures of no-kill shelters.<\/p>\n<p class=\"wp-block-paragraph\">Fox News aired <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/4588430\/spencer-pratt-enforce-law-los-angeles-mayor\/\">an interview with Pratt<\/a>, where he said people on Skid Row are, \u201craping these dogs, they\u2019re abusing them, they\u2019re breeding them to the point that they die because they\u2019ve been so over-bred.\u201d<\/p>\n<p class=\"wp-block-paragraph\">He said spaying and neutering is the best way to control shelter numbers, as well as shutting down \u201cbackyard breeders,\u201d and prosecuting anyone selling dogs without city licensing.<\/p>\n<p class=\"wp-block-paragraph\">He showed several news clips of puppies on Skid Row, and of owners intentionally breeding the dogs. <\/p>\n<p class=\"wp-block-paragraph\">Pratt alleged that volunteers have been bullied, harassed, and have been trying to get Bass\u2019s attention. <\/p>\n<p class=\"wp-block-paragraph\">\u201cThese volunteers are on the front lines of this crisis, and they deserve to be heard,\u201d Pratt said. <\/p>\n<p class=\"wp-block-paragraph\">He also said that shelter conditions need to be improved, and vowed to overhaul the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/spencer-pratt-will-enforce-laws-democrats-voted-for-as-los-angeles-mayor\/\" title=\"Spencer Pratt will ... for... as Los Angeles ...\">city shelter system<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThese aren\u2019t murderers, they\u2019re dogs,\u201d Pratt said. \u201cThey\u2019re innocent animals, and they live worse than serial killers on death row.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Pratt gave examples of how the city could help the crisis, such as <a href=\"https:\/\/amzn.to\/3YuVZYV\" >inmate trainer programs<\/a> as a way to foster dogs.<\/p>\n<p class=\"wp-block-paragraph\">\u201cDogs see the best in us, and they help us see the best in ourselves. Dogs are not property; they are not disposable.
