Kevin Kiley (I-CA) is pressuring House leadership over California\u2019s mid-decade congressional redistricting fight while also dealing with the political fallout of Proposition 50,which redrew five Republican districts in Democrats\u2019 favor,including his former seat. In Congress, he is using a rarely used discharge petition to force a vote on legislation that would block mid-decade remaps, arguing that allowing districts to be redrawn outside the census cycle turns redistricting into an ongoing partisan weapon that damages trust and representation.Kiley is especially frustrated that House leaders have not advanced the measure, tho he says Minority Leader Hakeem Jeffries has an chance to back it.<\/p>\n<p>The remap also reshaped Kiley\u2019s political position in California. He previously represented the conservative-leaning 3rd District, but he says he will not run in the new version. Instead, he is running in the newly drawn 6th District, centered around Sacramento and now more Democratic, which makes the race more competitive. Kevin Kiley<\/a> (I-CA) is fighting a political battle on two fronts: one, in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/congress\/\" type=\"post_tag\" id=\"31\">Congress <\/a>and the other, in his West Coast home state.<\/p>\n<p class=\"wp-block-paragraph\">On Capitol Hill, Kiley has emerged as one of the loudest critics of California\u2019s mid-decade congressional <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/redistricting\/\" type=\"post_tag\" id=\"241\">remap<\/a>, accusing Democrats of redrawing the map to weaken GOP incumbents. The maneuver, though rarely successful in Congress, reflects growing concern among lawmakers over increasingly aggressive partisan mapmaking. He\u2019s disappointed in Johnson but frustrated by Jeffries, he told the <em>Washington Examiner<\/em>.  <\/p>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">\u201cI want to\u00a0take him at his word,\u201d he said of Jeffries. \u201cHe said just last week, or I guess it\u2019s two weeks ago now, he said that the only reason he\u2019s going on this gerrymandering spree is that there isn\u2019t a national standard for redistricting. He said we\u2019re going to keep doing this until there\u2019s a national standard for the mid-decade re-instruction. So I said, I\u2019ll take your word. Here\u2019s your opportunity, right now, to make good on that, and to establish a national standard to end mid-decade redistricting. All he has to do is endorse the proposal. Several members of his caucus have already done so, but if the minority leader gives it his blessing, then we\u2019ll quickly get the signatures that are needed to bring it to the floor.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Kiley warned that allowing states to redraw districts outside the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >normal census cycle risks turning redistricting<\/a> into a perpetual political weapon, with parties constantly reshaping boundaries for short-term electoral gain. He argued the trend would <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/border-patrol-chief-resists-biden-i-cannot-comply-with-demand-to-use-non-legal-immigration-terms\/\" title=\"Border Patrol Chief Resists Biden: \u2018I Cannot\u2019 Comply With Demand To Use Non-Legal Immigration Terms\">erode public trust<\/a>, intensify polarization on Capitol Hill, and undermine stable representation for voters.<\/p>\n<p class=\"wp-block-paragraph\">At the same time, Kiley is confronting the political fallout from <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/ballotpedia.org\/California_Proposition_50,_Use_of_Legislative_Congressional_Redistricting_Map_Amendment_(2025)\">Proposition 50<\/a>, a Gov. Gavin Newsom (D-CA)-backed measure that carved up five Republican districts, including his, to favor Democrats.  <\/p>\n<p class=\"wp-block-paragraph\">Kiley, a former high school English teacher, had represented California\u2019s 3rd District,\u00a0a conservative-leaning area that is also\u00a0the state\u2019s most geographically diverse.\u00a0It had spanned\u00a0most of the California-Nevada border, including Sierra, Nevada, Placer, Alpine, Mono, Unyo,\u00a0parts of El Dorado, Yuba, and a few outer Sacramento counties. The\u00a0district also included Lake Tahoe, Death Valley National Park, and five national forests, making it one of the most rural areas in the state. The new 3rd District was split into six factions, and Kiley has said he would not run in it. Instead, he\u2019s running Tuesday in the redrawn 6th\u00a0Congressional District, centered in the Sacramento area, which now leans Democratic.\u00a0It\u2019s forced\u00a0Kiley into a far more competitive race. Instead of seeking safer Republican territory, he chose to stay in his district and re-register as \u201cNo Party Preference\u201d while continuing to caucus with Republicans in Congress.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large\"><figcaption class=\"wp-element-caption\">Rep. Democrats view the 6th District as a top pickup opportunity, with the DCCC already investing in the race ahead of the primary.<\/p>\n<p class=\"wp-block-paragraph\">Heading into Tuesday, Kiley is hopeful and refuses to\u00a0call his district left-leaning.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI would actually call it an independent-minded district,\u201d he said. \u201cThe district has voted for candidates of all political stripes, and I think that that reflects the way that I\u2019ve always approached my role as a representative. I\u2019ve always put my district first and answered to my constituents, not party leaders in Sacramento or Washington, D.C., and I\u2019ve been fortunate to get a significant number of votes from Democrats, Republicans, and independents in prior elections, and so you know, I think that we\u2019re very well positioned to advance in the primary to win the general election and to be able to deliver effective independent leadership for this <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/top-democratic-recruit-campaigns-with-disgraced-former-teamster\/\" title=\"Top Democratic Recruit Campaigns With Disg...d Former Teamster\">newly drawn district<\/a>.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Eager to stop him are six candidates, five of whom have reported raising more than $100,000, according to the Federal Election Commission filings. Richard Pan, a pediatrician and former state lawmaker, known nationally for spearheading the state\u2019s push to eliminate religious exemptions for school vaccine requirements, wants to hold Kiley accountable for supporting President Donald Trump\u2019s One Big Beautiful Bill Act.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe see a federal government that seems to be intentionally attacking healthcare, whether it\u2019s taking away people\u2019s health insurance, undermining public health to allow disease to spread, or cutting research for things like cancer treatments,\u201d Pan said. <\/p>\n<p class=\"wp-block-paragraph\">Pan, who was born in New York and raised in Pittsburgh by parents who immigrated from Taiwan, graduated with his Master of Public Health degree from Harvard in 1998 and moved to Sacramento to accept a faculty position at the University of California, Davis Health.<\/p>\n<p class=\"wp-block-paragraph\">He is known for writing some of California\u2019s toughest vaccine mandates and said it was Health and Human Services Secretary Robert F. Kennedy Jr.\u2019s recommendation to loosen those mandates that pushed him to jump into the congressional race.<\/p>\n<p class=\"wp-block-paragraph\">Then there\u2019s\u00a0Sacramento District Attorney Thien Ho, who has said he\u00a0supports tax credits to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/record-number-of-americans-are-homeless-as-rent-climbs-report\/\" title=\"More Americans are homeless as rent prices rise, says ...ort\">encourage affordable housing<\/a>, particularly near transit.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe need to, first of all, provide tax credits to different organizations to go ahead and make sure that they promote affordable housing, especially around transit,\u201d Ho said.  <\/p>\n<p class=\"wp-block-paragraph\">He also pointed to his record\u00a0as Sacramento County\u2019s top prosecutor, saying, \u201cAs a district attorney in Sacramento County, my office has repeatedly gone after corporations that have polluted our environment.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4586653\/spencer-pratt-says-hes-surging-with-moms-using-strollers-around-naked-drug-addict-zombies\/\" type=\"post\" id=\"4586653\">SPENCER PRATT SAYS HE\u2019S SURGING WITH MOMS USING STROLLERS \u2018AROUND NAKED DRUG ADDICT ZOMBIES\u2019<\/a><\/strong><\/p>\n<p class=\"wp-block-paragraph\">Kiley told the <em>Washington Examiner<\/em> that if elected, he would tackle the cost of living in California, from high housing costs to skyrocketing gas prices. <\/p>\n<p class=\"wp-block-paragraph\">\u201cThe cost of living is the biggest challenge in California,\u201d he said. \u201cWe have the highest cost of living in the country. So, the biggest thing I can do, and have been doing, to try to help with that, is counteract some of these extreme policies. So, we\u2019ve had some victories there on trying to do more by getting them to, for example, suspend their gas tax, but there\u2019s things we need to be doing in Congress as well.
