Mayor Jacob Frey said O\u2019Hara was facing potential discharge based on findings that he deleted a contact to obscure a link to a witness and discussed the investigation with at least one city employee despite confidentiality instructions. frey called the decision painful and a breach of trust, noting the department must rebuild credibility with both the community and its own ranks. The case began after an earlier outside investigation involving claims of sexual relationships with city employees, which initially coudl not be substantiated, but a later report found \u201csufficient evidence\u201d for misconduct related to obstructing and breaching confidentiality. The investigation concluded it could not substantiate the allegations.<\/p>\n<p class=\"wp-block-paragraph\">But <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2026\/05\/Minneapolis-investigative-report.pdf\">a subsequent report<\/a> probing O\u2019Hara determined that there is \u201csufficient evidence\u201d to support allegations that the chief deleted a contact from his phone in order to obscure his connection to a witness in the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-administration-launches-title-ix-overhaul\/\" title=\"Biden Administration Launches Title IX Overhaul\">sexual misconduct investigation<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The second report also determined there was sufficient evidence that O\u2019Hara discussed the original investigation with at least one city employee \u201cin contravention of explicit instructions to maintain confidentiality.\u201d The city still has 17 open complaints against O\u2019Hara, separate from the investigation that resulted in disciplinary action, Frey\u2019s office told <em>the Associated Press<\/em>.<\/p>\n<p class=\"wp-block-paragraph\">In a letter responding to the second report, Frey said O\u2019Hara\u2019s \u201cunacceptable\u201d behavior marked \u201ca significant breach of trust.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The development comes just weeks after the mayor nominated O\u2019Hara for a second term, calling him \u201cthe right leader for this moment.\u201d <\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4576866\/washington-examiner-full-interview-border-czar-tom-homan\/\"><strong>TRANSCRIPT: WASHINGTON EXAMINER\u2019S FULL INTERVIEW WITH WHITE HOUSE BORDER CZAR TOM HOMAN<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">\u201cWe did not know then what we do know now,\u201d Frey told 5 EYEWITNESS NEWS this week, when pressed on why he backed O\u2019Hara despite knowing about the sexual misconduct probe. \u201cAs I said, as recently as the chief\u2019s announcement and his renomination, these complaints are going to get vetted thoroughly.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf there\u2019s something that comes up that requires additional attention, there will be discipline. That discipline is taking place here today,\u201d the mayor continued. \u201cIf I had known earlier, I would not have renominated him.
