It \u2018floods the zone\u2019 with United Front community groups to entangle American politicians in meetings, under the guise of legitimate community outreach and multiculturalism,\u201d Sam Cooper, an investigative reporter and the author of \u201cWilful Blindness: How A Network Of Narcos, Tycoons and CCP Agents Infiltrated The West,\u201d told the DCNF.<\/p>\n<p>\u201cIf the politician you are investigating is meeting frequently with groups confirmed to fall within that classification and receiving donations from them, that constitutes a grave concern for American democracy.\u201d<\/p>\n<p>The China-ties of California\u2019s <a href=\"https:\/\/amzn.to\/3YuVZYV\" >chief financial officer recently<\/a> came under scrutiny following an April 2026 Politico report <a href=\"https:\/\/archive.ph\/Hppm4\">revealing<\/a> that in September 2023 she <a href=\"https:\/\/web.archive.org\/web\/20240615003715\/https:\/\/www.pcschina.org\/news\/mtbd\/2023\/0914\/753.html\">offered<\/a> to help secure U.S. internships and employment opportunities for students attending the Pegasus California School, which was <a href=\"https:\/\/archive.ph\/kzWxC\">founded<\/a> in the coastal city of Qingdao by Ma\u2019s campaign finance committee <a href=\"https:\/\/archive.ph\/vYlVy\">chair<\/a>.<\/p>\n<p>Pegasus\u2019 students, who are Chinese nationals, have allegedly received unlawful California high school diplomas through a partnership with the Val Verde Unified School District, according to a 2026 Riverside County Office of Education audit of the district, which did not accuse Ma of any wrongdoing.<\/p>\n<h3>\u2018Promise Of Money\u2019<\/h3>\n<p>Individuals with ties to China\u2019s government, military and intelligence agencies have repeatedly donated to Ma\u2019s political coffers, which received just over $2 million in total contributions from all sources in 2025, <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/2025-Fiona-Ma-contribution-total.pdf\">according<\/a> to California Secretary of State campaign filings.<\/p>\n<p>\u201cIt is disgraceful to see the willful entanglements with CCP-tied entities by government and business elites that are blinded by the allure of the promise of money and jobs, particularly since they are ignoring the directives and warnings by our national security and intelligence agencies,\u201d former U.S. Ambassador Joseph Cella told the DCNF.<\/p>\n<p>Ma\u2019s campaigns have accepted tens of thousands of dollars from UFWD-affiliated donors, such as Royal Business Bank\u2019s <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2025\/07\/httpsir.rbbusa.comnode9121pdf-1.pdf?_gl=1*gdrdpx*_up*MQ..*_ga*MTA3MTk2NzYyNi4xNzc4MjQ0NDc1*_ga_B906X4P4C5*czE3NzgyNDQ0NzQkbzEkZzAkdDE3NzgyNDQ0NzQkajYwJGwwJGgw\">co-founder<\/a> Simon Pang, who has <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Simon-Pang-to-Fiona-Ma-Contributions.pdf\">contributed<\/a> $12,500 to Ma since 2018 and serves as the \u201cSouthern California coordinator\u201d for a UFWD <a href=\"https:\/\/web.archive.org\/web\/20220707051559\/https:\/\/2017-2021.state.gov\/designation-of-the-national-association-for-chinas-peaceful-unification-nacpu-as-a-foreign-mission-of-the-prc\/index.html\">affiliate<\/a> called the Chinese People\u2019s Association For Friendship With Foreign Countries (CPAFFC),\u00a0the DCNF reported in July 2025.<\/p>\n<p>CPAFFC has \u201csought to directly and malignly influence state and local leaders to promote [China\u2019s] global agenda,\u201d the U.S. National Counterintelligence and Security Center has <a href=\"https:\/\/www.dni.gov\/files\/NCSC\/documents\/SafeguardingOurFuture\/PRC_Subnational_Influence-06-July-2022.pdf\">warned<\/a>.<\/p>\n<p>California\u2019s treasurer has been photographed interacting with Pang at multiple events including the Los Angeles Chinese Consulate\u2019s January 2023 Chinese New Year celebration, Chinese government photos <a href=\"https:\/\/archive.ph\/95cYd\">show<\/a>.<\/p>\n<p>Ma\u2019s campaigns have also accepted tens of thousands of dollars from several individuals who are <a href=\"https:\/\/archive.ph\/Gdx57\">affiliated<\/a> with CPAFFC and <a href=\"https:\/\/archive.ph\/XLkiw\">traveled<\/a> to the organization\u2019s Beijing headquarters with Pang in February 2016, <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Kevin-Xu-Li-Li-Mebo-to-Fiona-Ma-contributions.pdf\">according<\/a> to campaign filings and DCNF translations of Chinese government and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/after-banning-free-movies-china-sends-communist-propaganda-to-hong-kong-theaters\/\" title=\"After Banning Free Movies, China Sends Communist Propaganda to Hong Kong Theaters\">state media reports<\/a>.<\/p>\n<p>Pang could not be reached for comment.<\/p>\n<p>Filings also <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Xuan-Guojun-to-Fiona-Ma-Contributions.pdf\">show<\/a> Ma\u2019s 2022 State Treasurer re-election campaign received $1,000 from businessman Xuan Guojun, who has held positions in the Xinjiang Uyghur Autonomous Region People\u2019s Congress and multiple UFWD arms, the DCNF reported in July 2025. Authorities in California arrested Xuan in May 2025 for allegedly abusing his 21 children in the U.S. related to an apparent surrogacy scheme, however no charges have been filed.<\/p>\n<p>Xuan also serves as the executive chairman of a California-based nonprofit called the U.S.-Zhejiang General Chamber of Commerce (USZJGCC), which <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Zhejiang-General-Chamber-of-Commerce-to-Fiona-Ma-contributions.pdf\">donated<\/a> $2,750 to Ma\u2019s 2022 re-election. Tax documents <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/814625074_201811_990EZ_2019120316911261.pdf\">identify<\/a> USZJGCC as a 501(c)3 nonprofit, which are restricted from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-the-new-congress-can-hold-big-pharma-accountable-for-covid-evils\/\" title=\"How the New Congress Can Hold Big Phar... Accountable For COVID Evils\">making political contributions<\/a>, <a href=\"https:\/\/www.irs.gov\/charities-non-profits\/charitable-organizations\/restriction-of-political-campaign-intervention-by-section-501c3-tax-exempt-organizations\">according<\/a> to the Internal Revenue Service.<\/p>\n<p>The nonprofit is co-chaired by a supervisor for \u201c<a href=\"https:\/\/web.archive.org\/web\/20260409202607\/https:\/\/jamestown.org\/chinas-evolving-perspectives-on-network-warfare-lessons-from-the-science-of-military-strategy\/\">China\u2019s FBI<\/a>,\u201d the Ministry of Public Security, the DCNF reported in January 2025. Ma has <a href=\"https:\/\/archive.ph\/wflPW\">participated<\/a> in several USZJGCC events including an April 2023 <a href=\"https:\/\/archive.ph\/ypVzD\">webinar<\/a>, according to DCNF translations of USZJGCC announcements.<\/p>\n<p>Xuan and USZJGCC could not be reached for comment.<\/p>\n<p>California Secretary of State filings also <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Eric-Zhang-Associates-to-Fiona-Ma-Contributions.pdf\">reveal<\/a> that Ma\u2019s lieutenant governor race has received $13,600 from Eric Zhang &#038; Associates LLP, whose founder held a fundraiser for the career politician in January 2024, <a href=\"https:\/\/archive.ph\/ZfiVd\">according<\/a> to a DCNF translation of Chinese media.<\/p>\n<p>The <a href=\"https:\/\/archive.ph\/S0HiE\">manager<\/a> of that company\u2019s Las Vegas <a href=\"https:\/\/archive.ph\/8Rl2p\">office<\/a>, Barry Zhang, was the registered agent for the now defunct <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Prestige-Biotech-Inc-Nevada-Business-Filing.pdf\">Prestige Biotech Inc.<\/a> (PBI) and <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Medi-Source-LLC-Nevada-Business-filing.pdf\">another<\/a> company <a href=\"https:\/\/x.com\/LenczyckiPhilip\/status\/1687868482933960705?s=20\">connected<\/a> to the alleged illegal biolabs that authorities discovered in Reedley, California in December 2022 and Las Vegas, Nevada in January 2026, business filings show.<\/p>\n<p>While it is unclear if authorities recovered pathogens at the Nevada site, the California location contained \u201cat least 20 potentially infectious agents,\u201d <a href=\"https:\/\/chinaselectcommittee.house.gov\/sites\/evo-subsites\/selectcommitteeontheccp.house.gov\/files\/evo-media-document\/scc-reedley-report-11.15.pdf\">according<\/a> to a 2023 House Select Committee on the CCP investigation, which also said that PBI\u2019s accountant worked for organizations headed by individuals \u201clinked to CCP leadership and to the [UFWD].\u201d Barry Zhang was the accountant referenced in that investigation, a committee spokesperson told the DCNF.<\/p>\n<p>Eric Zhang &#038; Associates and Barry Zhang did not respond to multiple requests for comment.<\/p>\n<p>Donors serving as members of other UFWD arms including the All-China Federation Of Returned Overseas Chinese (ACFROC) and the China Overseas Friendship Association (COFA) have also contributed tens of thousands of dollars to Ma\u2019s campaigns.<\/p>\n<p>The American public should be aware that ACFROC and COFA may conduct \u201cactual intelligence, espionage and criminal activity on American soil,\u201d journalist Sam Cooper warned.<\/p>\n<p>ACFROC <a href=\"https:\/\/archive.ph\/lvdLd\">overseas advisor<\/a><strong> <\/strong>and media mogul Florence Fang has donated $5,750 to Ma\u2019s campaigns since 2004, filings <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Florence-Fang-to-Fiona-Ma-Contributions.pdf\">show<\/a>. Fang\u2019s family <a href=\"https:\/\/archive.ph\/nSlQF\">owned<\/a> the now defunct AsianWeek magazine, where Ma previously worked as a columnist, <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/The_San_Francisco_Examiner_2002_03_15_4.pdf\">according<\/a> to 2002 reporting by The San Francisco Examiner, which was also previously <a href=\"https:\/\/archive.ph\/nSlQF\">published<\/a> by the Fangs.<\/p>\n<p>Filings <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Tina-Yao-to-Fiona-Ma-contributions.pdf\">show<\/a> Ma\u2019s campaigns have likewise received $8,805 from Tina Yao, who serves as the executive director of COFA\u2019s Jiangsu provincial branch, <a href=\"https:\/\/archive.ph\/yozvT\">according<\/a> to a DCNF translation of a UFWD announcement. Ma has <a href=\"https:\/\/archive.ph\/CyN9j\">presented<\/a> at least two commendations to Yao since <a href=\"https:\/\/archive.ph\/gKICQ\">2024<\/a> related to her work as the <a href=\"https:\/\/archive.ph\/31uH1\">president<\/a> of the American Yunnan General Chamber of Commerce (AYGCC), which is a California-<a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/B2238-7291.pdf\">based<\/a> nonprofit where Ma\u2019s late father served as <a href=\"https:\/\/archive.ph\/n7k4e\">honorary president<\/a>, according to AYGCC\u2019s website.<\/p>\n<p>Fang and Yao did not respond to multiple requests for comment.<\/p>\n<p>Ma has also accepted campaign contributions from <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Qualcomm-to-Fiona-Ma-contributions.pdf\">several<\/a> venture capital firms that have <a href=\"https:\/\/chinaselectcommittee.house.gov\/sites\/evo-subsites\/selectcommitteeontheccp.house.gov\/files\/evo-media-document\/2023.07.18-letter-to-qualcomm-ventures.pdf\">invested<\/a> in companies developing technology for China\u2019s security state and military, including Oriza Ventures, which donated $12,000 to Ma\u2019s lieutenant governor race, filings <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2026\/05\/Oriza-Ventures-to-Fiona-Ma-Contributions.pdf\">show<\/a>.<\/p>\n<p>Oriza Ventures\u2019 <a href=\"https:\/\/web.archive.org\/web\/20230331134208\/http:\/\/www.sipac.gov.cn\/szgyyqenglish\/year2017\/201702\/3ccb920a1c0f48a697f844c26c7b392c.shtml\">parent company<\/a> is a Suzhou municipal government investment arm, which supports the CCP\u2019s strategy to repurpose civilian technology for China\u2019s military, <a href=\"https:\/\/web.archive.org\/web\/20181122041156\/https:\/\/ustr.gov\/sites\/default\/files\/enforcement\/301Investigations\/301%20Report%20Update.pdf\">according<\/a> to a 2018 Office of the U.S. Trade Representative report.<\/p>\n<p>Oriza Ventures could not be reached for comment.<\/p>\n<p>China\u2019s dictator Xi Jinping has \u201cmassively expanded the UFWD\u2019s cadre system with the explicit purpose of weaponizing diaspora community groups in the U.S.,\u201d Cooper said.<\/p>\n<p>\u201cThe assigned task of those community group members is to surround and cultivate elected officials. In the more aggressive operations, my assessment is that the objective extends to ensnaring those officials in financial corruption,\u201d Cooper added.<\/p>\n<p>\u201cWhen a politician accepts an award, a donation, or a speaking platform connected to organizations operating under the umbrella of these friendship and trade groups, a Chinese intelligence officer is, in my assessment, very likely involved in an influence operation designed to subvert American democracy.
