His attorney says he will surrender following teh Hennepin County Attorney\u2019s Office\u2019s declaration that Morgan faces two counts of second-degree assault with a dangerous weapon.<\/p>\n<p>According to the complaint,on Feb.5 Morgan was driving back to the Whipple Federal Building when another driver cut him off.The complaint alleges he drove on the highway shoulder,pulled out his firearm,and brandished and pointed it at motorists in another vehicle.
