Smiles all around. <\/p>\n<p>\u201cThe coming of a new life is groundbreaking,\u201d a pleasant-sounding woman (AI? Who knows these days.) says with a smile in her voice. An instrumental bed in the vein of Hilton Garden Inn hotel lobby music is the score for the website\u2019s \u201cInstitutional Video.\u201d <\/p>\n<p>\u201cA moment of discovery,\u201d the nameless narrator says softly as the mother googles where in the United States of America to have her baby. Ah! The couple  find just the place. The company makes it look so easy. Just one call. A sanguine receptionist checks a box. \u201cPatient confirmed.\u201d<\/p>\n<p>In the next scene, the couple are on their way to Miami. They\u2019re ready to bring their baby into the world, the U.S. specifically. Another expecting couple, dressed in matching white outfits, stroll down a sunlit dock in the video\u2019s closing scene. He stands behind her, cradling her baby bump as they visually drink in some of the most expensive yachts on the planet. Perfect. <\/p>\n<p>And that\u2019s the overarching theme: The apparent foreigners in the video picked the perfect obstetrics\u2019 clinic. The ultimate draw, of course, is the opportunity to deliver the baby in America, which, thanks to an <a href=\"https:\/\/thefederalist.com\/2026\/05\/12\/judge-lagoa-shows-how-scotus-should-rule-on-birthright-citizenship\/\" target=\"_blank\" rel=\"noreferrer noopener\">insanely expansive<\/a> interpretation of the U.S. Constitution\u2019s 14th Amendment, guarantees the child will be from henceforward a citizen of the United States. And this new American will be entitled to all of the benefits and privileges that come with citizenship. <\/p>\n<h2>\u2018It Should Appall Every American\u2019<\/h2>\n<p>The purpose of the clinic is in its unsubtle name \u2014 <a href=\"https:\/\/www.havemybabyinmiami.com\" target=\"_blank\" rel=\"noreferrer noopener\">Have My Baby in Miami.<\/a> It\u2019s part of the growing and troubling industry known as <a href=\"https:\/\/thefederalist.com\/2026\/05\/18\/how-the-ccp-uses-birthplace-citizenship-and-surrogacy-to-manufacture-americans\/\" target=\"_blank\" rel=\"noreferrer noopener\">birth tourism<\/a>, a delivery business aimed at making automatic Americans. Republican lawmakers have launched an investigation into the practitioners of the booming business, and Have My Baby in Miami is on their list. <\/p>\n<p>\u201cIt should appall every American to know that there is a thriving birth tourism economy on our soil, perpetuated by foreign nationals who undermine our sovereignty and have no regard for our rule of law,\u201d <a href=\"https:\/\/oversight.house.gov\/release\/comer-and-gill-investigate-businesses-exploiting-u-s-immigration-law-to-profit-from-birth-tourism\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> Rep. Brandon Gill, R-Texas, in a press release. <\/p>\n<p>The Texas Republican is chairman of the newly created <a href=\"https:\/\/oversight.house.gov\/release\/chairman-comer-taps-rep-gill-to-lead-new-task-force-on-exposing-institutions-seeking-to-undermine-american-government-society\/\" target=\"_blank\" rel=\"noreferrer noopener\">Task Force on Defending Constitutional Rights and Exposing Institutional Abuses<\/a>. Gill and House Committee on Oversight and Government Reform Chairman James Comer, R-Ky., last week sent <a href=\"https:\/\/oversight.house.gov\/category\/task-force-on-defending-constitutional-rights-and-exposing-institutional-abuses\/\" target=\"_blank\" rel=\"noreferrer noopener\">letters<\/a> to four U.S. entities and businesses \u201cthat are engaged in and profit from birth tourism.\u201d Seeking company documents, the lawmakers accuse the delivery centers of exploiting birthright citizenship by \u201cexplicitly marketing their maternity services to foreign expectant mothers who take advantage of the U.S. immigration system to give birth in the U.S., which gives their child U.S. citizenship.\u201d<\/p>\n<p>The chairmen sent the letters to <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2026\/05\/Birth-Tourism-Have-My-Baby-in-Miami.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Have My Baby in Miami,<\/a> El Paso, Texas-based <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2026\/05\/Birth-Tourism-Doctores-Para-Ti.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Doctores Para Ti <\/a>(Doctors for You),  <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2026\/05\/Birth-Tourism-International-Maternity-Services.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">International Maternity Services<\/a>, also of El Paso, and to <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2026\/05\/Birth-Tourism-Dr.-Athiya-Javid-OB-GYN-.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Dr. Athiya Javid<\/a> OB\/GYN, who runs a birthing business in San Jose, California. The Federalist attempted to reach out to all of the facilities. <a href=\"http:\/\/www.drnovoa.com\/internationalmaternity\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">International\u2019s website<\/a> appears to have been removed. Officials from Have My Baby in Miami and Doctores Para Ti did not return calls seeking comment. An employee who answered Monday at Javid\u2019s clinic said the doctor was not in the office. <\/p>\n<h2>\u2018That is Against the Law\u2019<\/h2>\n<p>Also known as \u201cmaternity tourism,\u201d birth tourism uses temporary visitor visas in the birthplace citizenship scheme. <\/p>\n<p>The letters from Gill and Comer assert that, because the expectant mothers predominantly come from China and Russia, the industry is opening the door to national security and election integrity threats from America\u2019s biggest enemies. <\/p>\n<p>While it\u2019s not against the law for a foreign traveler to deliver her baby in the United States, Gill said it is illegal to \u201cmisrepresent yourself.\u201d <\/p>\n<p>\u201cFor instance, to say that you\u2019re coming here to be a tourist for a short period of time if you\u2019re knowingly doing so for the purpose of having a child,\u201d the Texas congressman told me Friday on <em>The <a href=\"https:\/\/www.iheart.com\/podcast\/477-the-dan-odonnell-show-27550539\/now-playing\" target=\"_blank\" rel=\"noreferrer noopener\">Dan O\u2019Donnell Show<\/a><\/em>  on NewsTalk 1130 WISN in Milwaukee. \u201cThat is against the law, and I think that is the nexus that we\u2019re going to have to clamp down on these companies.\u201d<\/p>\n<p>In 2020, the State Department issued a <a href=\"https:\/\/travel.state.gov\/content\/travel\/en\/us-visas\/visa-information-resources\/visas-news-archive\/20200123_birth-tourism-update.html\" target=\"_blank\" rel=\"noreferrer noopener\">final rule<\/a> restricting temporary visitor visas to foreigners coming to the U.S. to give birth and grab up U.S citizenship for their children. <\/p>\n<p>\u201cTourists\u201d could be charged with visa fraud if they lie on their applications. <\/p>\n<p>The committees have requested the companies send documents and communications regarding marketing and promotion for prospective foreign expectant mothers, maternity services packages, the legal structure of the firms, and \u201ccoaching materials or \u2018how to\u2019 guides for the screening process by U.S. Customs and Border Protection,\u201d among other records. <\/p>\n<p>Gill said he expects to find that birth tourism practitioners are \u201cshady\u201d outfits involved with foreign adversaries. <\/p>\n<p>\u201cAnd I think that\u2019s something the American people need to know about,\u201d he said, adding that the goal is to make birth tourism illegal. \u201cAnd we can clamp down whenever we find illegal activity on these companies and hopefully get some bad guys in jail.\u201d <\/p>\n<h2>\u2018Regardless of Their Parents\u2019 Citizenship\u2019 <\/h2>\n<p>The companies\u2019 websites make their business model clear. As the lawmakers note, the Doctores Para Ti\u2019s social media campaign boasted in Spanish that \u201cEvery day, more families trust Doctores Para Ti \ud83d\ude4c Close care, safety, and complete support throughout your experience. #BirthTourism.\u201d<\/p>\n<figure><\/figure>\n<p>In advertising that its maternity services are provided \u201cexclusively for international patients,\u201d the birthing firm posts its <a href=\"https:\/\/doctoresparati.com\/price-of-childbirth-in-usa\" target=\"_blank\" rel=\"noreferrer noopener\">package prices<\/a> \u201cin The USA for foreigners.\u201d Vaginal births cost $6,652. A caesarean birth is listed at $8,177, according to the <a href=\"https:\/\/doctoresparati.com\/?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>.<\/p>\n<p>In their <a href=\"https:\/\/oversight.house.gov\/wp-content\/uploads\/2026\/05\/Birth-Tourism-International-Maternity-Services.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> to Dr. Julio C\u00e9sar, Novoa Medical Director and owner of International Maternity Services, the lawmakers note that the firm also offers different pricing packages. And, like Doctores, it advertises a \u201cbroader suite of services, including logistics support, temporary housing assistance, and legal consultations, provided either directly or through affiliated third-party providers.\u201d <\/p>\n<p>Miami Medical Concierge Services, LLC, doing business as <a href=\"https:\/\/www.havemybabyinmiami.com\" target=\"_blank\" rel=\"noreferrer noopener\">Have My Baby in Miami<\/a>, explicitly markets its services to foreign expectant mothers. Its website declares that \u201cthe dream of having your child in the United States is closer to reality.\u201d The congressional letter was addressed to Dr. Wladimir Lorentz, Founder and Chief Medical Officer Miami Medical Concierge Services, LLC. <\/p>\n<p>Doctores Para Ti\u2019s <a href=\"https:\/\/doctoresparati.com\/birthright-citizenship-is-having-my-baby-in-the-united-states-legal\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> includes a frequently asked question: \u201cIs Having My Baby in the United States Legal?\u201d<\/p>\n<p>\u201cIn an increasingly interconnected world, parents are exploring international medical care options for childbirth. One avenue that has gained prominence in recent years is maternity-related medical tourism in the United States,\u201d the website notes. It goes on to discuss birthright citizenship, asserting that \u201ccurrent U.S. law\u201d grants citizenship at birth, \u201cregardless of their parents\u2019 citizenship.\u201d<\/p>\n<h2>\u2018The Consequences are Severe\u2019<\/h2>\n<p>Birth tourism has definitely \u201cgained prominence.\u201d According to the Center for Immigration Studies, there were about 70,000 births to temporary visitors in 2023. <\/p>\n<p>\u201cFurthermore, if we assume, based on past experience, that births equal about 2 percent of the total temporary visitor population each year, then there have been close to 500,000 births to temporary visitors over the past decade,\u201d the think tank <a href=\"https:\/\/cis.org\/Richwine\/Births-Illegal-Immigrants-and-LongTerm-Temporary-Visitors\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>. <\/p>\n<p>Birth tourism is a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/i-cannot-believe-i-gave-two-legs-for-my-tuition-afghan-vet-reacts-to-bidens-student-debt-cancellation-plan\/\" title=\"\u2018I Cannot Believe I Gave Two Legs For My Tuition\u2019: Afghan Vet Reacts To Biden\u2019s Student Debt Cancellation Plan\">multi-billion dollar business<\/a>, according to the <a href=\"https:\/\/www.fairus.org\" target=\"_blank\" rel=\"noreferrer noopener\">Federation for American Immigration Reform\u2019<\/a>s (FAIR) recent <a href=\"https:\/\/www.fairus.org\/press-releases\/citizenship-sale-fair-exposes-how-constitutional-loophole-fuels-multi-billion-dollar\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>, \u201cCitizenship for Sale: The Birth Tourism Industry Built on a Constitutional Loophole.\u201d<\/p>\n<p>\u201cThe consequences are severe: nearly 1.5 million U.S.-citizen children raised overseas with primary loyalty to the Chinese Communist Party, an explosion of chain migration, and more than $150 billion in annual net costs shifted onto American\u00a0taxpayers,\u201d FAIR asserts in a press release. <\/p>\n<p>While the Biden administration may have opened the floodgates to a wave of illegal immigration, the birth tourism industry got a big boost from Biden\u2019s former boss, President Barack Obama. A <a href=\"https:\/\/nypost.com\/2026\/05\/14\/us-news\/house-oversight-committee-launches-probe-of-four-birth-tourism-companies-in-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">New York Post investigation<\/a> found \u201c1,000 companies operating out of just one US territory in the Northern Mariana Islands\u201d where citizens of communist China had U.S. babies thanks to the Obama administration\u2019s 2009 visa-waiver program. <\/p>\n<p>\u201cBirth tourism has been a problem for the three decades that I\u2019ve been enforcing immigration law, especially from Russia and China, where hundreds of thousands of their nationals come to this country just to give birth,\u201d Border Czar Tom Homan <a href=\"https:\/\/www.youtube.com\/watch?v=WPqomd8JWE4&#038;t=288s\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> Fox News last month. \u201cSo we\u2019ve got hundreds of thousands of Chinese nationals and Russian nationals who have U.S. citizen children. And if that continues, that is a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/serious-concerns-gop-leaders-demand-answers-over-russians-illegally-crossing-americas-southern-border\/\" title=\"\u2018Serious Concerns\u2019: GOP Leaders Demand Answers Over Russians Illegally Crossing America\u2019s Southern Border\">significant national security threat<\/a>.\u201d<\/p>\n<h2>\u2018A Plane Ride Away\u2019<\/h2>\n<p>The U.S. Supreme Court earlier this year heard <a href=\"https:\/\/thefederalist.com\/2026\/04\/01\/if-scotus-upholds-birthright-citizenship-it-will-do-so-at-its-own-peril\/\" target=\"_blank\" rel=\"noreferrer noopener\">oral arguments<\/a> in <em>Trump v. Barbara<\/em>, a pivotal case in which the justices are expected to decide whether President Donald Trump\u2019s <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/protecting-the-meaning-and-value-of-american-citizenship\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a> significantly limiting birthright \u2014 or birthplace \u2014 citizenship will stand. Solicitor General John Sauer warned the justices that \u201c8 billion people are one plane ride away from having a child who\u2019s a U.S. citizen.\u201d <\/p>\n<p>Many of the justices seemed resistant to arguments that the <a href=\"https:\/\/constitution.congress.gov\/constitution\/amendment-14\/\" target=\"_blank\" rel=\"noreferrer noopener\">14th Amendment\u2019s First Section <\/a>was never meant to allow birth tourism and anchor babies from mothers whose first act in coming to America was breaking U.S. laws. <\/p>\n<p>Gill said he\u2019d like to see a constitutional amendment clarifying what birthplace citizenship actually means. In the meantime, the congressman said the committees want to get a better understanding of how the businesses operate so that they can tighten up the laws.\u00a0Sen. John Cornyn, R-Texas, recently <a href=\"https:\/\/www.youtube.com\/watch?v=VUubiZLmbEM\" target=\"_blank\" rel=\"noreferrer noopener\">introduced a bill <\/a>that would make birth tourism a deportable offense.<\/p>\n<p>\u201cWhat we don\u2019t want is to go after these four companies, and probably more, get justice there, get some criminal referrals, and then see more LLCs popping up that are engaged in the same practice,\u201d Gill said in the radio interview. \u201cWe want to tighten up our immigration laws in that sense as well.
