Paul\u2019s Issue About ... Adjustments For ...\">cross-sex hormones<\/a> and transgender surgeries included Medicaid billing fraud. The article says the dispute centers on providers allegedly billing insurance for procedures described in ways meant to look like legitimate treatment for sick children.<\/p>\n<p>Under the settlement, the hospital would fund a detransition-support clinic at no cost for five years, and the hospital would pay $10 million to the state. It also agrees to terminate and never hire certain doctors associated with the alleged harmful interventions,and to stop performing services described as \u201cgender-affirming\u201d procedures,which the article notes are already prohibited for minors in Texas. <\/p>\n<p>The hospital is quoted (via a statement that was later removed) as denying wrongdoing and characterizing the settlement as a response to political pressure. The settlement focuses on billing fraud, a <a href=\"https:\/\/www.city-journal.org\/article\/insurance-fraud-transgender-medicine\" target=\"_blank\" rel=\"noreferrer noopener\">much-discussed<\/a> aspect of transgender medical programs in which providers bill insurance for falsely described procedures that appear to represent real treatment for sick children.<\/p>\n<p>The terms of the settlement are extraordinary, starting with the hospital\u2019s commitment to open a detransition-support clinic for the growing number of young people who were given the false promise that they could change their sex or \u201cgender.\u201d Destransitioners, who decide to abandon transgender identity, often have surgical wounds and developmental harm from puberty blockers. \u201cFor the first five years,\u201d Paxton\u2019s announcement says, \u201call services provided through the Detransition Clinic will be funded by Texas Children\u2019s and be free of charge to patients.\u201d<\/p>\n<div id=\"fdrlst__b89e9-2312491244\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>The hospital will also pay $10 million to the state for \u201cbilling Texas Medicaid for unallowable and illegal \u2018gender-transition\u2019 interventions,\u201d while also agreeing\u00a0to \u201cfire, permanently and irrevocably terminate all existing privileges, and never again hire or credential five woke doctors who performed harmful medical interventions on Texans.\u201d<\/p>\n<p>The hospital also agrees never to perform falsely labeled \u201cgender-affirming\u201d services again, although those harmful medical procedures for children have already been <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/texas-gov-abbott-signs-bill-banning-gender-affirming-care-for-minors\" target=\"_blank\" rel=\"noreferrer noopener\">outlawed<\/a> in Texas.<\/p>\n<p>In a defiant <a href=\"https:\/\/www.texaschildrens.org\/content\/news-release\/media-statement\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a> to the news media that has since been taken down, Texas Children\u2019s Hospital denied any wrongdoing, depicting the settlement as a reaction to unfair political pressure: \u201cToday, we made the difficult decision to settle with the Texas Attorney General and the Department of Justice, closing a chapter that has been wrought with falsehoods and distractions.
