And it appears their 2028 presidential frontrunner is throwing her support behind the radical effort.<\/p>\n<p>On Wednesday, former Vice President Kamala Harris became the latest Democrat to seemingly advocate for \u201cexpanding\u201d the high court\u2019s number of justices as a means of toppling the court\u2019s conservative majority. While <a href=\"https:\/\/thegrio.com\/2026\/05\/14\/kamala-harris-win-with-black-women-supreme-reforms\/\" target=\"_blank\" rel=\"noreferrer noopener\">speaking<\/a> on a <a href=\"http:\/\/youtube.com\/live\/uSZv0Munt-A?si=vrfVC8DOjzXMu3Rt&#038;t=791\" target=\"_blank\" rel=\"noreferrer noopener\">call<\/a> with the group known as Win with Black Women, the California leftist <a href=\"https:\/\/x.com\/PatAdams96\/status\/2054923866758099369?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">suggested<\/a> her party should hold a \u201cno bad idea brainstorm\u201d in which participants consider implementing radical proposals such as court-packing and granting statehood to Puerto Rico and Washington, D.C. once Democrats retake power.<\/p>\n<div id=\"fdrlst__b89e9-2354133712\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>\u201cAnd in that no bad ideas brainstorm, we talk about what we need to do and think about doing around the Electoral College; we talk about the idea of Supreme Court reform, which includes expanding the Supreme Court,\u201d Harris said. \u201cLet\u2019s talk about statehood for Puerto Rico and D.C. These are the things I think that we\u2019ve gotta do. We\u2019ve got to neutralize these red states from cheating, including blue states expanding their maps.\u201d<\/p>\n<p>\u201cLook, we gotta fight fire with fire. These folks are playing to win. Callais<\/em> decision, in which the high court <a href=\"https:\/\/thefederalist.com\/2026\/04\/29\/supreme-court-smacks-down-rampant-race-based-gerrymandering\/\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a> that Louisiana\u2019s creation of a second <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/as-republican-julia-letlow-is-sworn-in-the-democrats-margin-in-the-house-shrinks-to-just-2-votes\/\" title=\"As Republican Julia Letlow Is Sworn In, The Democrats\u2019 Margin In The House Shrinks To Just 2 Votes\">majority-black district<\/a> to be an \u201cunconstitutional racial gerrymander.\u201d The ruling also neutralized states\u2019 ability to use race in redistricting \u2014 a policy long supported by Democrats as a way of netting them seats to which they were not otherwise entitled.<\/p>\n<p>Harris claimed that, by upholding a colorblind Constitution, the court\u2019s <em>Callais<\/em> majority is \u201cbackdooring racism behind politics to get to this decision and to justify then what is happening in particular right now in all the southern states.\u201d She further argued that \u201cthis is obviously a time for us to fight.\u201d<\/p>\n<p>Harris is one of <a href=\"https:\/\/thefederalist.com\/2026\/05\/01\/dems-revive-court-packing-threats-after-being-told-they-cant-do-racist-gerrymandering\/\" target=\"_blank\" rel=\"noreferrer noopener\">many<\/a> <a href=\"https:\/\/thefederalist.com\/2026\/05\/12\/any-vote-for-democrats-is-now-a-vote-for-their-plan-to-overthrow-scotus\/\" target=\"_blank\" rel=\"noreferrer noopener\">Democrats<\/a> to suggest expanding the Supreme Court since <em>Callais<\/em>\u2018 release. <\/p>\n<p><strong>[READ:[READ:<a href=\"https:\/\/thefederalist.com\/2026\/05\/12\/any-vote-for-democrats-is-now-a-vote-for-their-plan-to-overthrow-scotus\/\" target=\"_blank\" rel=\"noreferrer noopener\">Any Vote For Democrats Is Now A Vote For Their Plan To Overthrow SCOTUS<\/a>]<\/strong><\/p>\n<p>While not officially declared, Harris has not ruled out another run at the White House in 2028. The failed 2024 Democrat presidential nominee is largely seen as the prospective frontrunner in the race, according to <a href=\"https:\/\/www.realclearpolling.com\/polls\/president\/democratic-primary\/2028\/national\" target=\"_blank\" rel=\"noreferrer noopener\">RealClearPolling<\/a>. <\/p>\n<p>Wednesday\u2019s discussion is arguably the most direct example of Harris embracing court-packing. The California native notably played coy when pressed on the issue throughout her prior presidential campaigns.<\/p>\n<p>During the 2020 Democrat primary, Harris would not rule out packing SCOTUS if elected president, <a href=\"https:\/\/www.politico.com\/story\/2019\/03\/18\/2020-democrats-supreme-court-1223625\" target=\"_blank\" rel=\"noreferrer noopener\">telling<\/a> Politico that America is \u201con the verge of a crisis of confidence in the Supreme Court,\u201d and that, \u201cWe have to take this challenge head on, and <em>everything is on the table to do that<\/em>\u201d (emphasis added). She separately <a href=\"https:\/\/archive.md\/kertf#selection-1553.200-1553.225\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> she\u2019s \u201copen\u201d to adding as many as four new justices when asked about the idea during a 2019 campaign event. <\/p>\n<p>Harris\u2019 2024 campaign site included a section claiming that \u201cshe supports \u2018common-sense Supreme Court reforms,&#8217;\u201d as The Federalist previously <a href=\"https:\/\/thefederalist.com\/2024\/09\/10\/26-questions-americans-deserve-to-have-kamala-harris-answer-during-the-presidential-debate\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>. While the then-vice president <a href=\"https:\/\/www.foxnews.com\/politics\/biden-calls-supreme-court-term-limits-code-conduct-limits-presidential-immunity\" target=\"_blank\" rel=\"noreferrer noopener\">backed<\/a> President Biden\u2019s <a href=\"https:\/\/thefederalist.com\/2024\/08\/09\/court-packing-is-just-one-more-way-democrats-would-turn-america-into-venezuela\/\" target=\"_blank\" rel=\"noreferrer noopener\">calls<\/a> to impose term limits and a code of conduct on justices, she <a href=\"https:\/\/www.foxnews.com\/video\/6363706009112\" target=\"_blank\" rel=\"noreferrer noopener\">dodged<\/a> a question about whether she supports packing the Supreme Court during a CNN town hall later that year. <\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
