Albanese\u2019s family challenged the decision, arguing it caused serious, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gov-greg-abbott-texas-must-fight-federal-overreach-biden-showing-extreme-hostility-to-state\/\" title=\"Gov. Greg Abbott: Texas Must Fight \u2018Federal Overreach\u2019; Biden Showing \u2018Extreme Hostility\u2019 To State\">irreparable harm<\/a>.  <\/p>\n<p>judge Richard J.Leon granted a preliminary injunction, reasoning that Albanese\u2019s recommendations are non-binding opinions and that the family had enough substantial ties to the U.S. to recieve First Amendment protections. He also found the sanctions could lead to concrete harms affecting Albanese and her family-such as property and travel-related issues.  <\/p>\n<p>Albanese welcomed the ruling, while indicating that broader issues-like sanctions affecting ICC judges and Palestinian NGOs-remain unresolved.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<article class=\"fn-body\">\n<p>A federal judge in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/washington-dc\/\" type=\"post_tag\" id=\"260\">Washington, D.C.<\/a>, has ordered that the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/trump-administration\/\" type=\"post_tag\" id=\"339\">Trump administration<\/a> cannot penalize U.N. official <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/foreign-policy\/3466858\/us-sanctions-un-palestinian-rapporteur-francesca-albanese\/\">Francesca Albanese<\/a>, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/united-nations\/\" type=\"post_tag\" id=\"110\">United Nations<\/a> special rapporteur on the Palestinian territories, who has accused <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/israel\/\" type=\"post_tag\" id=\"219\">Israel<\/a> of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/war-crimes\/\" type=\"post_tag\" id=\"890\">war crimes<\/a> and human rights abuses in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/gaza\/\" type=\"post_tag\" id=\"217\">Gaza<\/a>.<\/p>\n<p>In July 2025, Secretary of State <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/marco-rubio\/\" type=\"post_tag\" id=\"51\">Marco Rubio<\/a> and the Treasury Department announced that the United States would be imposing sanctions on Albanese. U.S. District Judge Richard J. Leon, appointed by President George W. Bush, ordered that Trump administration officials could not impose the sanctions on the U.N. official.<\/p>\n<p>\u201cAlbanese has done nothing more than speak!\u201d Leon wrote in his <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.dcd.289767\/gov.uscourts.dcd.289767.48.0.pdf\">opinion<\/a>. \u201cIt is undisputed that her recommendations have no binding effect on the ICC\u2019s actions \u2013 they are nothing more than her opinion.\u201d<\/p>\n<p>Leon determined that Albanese, an <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/italy\/\" type=\"post_tag\" id=\"636\">Italian<\/a> citizen, had enough substantial ties to the U.S. \u2014 considering the facts that she lived and worked here for several years, her daughter was born in the U.S., she owns a home in D.C., and she often travels to the country for her work \u2014 to conclude that she is granted First Amendment rights.<\/p>\n<p>Leon opined that the sanctions had caused sufficient \u201cirreparable harm\u201d to Albanese, her husband, and her daughter, an American citizen, to warrant a preliminary injunction to halt their imposition.
