Tim Walz\u2019s administration let fraud persist by shielding Somali fraudsters from tougher state regulatory action out of concern for cultural sensitivity. The report also claims that investigators faced retaliation and were discouraged from pursuing leads-sometimes being accused of racist or xenophobic conduct-creating a climate of fear.<\/p>\n<p>The committee says whistleblowers who reported suspicious billing were ignored, demoted, or retaliated against, and that auditors documenting irregular childcare payments connected to Somali-owned daycare providers were labeled \u201cracist\u201d or \u201cxenophobic.\u201d It further claims that after fraud was identified in the Minnesota Department of Human Services (DHS), DHS leadership undermined the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-aims-to-boost-border-securitys-criminal-unit-amid-surge-in-illegal-immigration\/\" title=\"Congress Aims To Boost Border Security\u2019s Criminal ... The oversight panel contends the initiatives damaged morale and diverted time from fraud enforcement through constant meetings and additional assignments.<\/p>\n<p>In a separate thread noted in the article, the report describes how some groups tied to a broader Medicaid and school-nutrition fraud scheme defended themselves by portraying scrutiny as racism, xenophobia, or Islamophobia. It recounts that Feeding Our Future consultants allegedly told Minnesota\u2019s attorney general that donations to sympathetic officials could help protect \u201ccommunities of color,\u201d and it also notes that the nonprofit sued a state agency for delays it argued were racially discriminatory. href=\"https:\/\/www.house.mn.gov\/comm\/docs\/PBkehwf-FEOo19Pitj0Z8A.pdf\">report<\/a> on \u201cWaste, Fraud, and Abuse in Minnesota,\u201d adopted Wednesday, when government employees flagged suspicious billing patterns to their supervisors, officials in the Walz administration ignored, demoted, and retaliated against the whistleblowers, at times accusing them of being committed by Somali immigrants who were caught operating fake home healthcare agencies, daycares, autism treatment centers, and food pantries that fraudulently billed Minnesota\u2019s public assistance programs for services purportedly performed.<\/p>\n<div class=\"article-paywall\">\n<p>\u201cThis is an important fact because failure to admit [that] this was largely an issue in the Somali community was one of the reasons it was allowed to continue,\u201d the GOP-majority Minnesota House Fraud Prevention and State Agency Oversight Policy Committee wrote. \u201cWhistleblowers were afraid to speak up for fear of being called \u2018racist\u2019 or \u2018<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/Islamism\/\">Islamophobic<\/a>.\u2019\u201d<\/p>\n<p>The legislative body, for instance, found that auditors were labeled \u201cracist or xenophobic\u201d when they brought attention to irregular childcare payments submitted by Somali-owned daycare providers.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4379153\/walz-received-10k-from-donors-tied-somali-run-care-centers\/\"><strong>WALZ RECEIVED $10,000 FROM DONORS TIED TO SOMALI-RUN DAYCARE CENTERS<\/strong><\/a><\/p>\n<p>Minnesota state Rep. Kristin Robbins, the committee\u2019s Republican chairwoman, said in an interview with the <em>Washington Examiner<\/em> following the report\u2019s release that these racially charged workplace allegations created a culture of fear that hindered fraud investigations. Whistleblowers told the committee that they were reluctant to follow up on reports of fraud, fearing retaliation or being branded as a bigot.<\/p>\n<p>\u201cEither they then didn\u2019t pursue the claim because they were told, \u2018Oh, you\u2019ll be racist and it\u2019s going to hurt your personnel file,\u2019 or they didn\u2019t want the social pressure of being considered a racist,\u201d Robbins recalled. \u201cIt would ruin their career if they tried to get a different job and were known as a racist.\u201d<\/p>\n<p>According to Wednesday\u2019s committee report, after rampant fraud was <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.house.mn.gov\/comm\/docs\/WXQt6tNptkyD501Hoz8FLA.pdf\">found<\/a> within the Minnesota Department of Human Services, department leadership worked to \u201cundermine\u201d DHS\u2019s criminal investigations unit, including by implementing a so-called Continuous Improvement Program that required the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/vance-accuses-media-of-trying-to-drive-a-wedge-between-trump-and-him-on-iran\/\" title=\"Vance accuses media of trying to &#039;drive a wedge&#039; between Trump and him on Iran\">fraud-fighting task force<\/a> to complete cultural sensitivity training.<\/p>\n<p>The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/four-year-old-navy-seems-to-be-the-only-biden-not-gobbling-up-foreign-cash\/\" title=\"Navy, the only Biden not accepting foreign money at four years old.\">oversight committee found<\/a> that this diversity, equity, and inclusion initiative, which the fraud prevention panel concluded was a form of corrective action for \u201cthinly veiled accusations of racism against the unit,\u201d led to DHS staff \u201ccontinuously demeaning\u201d members of its investigative unit.<\/p>\n<p>Furthermore, per the committee\u2019s findings, the mandatory DEI training inundated the department\u2019s criminal investigations wing with group meetings, assignments, and other onerous tasks that took time away from actual fraud investigations.<\/p>\n<p>Robbins told the <em>Washington Examiner<\/em> that it was only when some officials were willing to hold fraudsters accountable, regardless of race, that Minnesota started seeing regulatory reform.<\/p>\n<p>\u201cLook, fraud is fraud. It doesn\u2019t matter who\u2019s committing it,\u201d Robbins said. \u201cIt\u2019s a crime. But yes, the majority of the fraud was happening in the Somali community.\u201d<\/p>\n<p>She mentioned, however, that some of her committee\u2019s most compelling whistleblowers are of Somali descent but were afraid to testify due to reputational risk in their own community.<\/p>\n<p>\u201cSo it\u2019s not that every person in the Somali community is committing fraud,\u201d Robbins said. \u201cIt\u2019s that there\u2019s a web of fraudsters in the Somali community, and people were afraid to call it out.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4399944\/how-minnesota-somali-fraud-industrial-complex-stolen-millions-medicaid\/\"><strong>HOW MINNESOTA\u2019S SOMALI FRAUD INDUSTRIAL COMPLEX HAS STOLEN MILLIONS FROM MEDICAID<\/strong><\/a><\/p>\n<p>\u201cWe need to get to the truth, and we can\u2019t be afraid to say the truth,\u201d Robbins said. \u201cAnd the truth is that, yes, at this point in our investigation, most of the fraud has been found in the Somali community.\u201d<\/p>\n<p>The fraudsters themselves claimed to be victims of racism as a common line of attack to fend off inquiries from oversight officials and suppress fraud reports.<\/p>\n<p>At <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4541758\/how-minnesota-attorney-general-keith-ellison-is-embroiled-in-the-feeding-our-future-scandal\/\">a private meeting<\/a> with Minnesota Attorney General Keith Ellison (D) in 2021, operatives of Feeding Our Future, a Minnesota nonprofit organization that ran a $250 million fraud ring involving dozens of Somali-owned catering companies, similarly blamed heightened scrutiny of its operations on \u201cracist, xenophobic, and Islamophobic\u201d attitudes in the state government.<\/p>\n<p>Consultants with Feeding Our Future suggested to Ellison, the state\u2019s chief civil regulator, that they would donate to officeholders who would shield \u201ccommunities of color\u201d in the business sector and create an economic atmosphere \u201cthat\u2019s fair and equal, not one where we are targeted arbitrarily and preciously by different departments because of the origin of our nation and our religion.\u201d<\/p>\n<p>Ellison agreed that state agencies were discriminating against East African business owners on the basis of race and religion, noting that a warning from the attorney general\u2019s office \u201cis sometimes enough to make people knock it off.\u201d<\/p>\n<p>Feeding Our Future also sued the state\u2019s Department of Education on racial discrimination grounds for not approving new food distribution site applications as quickly as its operators wanted.<\/p>\n<p>The nonprofit group oversaw a network of food distributors, many of them fraudulent, that stole school nutrition funds by claiming reimbursement for meals supposedly served.
