The effort could cost hundreds of millions of dollars over the next two years.<\/p>\n<p>Democrats\u2019 plans face an uphill battle. In Maryland, the state Senate <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4528352\/maryland-redistricting-push-dies-democrats-refus-touch-political-hot-potato\/\">already refused<\/a> in April to advance an effort to redraw the state\u2019s maps, despite holding support from Gov. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/wes-moore\/\" type=\"post_tag\" id=\"3000\">Wes Moore <\/a>(D-MD). This followed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4554145\/hakeem-jeffries-eyes-redistricting-again-new-york-florida-map\/\">a Supreme Court ruling<\/a> that squashed a Democratic effort in New York to redraw last year, even as Jeffries continues the redistricting campaign in his home state.<\/p>\n<p>In Illinois, the state\u2019s laws allowing for race-based districting came under fire just last week. Former state Rep. Jeanne Ives filed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/publicinterestlegal.org\/wp-content\/uploads\/2026\/05\/1-Ives-v.-Pritzker-Complaint.pdf\">a lawsuit <\/a>challenging the Illinois Voting Rights Act of 2011 on Friday, in light of the Supreme Court\u2019s recent <em>Louisiana v. Callais<\/em> ruling, which established that states should be given more freedom to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/texas-democrats-plan-return-home-after-staging-out-of-state-rebellion-against-redistricting-efforts-washington-examiner\/\" title=\"Texas ... plan return home after staging out-of-state rebellion against ... efforts - ... Examiner\">draw political maps<\/a> without prioritizing racial outcomes. The States Project <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2026\/05\/09\/us\/politics\/redistricting-midterms.html\">told<\/a> the <em>New York Times<\/em> earlier this month that it is also targeting Wisconsin, Minnesota, Nebraska, and Pennsylvania, where the organization hopes gains in state legislatures could protect or add as many as nine Democratic congressional seats for the 2028 cycle.<\/p>\n<p>Washington has long relied on an independent redistricting commission to draw district lines.
