(Courtesy of Jason Snead)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>Even without the SAVE America Act, Republicans and conservative legal groups have increasingly shifted toward a decentralized strategy focused on state-level policymaking and litigation \u2014 with all signs showing that it is working.<\/p>\n<p>\u201cWhat changed after 2020 is that election integrity became essentially a plank in the Republican platform,\u201d Honest Elections Project Executive Director <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/4418402\/election-lawsuits-poised-ramp-up-after-supreme-court-ruling\/\">Jason Snead<\/a> told the <em>Washington Examiner<\/em>.<\/p>\n<p>In the six years since Snead\u2019s group was founded, he has increasingly leaned on coordination with Republican lawmakers, secretaries of state, and legal teams across the country to cement into law policies that Snead touts as \u201cmaking it easier to vote, but harder to cheat,\u201d in addition to efforts to reduce foreign influence on U.S. elections.<\/p>\n<p>\u201cWe\u2019ve really focused on the states because that\u2019s where the Constitution puts primary authority over elections,\u201d Snead said.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-gop-state-legislatures-mark-the-center-of-election-security-efforts\">GOP state legislatures mark the center of election security efforts<\/h2>\n<p>That approach has produced a broad policy push across Republican-led states in recent years. According to the HEP, at least nine states have enacted bans on foreign funding in ballot measure campaigns over the past two years, while 17 states have passed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/ranked-choice-voting\/\">ranked choice voting<\/a> bans.<\/p>\n<p>More importantly, the HEP has also supported policies that are now cornerstones of Trump\u2019s voting policy agenda, such as proof-of-citizenship bills, voter ID laws, voter-roll maintenance measures, and legislation requiring ballots to be received by Election Day in order to be counted.<\/p>\n<p>What matters for the GOP is that, for now, the public increasingly sees a portion of Trump-backed election integrity measures <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.politico.com\/news\/2026\/05\/07\/poll-trump-save-america-act-voters-uncertain-00908224\">as beneficial for restoring confidence<\/a> in elections after the turmoil and distrust surrounding the 2020 election cycle. Democrats, meanwhile, maintain that the policy direction from Republicans is instead geared toward making voting harder and narrowing the electorate.<\/p>\n<p>One of the common criticisms of the SAVE America Act is the notion that states should be free to conduct their own elections, while the legislation would impose rules for elections from the federal level. For Republican-led states, that is where Snead comes in.<\/p>\n<p>A pillar example of his work is in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/wyoming\/\">Wyoming<\/a>, where Secretary of State Chuck Gray, a Republican, has adjusted his state\u2019s policies into what he described as a \u201cmodel on election integrity across the United States.\u201d<\/p>\n<figure class=\"wp-block-image size-full\"><figcaption class=\"wp-element-caption\">Republican presidential nominee Donald Trump poses for a photo with Wyoming Secretary of State candidate Chuck Gray before he speaks at a campaign rally at the Gaylord Rockies Resort &#038; Convention Center, Friday, Oct. 11, 2024, in Aurora, Colorado. (AP Photo\/Alex Brandon)<\/figcaption><\/figure>\n<p>Gray, who is running for Wyoming\u2019s at-large House district, has championed an array of election law changes during his tenure, many of which Snead\u2019s group has helped promote.<\/p>\n<p>\u201cHonest Elections Project has done a lot of great work in Wyoming and across the nation in advocating for these <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/stacey-abrams-comes-mighty-close-to-making-invasion-of-ukraine-about-voter-id\/\" title=\"Stacey Abrams Comes Mighty Close To Making Invasion Of Ukraine About ...\">common-sense election integrity measures<\/a>,\u201d Gray said, citing the group\u2019s work on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wisconsin-voters-approve-gop-backed-amendment-to-ban-private-funding-for-elections\/\" title=\"Wisconsin ...s pass ...-supported amendment banning private election funding\">banning private election funding<\/a>, foreign funding of ballot measures, and ranked choice voting.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/ohio\/\">Ohio<\/a> is another state that has emerged as a groundswell for election integrity laws, many of which mirror Wyoming\u2019s. State Sen. Theresa Gavarone, a Republican, told the <em>Washington Examiner<\/em> that many of the state\u2019s reforms initially faced fierce backlash before becoming normalized once implemented.<\/p>\n<p>\u201cPeople were saying it was racist, people were calling me all sorts of names,\u201d Gavarone said of Ohio\u2019s voter ID law, which took effect in April 2023. \u201cWe\u2019ve run a few elections now, and I really haven\u2019t heard any complaints about it since.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-gop-turns-to-courts-as-save-america-act-flounders\">GOP turns to courts as SAVE America Act flounders<\/h2>\n<p>Not every state in this national legal fight has the same perks for the GOP like Wyoming, where a like-minded secretary of state is much more open to election security policies.<\/p>\n<p>That blind spot is where the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/republican-national-committee\/\">Republican National Committee<\/a> has tuned its attention, taking on more than 100 election-related lawsuits in 30 states to shore up any gains it can make in courts before November, encompassing policies such as voter ID laws, noncitizen voting, election administration, and mail ballot rules.<\/p>\n<p>One RNC official <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/4500051\/rnc-court-battles-election-integrity-voter-id\/\">told the <em>Washington Examiner<\/em> in March<\/a> that the party is increasingly trying to accomplish through litigation what Republicans cannot currently achieve through Congress.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">The Republican National Committee logo is shown on the stage at the North Charleston Coliseum, Jan. 13, 2016, in North Charleston, South Carolina.  (AP Photo\/Rainier Ehrhardt)<\/figcaption><\/figure>\n<p>\u201cWe are doing through a judicial, piecemeal approach, which is what\u2019s available to us, what the SAVE Act is trying to do through legislation,\u201d the official said.<\/p>\n<p>The RNC\u2019s broader legal focus already includes several links to the Supreme Court\u2019s consequential 2025-26 term.<\/p>\n<p>Earlier this year, the RNC argued <em><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/4500633\/alito-concerned-late-ballots-undermine-confidence-elections\/\">Watson v. Republican National Committee<\/a><\/em>  before the high court, asking the justices to strike down Mississippi\u2019s law allowing mailed ballots to be counted if they arrive up to five days after Election Day, so long as they are postmarked on time. The justices have yet to issue a ruling, but one that favors the RNC would have a cascading effect in other battleground states with extended ballot deadlines, including in Pennsylvania.<\/p>\n<p>The RNC is also asking the Supreme Court to intervene in battleground states where officials are not aligned with Republican-backed election policies, seeking the justices to take up disputes over Pennsylvania\u2019s undated <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/4455914\/supreme-court-urged-weigh-in-pennsylvanias-mail-ballot-dating-law\/\">mail-in ballot requirements<\/a> and Arizona\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2022\/03\/2026-02-19-RNCs-petition-for-writ-of-certiorari-.pdf\">proof-of-citizenship<\/a> voter registration laws.<\/p>\n<p>Shawna Bolick, an <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/arizona\/\">Arizona<\/a> Republican who has worked on election legislation since 2020, told the <em>Washington Examiner<\/em> that Democrats in the state have resisted efforts to tighten safeguards. <\/p>\n<p>\u201cYou would think that they would want to make sure only U.S. citizens were voting, but unfortunately, they don\u2019t really support that,\u201d she told the <em>Washington Examiner<\/em>.<\/p>\n<p>RNC Chairman Joe Gruters previously told the <em>Washington Examiner<\/em> that Pennsylvania\u2019s date requirement is \u201ca simple, common-sense safeguard that protects the integrity of the state\u2019s elections.\u201d<\/p>\n<p>\u201cCounting ballots that are missing basic requirements like a date violates Pennsylvania law and undermines confidence in elections,\u201d Gruters said.<\/p>\n<p>The RNC\u2019s Supreme Court petition leans heavily on arguments advanced by Judge <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/3485797\/senate-confirms-emil-bove-appeals-court-judge-whistleblower-objections\/\">Emil Bove<\/a> of the U.S. Court of Appeals for the 3rd Circuit, a recent Trump nominee who wrote that the requirement imposes what can only be described as a trivial burden on voters.<\/p>\n<p>\u201cFor a voter with a functioning pen, sufficient ink, and average hand dexterity, this should take less than five seconds,\u201d Bove wrote <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2022\/11\/156-2025-10-24-Sur-petition-for-rehearing.pdf\">in a dissenting opinion<\/a> supporting reconsideration of the case.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-supreme-court-reshapes-redistricting-fight\">Supreme Court reshapes redistricting fight<\/h2>\n<p>Republicans also received a major boost from the Supreme Court\u2019s\u00a0April 29\u00a0ruling in <em><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/4410470\/supreme-court-strikes-down-race-based-redistricting-map-in-louisiana\/\">Louisiana v. Callais<\/a><\/em>, one of the most consequential election law decisions in years.<\/p>\n<p>The 6-3 ruling significantly narrowed how Section 2 of the Voting Rights Act can be used to challenge congressional maps and dealt a major blow to race-based redistricting requirements that have shaped map drawing for decades, particularly in the South.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">The U.S. Supreme Court is seen in Washington, Friday, April 3, 2026. (AP Photo\/Rahmat Gul)<\/figcaption><\/figure>\n<p>While the high court did not completely dismantle the legal standard long used to challenge maps under the Voting Rights Act, the ruling made those cases significantly harder to win for challengers going forward.<\/p>\n<p>The decision has emboldened Republicans to pursue map revisions in several states where the Voting Rights Act previously mandated the creation of majority-minority districts.<\/p>\n<p>At least four southern states with Republican majorities are moving to redraw their congressional maps in the wake of the landmark high court ruling, with action already underway in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/tennessee\/\">Tennessee<\/a>, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/louisiana\/\">Louisiana<\/a>, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/alabama\/\">Alabama<\/a>, and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/florida\/\" type=\"post_tag\" id=\"159\">Florida<\/a>, where GOP leaders there say the decision runs up against prior race-based districting mandates.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/south-carolina\/\" type=\"post_tag\" id=\"524\">South Carolina<\/a> Republicans also explored a redraw effort, though the state Senate declined this week to advance the proposal.<\/p>\n<p>The most seismic development from <em>Callais <\/em>took place on Monday, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/4563621\/supreme-court-clears-way-alabama-map-redraw\/\">when the Supreme Court allowed Alabama<\/a> to begin the process of redistricting without an additional majority-minority district, after it was forced to include a second following a dispute surrounding its 2023 map.<\/p>\n<p>Alabama presently has a 5-2 Republican majority in Congress, which, prior to litigation over the 2023 map, had a 6-1 GOP-friendly split with a minority-favored district covering Birmingham.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-virginia-ruling-halts-democratic-map-push\">Virginia ruling halts Democratic map push<\/h2>\n<p>Republicans also scored a major victory last week in Virginia, in a massive blow to Democrats, who had hoped to net up to four seats with the redistricting referendum that narrowly passed on April 21.<\/p>\n<p>The Supreme Court of Virginia <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4551658\/virginia-supreme-court-blocks-redistricting-referendum\/\">invalidated<\/a> the referendum that would have authorized new congressional maps heavily favoring Democrats, ruling that lawmakers failed to comply with the constitutional amendment process required under the state constitution.<\/p>\n<p>The map that was favored by Democrats could have shifted Virginia\u2019s current 6-5 congressional split toward a 10-1 Democratic advantage.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Gov.
