The court\u2019s decision preserves the seats of five Republican incumbents-Rob Wittman, John McGuire, Jen Kiggans, and Ben Cline-while only Morgan Griffith\u2019s district was already considered safely Republican.<\/p>\n<p>President Donald Trump praised the ruling, and Republican leaders argued the referendum was unconstitutional and that democrats used deadlines, procedures, and messaging that misled voters. Democrats called the decision a serious setback and suggested it would entrench elite control rather than voter choice. Rob Wittman (R-VA), John McGuire (R-VA), Jen Kiggans (R-VA), and Ben Cline (R-VA). Only Rep. Morgan Griffith\u2019s (R-VA) seat, in heavily Republican southwest Virginia, was still rated as safely Republican under the map.<\/p>\n<p>McGuire called the referendum an \u201cunconstitutional power grab on the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/democratic-party\/\" type=\"post_tag\" id=\"288\">Democrat Party<\/a> side\u201d during an interview with the <em>Washington Examiner.<\/em><\/p>\n<p>\u201cI\u2019m really thankful to the Supreme Court for upholding our Constitution,\u201d McGuire said. \u201cA lot of people were talking about running from this district and that district. I\u2019ve never wavered in saying that this is unconstitutional.\u201d<\/p>\n<p>Wittman similarly said the map was unconstitutional and was \u201crightly rejected\u201d by the court.<\/p>\n<p>\u201cThe court has made clear that you cannot cut corners on the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/constitution\/\" type=\"post_tag\" id=\"424\">Constitution<\/a>, ignore required procedures, and mislead voters to force through changes of this magnitude,\u201d he said.<\/p>\n<p>Griffith and Cline both said in statements that the Virginia Supreme Court decided correctly, with Cline stating it was \u201calways going to end up this way.\u201d<\/p>\n<p>\u201cDemocrats broke laws that they helped write in the first place, blew through deadlines, wrote a biased and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/virginia-gop-donors-didnt-think-we-could-stop-gerrymandering-until-it-was-too-late\/\" title=\"VA GOP: Donors Didn&#039;t Think We Could Stop Gerrymander In Time\">misleading ballot question<\/a>, and lied to the voters in all of their advertising to support the referendum,\u201d Cline said. \u201cThis is a great day for fair elections and the rule of law, and it\u2019s a great day for the Commonwealth of Virginia.<\/p>\n<p>National Republicans quickly celebrated the decision, with National Republican Congressional Committee Chairman Richard Hudson (R-NC) saying that \u201cVirginia Democrats\u2019 corrupt scheme to rig the map has been crushed in court, restoring fairness and protecting the future of the Commonwealth.\u201d<\/p>\n<p>\u201cThe NRCC was proud to lead and fund this fight to uphold the Virginia Constitution and protect fair representation, and this win is yet another sign Republicans have the momentum heading into November,\u201d Hudson said. \u201cWe\u2019re on offense, and we\u2019re going to win.\u201d<\/p>\n<p>The ruling is a huge loss for Democrats, who <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2026\/04\/21\/us\/elections\/virginia-referendum-dark-money.html\">raised over $60 million<\/a> on the effort and expended political capital to get it across the finish line. <\/p>\n<p>Meanwhile, Democratic Congressional Campaign Committee Chairwoman Suzan DelBene (D-WA) described the ruling as a \u201csetback that sends a terrible message to Americans\u00a0\u2014 the powerful and elite will do everything they can to silence you.\u201d<\/p>\n<p>\u201cHouse Democrats will not let this happen,\u201d she continued. \u201cOur democracy was founded on the belief that the people have the final say. In November, they will, and they\u2019ll power Democrats to the House majority.\u201d<\/p>\n<p>Speaker of the Virginia House of Delegates Don Scott, a Democrat, said in a statement that states Democrats \u201crespect the decision.\u201d<\/p>\n<p>\u201cThat truth doesn\u2019t change because of a court ruling,\u201d Scott said. \u201cThis was always about more than one election \u2014 it was about whether the voices of the people matter.
