In his first sit-down interview since than, CBP Commissioner Rodney Scott acknowledged \u201cmissteps\u201d in how CBP handled the Minneapolis shooting and communicated with the public.  <\/p>\n<p>Scott said CBP adjusted its approach by deploying personnel in a more contained, less visible way and learning that longer stays in heavily protesting cities increased chaos, requiring surges to protect arrest teams.He argued the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >current strategy reduces local resistance<\/a> by using more targeted enforcement and coordinating with state and local authorities when possible.  <\/p>\n<p>The article also describes an internal debate in the Trump governance over weather enforcement should prioritize the \u201cworst of the worst\u201d criminals or maximize arrests, including noncriminals. I think we\u2019re learning from those, and we\u2019re pressing on,\u201d said Scott, who sat back with hands grasping the arms of a club chair in his Washington office.<\/p>\n<p>\u201cThe more you communicate up front and tell people what you\u2019re doing, why you\u2019re doing it, how it helps them, we\u2019re better off,\u201d Scott said. \u201cBut as just government in general, we have a tendency to get behind the curve and do it, the mission first, and then explain it afterwards.\u201d<\/p>\n<p>CBP has taken on a far more subdued profile since January, when <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4503012\/trump-administration-locks-out-greg-bovino-from-all-social-media-accounts\/\">Gregory Bovino<\/a>, a Border Patrol regional chief at the helm of the flashy and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/knight-in-shining-armor-mullin-begins-to-right-noems-wrongs-at-dhs\/\" title=\"&#039;Knight in shining armor&#039; Mullin begins to right ...&#039;s wrongs at DHS\">aggressive enforcement campaign<\/a>, was pushed out, and not long after, Trump <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4482026\/trump-ousts-kristi-noem-department-homeland-security-chief-markwayne-mullin-take-place\/\">relieved<\/a> then-Homeland Security Secretary Kristi Noem of her job. The two had become the face and voice of the operation despite Scott\u2019s position atop CBP.<\/p>\n<p>Since January, CBP has not abandoned ICE but has continued in its partnership at a much quieter, contained rate, steering clear of creating unnecessary problems for itself.<\/p>\n<p>The national chief of the Border Patrol, which makes up less than one-third of CBP employees, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/crime\/3852124\/border-patrol-agents-to-arrest-illegal-immigrants-biden-released\/\">told<\/a> the <em>Washington Examiner <\/em>last October that its agents were deployed across 27 cities assisting ICE. Scott and CBP did not provide an updated count of how many cities across the interior of the country CBP personnel were helping ICE in as of April.<\/p>\n<p>\u201cSupporting ICE, that has not changed,\u201d Scott said. \u201cThe numbers have fluctuated, but we still, we\u2019re still doing that, and we will continue to do that. We do have agents [we are] sending in weeks and months at a time.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-how-cbp-is-deploying-now\">How CBP is deploying now<\/h2>\n<p>CBP is the nation\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/homeland-security-touts-electric-vehicles-while-border-crisis-rages\/\" title=\"Homeland Security Touts Electric Vehicles While Border Crisis Rages\">largest law enforcement agency<\/a> with more than 68,000 employees globally. Given the downturn in arrests of immigrants living in the U.S. without authorization at the U.S.-Mexico border in Trump\u2019s second term, CBP was able to send some personnel inside the country to help ICE \u2014 the agency responsible for arresting, detaining, and deporting immigrants determined to be unlawfully present.<\/p>\n<p>Since January, CBP has not publicized its deployments in news reports, agency press releases, or social media posts. The work that CBP did with ICE beginning last summer through January 2026 was largely publicized by Noem and Bovino, the since-retired Border Patrol chief of southeastern California, who led Border Patrol agents to Charlotte, North Carolina; Portland; Chicago; New Orleans; and Minneapolis.<\/p>\n<p>Noem and Bovino frequently posted fiery videos about immigration enforcement, antagonizing activists. Following the fatal shootings in Minneapolis, Trump <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/in_focus\/4457305\/tom-homan-becomes-trumps-de-facto-dhs-secretary-absolutely-saved-the-day\/\">sent<\/a> White House border czar Tom Homan to contain the situation and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4439836\/officials-ease-tensions-minneapolis-secretive-negotiations\/\">restructure<\/a> how federal agencies would handle immigration enforcement moving forward.<\/p>\n<p>One of the lessons learned was that the longer personnel stayed in one city, particularly progressive cities that opposed ICE, the more time it gave activists to organize and push back against immigration enforcement. Nowhere was this more evident than in Chicago and Minneapolis, where operations lagged after nearly two months in each city. The public pushback and clashes between federal police and residents grew with every week.<\/p>\n<p>\u201cChicago and Minneapolis, specifically, we had this massive protest movement that came out that literally doesn\u2019t want us to enforce the laws in the United States that were enacted by Congress,\u201d Scott said. \u201cThat got a lot of media attention, and that drew even more just chaos, if you will. So we had to surge in additional agents just to protect the teams that were going out and making the arrests.<\/p>\n<p>\u201cThe targeted enforcement that we\u2019re doing right now around the country \u2026 there\u2019s a lot less local backlash, and honestly, there\u2019s less manpower,\u201d Scott said.<\/p>\n<p>CBP has special response teams, mobile field force groups, Air and Marine Operations team, and the Border Patrol Tactical Unit on standby, ready to send in to assist if its agents and officers face major pushback in the cities they are deployed across.<\/p>\n<p>\u201cAs long as state and locals just do their own job and participate to the extent that they can and respond if we need something, I don\u2019t think we need that,\u201d Scott said. \u201cIn the places like Chicago and Minneapolis, where we had to do these big surges, we asked state and locals just to simply do their own job \u2014 when our agents started getting assaulted, we asked them to step in, and they refused. We haven\u2019t had that problem since Minneapolis.<\/p>\n<p>\u201cState and locals have been working with us to the extent that they can, and then when they don\u2019t, we engage in conversation very quickly,\u201d he said. In Minneapolis and Chicago, Bovino and Noem took the opposite approach, declining to speak with local and state officials. \u201cI\u2019m hoping that is the solution going forward. But I can\u2019t predict what politics will take place in any specific city.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-the-quantity-vs-quality-debate\">The quantity vs. quality debate<\/h2>\n<p>Senior Trump administration officials have fought internally over whether to focus on arresting the \u201cworst of the worst\u201d criminals in the country or on targeting as many immigrants living in the U.S. without authorization as possible. Trump has touted both approaches as the administration\u2019s focus.<\/p>\n<p>Noem and Bovino had gone after the numbers. White House Deputy chief of staff Stephen Miller had declared in a Fox News interview last May that the administration was looking to make 3,000 arrests per day.<\/p>\n<p>Meanwhile, White House border czar Tom Homan pushed for federal immigration authorities to go after the greatest public safety threats but not ignore noncriminals found during searches.<\/p>\n<p>Asked which was the path the Trump administration would take moving forward, Scott said the \u201cworst of the worst\u201d mattered greatly, but not at the cost of passing up immigrants living in the country without authorization who do not have criminal histories.<\/p>\n<p>\u201cThis is what I heard from the Trump administration when I came in, the entire time: focus on the highest threats,\u201d Scott said. \u201cMake sure that when you\u2019re deploying agents, you\u2019re doing it in the most effective way you can to make Americans safe.\u201d<\/p>\n<p>During the Biden administration, ICE was instructed to prioritize arresting those who were national security concerns and serious criminals.
