On Wednesday, attempts to bring the FISA renewal, farm bill, and reconciliation measure to the floor stalled twice, with eight Republicans voting \u201cno\u201d and Johnson personally working with opponents on the chamber floor to flip votes-highlighting frustration from members like Lauren Boebert (R-CO), who ultimately supported the measure after Johnson said the Senate woudl have changes first, likely forcing House-Senate conference talks.<\/p>\n<p>Other holdouts,including Zach Nunn (R-IA),also objected to how the farm bill negotiations were handled,particularly after leadership sent notice that votes would occur Wednesday night.That schedule shift angered rural Republicans and contributed to additional delays, including a prolonged hold-open on a border-enforcement budget vote. Johnson later helped defuse tensions by agreeing to a separate E-15 vote on May 13.<\/p>\n<p>By week\u2019s end, the House sent the farm bill to the Senate, moved a Department of Homeland Security reopening bill to the president, and passed a 45-day extension of FISA. Johnson said he has not \u201cbroken\u201d his word to anyone despite the intense emotions and narrow margins, and some critics acknowledged his overall success while frustration within the GOP has largely shifted toward the senate.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<article class=\"fn-body\">\n<p>Sometimes the legislative process is ugly, Speaker <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/mike-johnson\/\" type=\"post_tag\" id=\"7043\">Mike Johnson<\/a> (R-LA) conceded Thursday after a chaotic week in the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/house\/\" type=\"post_tag\" id=\"11272\">House<\/a> that saw several votes derailed due to GOP infighting but also several major wins for the Louisiana Republican.<\/p>\n<p>In a jam-packed legislative week, the House passed the reauthorization of Section 702 of the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"http:\/\/washingtonexaminer.com\/tag\/fisa\" type=\"link\" id=\"washingtonexaminer.com\/tag\/fisa\">Foreign Intelligence Surveillance\u00a0Act<\/a>, a party-line budget resolution, a Senate-passed funding deal, and the long-awaited farm bill.<\/p>\n<p>But those pieces of legislation did not pass through the House floor without conflict and controversy. Earlier this week, the House Rules Committee was twice forced to postpone a vote on a procedural motion bringing the bills to the floor as GOP leadership tried to strike a deal with rank-and-file members over the FISA reauthorization and farm bill disagreements.<\/p>\n<div class=\"article-paywall\">\n<p>Johnson told the <em>Washington Examiner<\/em> that the legislative process is often equated to \u201cmaking sausage.\u201d<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Speaker of the House Mike Johnson (R-LA) takes questions at a news conference following a closed-door GOP meeting, at the Capitol in Washington, Tuesday, April 21, 2026. Sometimes it\u2019s a long process.\u201d<\/p>\n<p>On Wednesday, the House floor was brought to a standstill twice, first on the procedural motion to bring to the floor FISA renewal, the farm bill, and the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/joe-bidens-not-done-increasing-inflation-with-debt-fueled-federal-spending\/\" title=\"Joe Biden\u2019s Not Done Increasing Inflation With Debt-Fueled Federal Spending\">party-line reconciliation bill<\/a>. At various points in the hourslong vote, eight Republicans cast a \u201cno\u201d vote. Johnson kept that vote for two hours and could be seen actively working GOP opponents on the floor himself.<\/p>\n<p>Rep. Lauren Boebert (R-CO) was a target of the speaker\u2019s lobbying. The Colorado Republican was refusing to vote for the measure over disagreements with the farm bill. At the start of the vote, Boebert was even seen by reporters yelling at House Majority Whip Tom Emmer (R-MN) and House Agriculture Committee Chairman Glenn Thompson (R-PA). <\/p>\n<p>After speaking with Johnson, Boebert voted for the measure. She told reporters it was because the speaker had told her the Senate would make changes to the farm bill before passing it themselves. That would force the House and Senate to set up a conference committee, made up of representatives of both chambers, to iron out the details.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Rep. Zach Nunn (R-IA) was another House Republican upset over the farm bill. The second-term lawmaker, who is facing a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/vulnerable-dem-senator-questions-biden-unemployment-policies\/\" title=\"Vulnerable Dem Senator Questions Biden Unemployment Policies\">tough reelection battle<\/a> this fall, was heard shouting at Johnson that they needed to have a \u201cconversation\u201d after the procedural motion passed.<\/p>\n<p>A GOP staffer told the <em>Washington Examiner<\/em> that Johnson informed Republican holdouts they would delay a final vote on the farm bill to hammer out the details. But the potential delay angered rural Republicans who wanted to see the farm bill passed. <\/p>\n<p>Nunn, who previously pushed for the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4432126\/trump-help-midterm-campaign-trail-iowa-trip\/\">year-round sale of an ethanol gasoline blend known as E-15<\/a>, explained to reporters that there was a \u201cmiscommunication\u201d over whether or not the farm bill was being delayed as disagreements about E-15 surrounded the legislation.<\/p>\n<p>\u201cIf there was ever a situation where we feared that a rule had passed, the farm bill or E-15, for that matter, was not going to be included, I think it absolutely needed to be addressed at that time,\u201d Nunn explained. \u201cThat\u2019s why we went aggressively after recognizing that we felt there had been a miscommunication, and so we communicated clearly with the speaker and his team.\u201d<\/p>\n<p>Complicating matters is that while negotiations were underway, GOP leadership sent out a notice that votes on the farm bill would be taking place Wednesday night. The schedule change led to frustration boiling over, and a vote on a budget resolution to fund border enforcement was held open for more than five hours because hard-liners and farm state Republicans refused to vote. Johnson diffused the situation by agreeing to hold a stand-alone vote on E-15 on May 13.<\/p>\n<p>A GOP source told the <em>Washington Examiner<\/em> the group was frustrated with the speaker because he was trying to \u201cmake everybody happy and it\u2019s not happening.\u201d <\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Rep. (AP Photo\/Alex Brandon)<\/figcaption><\/figure>\n<p>When asked about frustration over perceived breaking of his word over the course of negotiations, Johnson said he has \u201cnever broken my word to a single person in this building.\u201d<\/p>\n<p>\u201cThere was a lot of emotion and frustration yesterday because sometimes when you have a small margin, as we do \u2014 we\u2019re currently working on a one-vote razor-thin margin because of absences and the rest \u2014 and people have, you know, different ideas, different priorities about very contentious pieces of legislation,\u201d Johnson said. \u201cThe equations that we solved on legislation this week were virtually impossible.\u201d<\/p>\n<p>Even lawmakers that held up passage of FISA, the farm bill, and reconciliation agree with Johnson. <\/p>\n<p>Rep. Keith Self (R-TX), a Freedom Caucus hard-liner who voted against FISA, defended Johnson, saying the speaker was in a \u201ctough spot\u201d and an \u201calmost impossible situation.\u201d<\/p>\n<p>\u201cA lot of critics of Speaker Johnson, but dadgummit he wins,\u201d Rep. Tim Burchett (R-TN) similarly told the <em>Washington Examiner.<\/em> \u201cIt\u2019s just like a wrestling match the whole time.\u201d<\/p>\n<p>Self and Burchett were two of the \u201cno\u201d votes Johnson flipped earlier in the week to bring FISA, the farm bill, and the reconciliation measure to the House floor.<\/p>\n<p>The week ended with the lower chamber sending the farm bill to the Senate, sending a bill to reopen the Department of Homeland Security to the president\u2019s desk, and passing a 45-day extension of FISA. <\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/4548553\/house-gop-ice-cbp-funding-reconciliation\/\"><strong>HOUSE ADVANCES $70 BILLION IN ICE AND CBP FUNDING VIA RECONCILIATION <\/strong><\/a><\/p>\n<p>For now, Johnson remains in the clear from the wrath of House members as they direct their anger at the Senate.<\/p>\n<p>\u201cI think we should be clear, we\u2019re very unhappy with the Senate,\u201d Rep.
