It cites an IRS decision denying a Christian group tax-exempt status, allegedly because the group’s Bible-based teachings were viewed as closely tied to Republican views; the report also claims the IRS applied the johnson amendment unevenly, investigating some Christian groups while overlooking endorsements by liberal-leaning churches.

Beyond taxes, the report alleges reluctance to extend First Amendment protections to religious conduct-especially in the context of COVID-19 vaccine mandates, were religious accommodation requests were reportedly denied or delayed and some employees faced penalties. It also points to foster care guidance that, according to the report, discouraged placement with Christian foster families not aligned with the administration’s gender identity views, and to education enforcement actions such as large fines against Christian universities.

The report further criticizes law enforcement and public-facing practices, including scrutiny of “radical traditionalist” Catholics by an FBI memo (later disavowed, though the report says leadership reviewed it), more aggressive prosecution of pro-life Christian demonstrators under the Freedom of Access to Clinic Entrances Act, and federal restrictions described as aimed at religious expression (including museum requests to remove religious attire). As a result, some families “lost their licenses,” in certain cases “dissolving foster families that had been in place for years.”

Education enforcement is another focal point. The report revisits the FBI’s 2023 Richmond field office memo that examined “radical traditionalist” Catholics, stating that agents “began to consider traditional Catholics as potential violent extremists or domestic terrorists” based on their religious views and practices.

The memo was later disavowed by then-FBI Director Christopher Wray and Attorney General Merrick Garland, but the report notes that current FBI leadership conducted a “full deep dive” into the incident.
