The House passed the rule 216-210 after eight Republicans initially voted \u201cno,\u201d including Harriet Hageman, Tim Burchett, Troy nehls, Keith Self, Eli Crane, Andy Biggs, Scott Perry, and Anna Paulina Luna.<\/p>\n<p>During extended negotiations and whip efforts, several defectors flipped to \u201cpresent\u201d or \u201cyes,\u201d including Luna over pesticide-liability labeling considerations, followed by Biggs, Crane, Hageman, Perry, Nehls, Self, and Burchett. Johnson also won over Rep. Lauren Boebert (R-CO), despite her earlier opposition. She did not vote at first but later supported the measure after speaking wiht Johnson, saying GOP leadership had offered assurances her farm-bill priorities would still move forward.<\/p>\n<p>The next steps are votes wednesday night on the section 702 reauthorization and a DHS funding budget resolution. The FISA program is set to expire Thursday unless both chambers pass an extension. At various points in the hourslong vote, eight Republicans cast a no vote.<\/p>\n<div class=\"article-paywall\">\n<p>The initial defections came from Reps. Harriet Hageman (R-WY), Tim Burchett (R-TN), Troy Nehls (R-TX), Keith Self (R-TX), Eli Crane (R-AZ), Andy Biggs (R-AZ), Scott Perry (R-PA), and Anna Paulina Luna (R-FL).<\/p>\n<p>Johnson could be seen huddling with GOP holdouts throughout the vote as he tried to whip support for the measure. <\/p>\n<p>Luna was the first to change her vote to \u201cpresent\u201d after speaking with Johnson. She then flipped her vote to a \u201cyes.\u201d The House Rules Committee approved the Florida Republican\u2019s amendment for consideration on the House floor on Tuesday regarding pesticide liability labeling.<\/p>\n<p>Biggs and Crane were the next to flip from \u201cno\u201d to \u201cyes.\u201d Following suit were Hageman, Perry, Nehls, Self, and Burchett. Both Hageman and Biggs are retiring to run for governor of their respective states.<\/p>\n<p>Johnson also succeeded in flipping Rep. Lauren Boebert (R-CO), who was one of the most high-profile opponents of the measure. Boebert had previously declared she would not support the measure after her amendments to the farm bill were blocked by the House Rules Committee.<\/p>\n<p>\u201cRepublicans on the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/rnc-withdraws-from-commission-on-presidential-debates-over-biased-commissions-refusal-to-play-fair\/\" title=\"RNC Withdraws From Commission On Presidential Debates Over \u2018Biased\u2019 Commission\u2019s Refusal To Play Fair\">committee unanimously voted<\/a> against them and they will not even be considered for a floor vote,\u201d Boebert wrote in a post on X. \u201cFarmers and ranchers in my district are counting on me to be their voice in DC and our \u2018leadership\u2019 is not letting me do my job. I am a NO on the Rule.\u201d<\/p>\n<p>Boebert was even seen by reporters yelling at House Majority Whip Tom Emmer (R-MN) and House Agriculture Committee Chairman Glenn Thompson (R-PA) at the start of Wednesday\u2019s vote. Despite not casting a vote initially, Boebert voted in favor of the measure after talking to Johnson.<\/p>\n<p>House GOP leadership made a deal with GOP defectors on the farm bill to hold off consideration of the legislation to allow for more negotiations to take place, Boebert told reporters coming off the House floor. <\/p>\n<p>The Colorado Republican said she received \u201can abundance of assurances\u201d that her priorities regarding the farm bill will \u201cget over the finish line.\u201d<\/p>\n<p>The House is scheduled to vote on the reauthorization of section 702 of FISA and the budget resolution to fund parts of DHS on Wednesday night.<\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/4542367\/house-lawmakers-watch-gop-leadership-fisa-extension\/\"><strong>HOUSE LAWMAKERS TO WATCH AS GOP LEADERSHIP TRIES TO PASS FISA EXTENSION<\/strong><\/a><\/p>\n<p>The FISA program is set to expire on Thursday unless both chambers can pass legislation to extend the government surveillance program. As part of negotiations to get the legislative vehicle out of the Rules Committee, GOP leadership originally made a two-part deal with GOP holdouts to attach a ban on central digital bank currency to the three-year FISA extension demanded by privacy hawks, as well as tack on a bill to allow the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/sen-tim-scott-targets-chinese-communist-party-in-latest-campaign-ad-over-buying-farmland\/\" title=\"Sen. Tim Scott takes aim at Chinese Communist Party in new ad, exposing their farmland acquisitions.\">year-round sale<\/a> of E15, as asked for by rural Republicans.<\/p>\n<p>Majority Leader John Thune (R-SD) has said a FISA deal that attaches a ban on CBDC would be dead on arrival in the upper chamber, making a lapse of the government spy program likely. <\/p>\n<p>Johnson told reporters that the Senate \u201cknows exactly\u201d what the House is doing regarding an extension of Section 702.<\/p>\n<p>\u201cI speak with Leader Thune all of the time. They\u2019re watching this very closely and hopefully they can process what we send them.
