The report tracks 68 staffers, with 22 either departing or being promoted, and notes that Trump\u2019s frist two years of second-term turnover (29%) are lower than his first term (35%) but still higher than what other presidents typically see.<\/p>\n<p>An administration official disputed Brookings\u2019 characterization, arguing many people were promoted rather than truly leaving, and citing continued employment under Trump. The article also points to Cabinet change in the second year, with three Cabinet members departing-Kristi Noem, Pam Bondi, and Lori Chavez-DeRemer-none in Trump\u2019s first year. All three were women.<\/p>\n<p>\u201cPresident Trump has the most talented Cabinet in American history who work every day to implement his common sense, America First agenda,\u201d White House spokeswoman Olivia Wales said. \u201cThe President has always been and continues to be supported by many incredible, hardworking, and inspiring women \u2013 including those who serve in his Cabinet \u2013 Secretary Rollins, Administrator Loeffler, Secretary McMahon, and his top advisers at this White House \u2013 including the first-ever female Chief of Staff.\u201d<\/p>\n<p>No Cabinet member departed in Trump\u2019s first year in office. But more departures could come as displeasure with FBI Director Kash Patel has bubbled up and as the midterm elections approach. <\/p>\n<p>Katie Dunn Tenpas, the author of the report, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.politico.com\/newsletters\/west-wing-playbook\">told <em>Politico<\/em><\/a>  that \u201cTurnover after one year of the \u2018A Team\u2019 was 29 percent which is less than 2017, his first term, when it was 35 percent \u2013 but that\u2019s substantially higher than other presidents.<\/p>\n<p>\u201cWhen you compare Trump two to the other presidents, it\u2019s the second highest and substantially higher,\u201d she said. \u201cIf you look at more traditional types of presidents, this turnover is still <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/amazon-justifies-spending-465-million-on-one-season-of-lord-of-the-rings-series\/\" title=\"Amazon Justifies Spending 5 Million On One Season Of \u2018Lord Of The Rings\u2019 Series\">incredibly high<\/a>. And I would even call it an outlier.\u201d<\/p>\n<p>Many of the departures in the second term were from National Security Council officials who resigned under pressure. Several NSC officials were also dismissed in May 2025 as Trump tapped Secretary of State Marco Rubio to also serve as his <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breaking-president-trump-to-pardon-gen-michael-flynn-per-report\/\" title=\"BREAKING: ... to Pardon Gen. Michael Flynn, Per ...\">national security adviser<\/a> after Mike Waltz\u2019s nomination to be U.S. ambassador to the United Nations.<\/p>\n<p>In contrast, during Trump\u2019s first term as president, from 2017 to 2021, there was a 66% turnover rate of the \u201cA Team\u201d during the first two years, and seven Cabinet members had departed in that same time period. In total, 14 Cabinet members would leave the administration in Trump\u2019s first term.<\/p>\n<p>Trump\u2019s first term is widely seen as more turbulent, when he was a political novice relying on the wisdom of the GOP old guard. A second-term Trump has proven more stable with far fewer dramas. <\/p>\n<p><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/4545855\/transcript-trump-speech-king-charles-iii-state-visit\/\"><strong>READ IN FULL: TRUMP\u2019S SPEECH WELCOMING KING CHARLES III ON STATE VISIT<\/strong><\/a><\/p>\n<p>Former President Joe Biden, Trump\u2019s predecessor, did not have any Cabinet members exit during his first two years of office. Only two Cabinet members in total had left by the end of Biden\u2019s term in January 2025. Former President Barack Obama also did not have any Cabinet departures in the first two years of his first administration.
