The proposed three-year extension would keep warrantless surveillance of noncitizens, add new oversight and penalties, but it would **not** include a warrant requirement for collecting data about U.S. citizens-an omission that conservative hardliners have demanded.<\/p>\n<p>House Speaker Mike Johnson expects important conservative resistance on the House floor because earlier attempts were derailed by lawmakers insisting on warrant language. Johnson can afford to lose only one more Republican vote beyond any expected no\u2019s, with Rep.Thomas Massie likely voting against. Procedurally, some Democrats may support the rule, as three did for a prior five-year extension: Jared Golden, Josh Gottheimer, and Marie Gluesenkamp Perez.<\/p>\n<p>Key conservative figures Johnson must win include House Freedom Caucus chair Rep. Andy Harris (who voted no on the earlier five-year version), Rep. keith Self (opposes deals lacking warrants and a ban on central digital bank currency), and Rep.Eric Burlison (pressing for a digital currency ban and warrants). House GOP leadership was forced to pass a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-skirts-nationwide-economic-catastrophe-after-last-minute-agreement-to-lift-debt-ceiling\/\" title=\"Congress Skirts Nationwide Economic Catastrophe After Last-Minute Agreement To Lift Debt Ceiling\">short-term extension<\/a> of the spy authority earlier this month after GOP hardliners sunk both a five-year extension and a \u201cclean\u201d 18-month extension over warrant demands.<\/p>\n<p>Twelve Republicans voted against a five-year extension on April 17, with 20 voting against the \u201cclean\u201d 18-month reauthorization.<\/p>\n<p>Johnson can only afford to lose two Republican votes, assuming all Democrats are present and vote no. Rep. Thomas Massie (R-KY), a consistent thorn in Johnson\u2019s side, is expected to vote no, meaning he can only afford to lose one other GOP vote.<\/p>\n<p>However, the speaker may be able to enjoy some Democratic support on the procedural rule vote, which is usually a party-line test of unity, as three Democrats supported the five-year extension last week.\u00a0Those Democrats were Reps. Jared Golden\u00a0(D-ME), Josh Gottheimer (D-NJ), and Marie Gluesenkamp Perez (D-WA).<\/p>\n<p>Here are the key players to watch next week: <\/p>\n<h3 class=\"wp-block-heading\" id=\"h-rep-andy-harris-r-md\">Rep. Andy Harris (R-MD)<\/h3>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Rep. Harris\u2019s support would be crucial to potentially swaying other members of the Freedom Caucus. <\/p>\n<p>Harris voted no on the five-year extension on April 17.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-rep-keith-self-r-tx\">Rep. Keith Self (R-TX)<\/h3>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Rep. Scott Applewhite)<\/figcaption><\/figure>\n<p>Self was another \u201cno\u201d vote on the five-year extension and has been vocal in his opposition to a deal that doesn\u2019t include both a warrant requirement and a ban on central digital bank currency.<\/p>\n<p>In a statement, Self called \u201cabuses\u201d of Section 702 and a possible digital bank currency \u201ctwo sides of the same surveillance-state coin.\u201d<\/p>\n<p>\u201cBoth erode the Fourth Amendment\u2019s protections against unreasonable searches and seizures,\u201d Self wrote on X. \u201cBoth must be rejected.\u201d<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-rep-eric-burlison-r-mo\">Rep. Eric Burlison (R-MO)<\/h3>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">Rep. The sophomore member told reporters on April 21 that he and other GOP holdouts were \u201cinsistent\u201d that a ban on digital bank currency is included in any FISA extension as it is the \u201cultimate deep state, federal government power grab to stop people from in controlling your dollars.\u201d<\/p>\n<p>\u201cWe think it absolutely fits on the bill,\u201d Burlison said. \u201cIt\u2019s germane. What was frustrating is that other groups think that Freedom Caucus is getting like, a bell and whistle added on \u2014 that was not that was a new negotiated item. And that\u2019s not the case whatsoever. We, we had this negotiated and baked in months and months ago. And so we and we were promised.\u201d<\/p>\n<p>Burlison has also been adamant that a warrant requirement be added on, writing it should be the \u201cbare minimum\u201d in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/RepEricBurlison\/status\/2045487516363497728\" type=\"link\" id=\"https:\/\/x.com\/RepEricBurlison\/status\/2045487516363497728\">an April 18 statement<\/a>.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-other-gop-hardliners\">Other GOP hardliners<\/h3>\n<p>Johnson will have to get several of the conservative hardliners who voted no on the five-year plan on board if he wants to pass an agreement to extend FISA. These include Reps.
