The poll shows that 26 percent of people aged 20 to 30 expect to move, up from 25 percent in 2023, with job opportunities, safety, rent costs, and the ability to buy a home cited as the top factors.The study polled 600 respondents between February 27 and March 20, with a margin of error of about \u00b14.1 percent. Among those planning to move, roughly half aim for the Southwest or Southeast, while 45 percent would prefer to remain in Massachusetts; Florida attracted the largest numbers, followed by California and other states, contributing to a notable out-migration from the state (more than 30,000 residents left Massachusetts in 2025). This new data confirms what residents and employers alike are experiencing: high costs and an uncompetitive tax structure are pushing people out of the state.<\/p>\n<p><a href=\"https:\/\/www.westernjournal.com\/dem-governor-begs-rich-people-fled-new-york-florida-return-foot-bill-generous-social-programs\/\" target=\"_blank\" rel=\"noopener\">Florida<\/a> was the biggest beneficiary of the out-migration from Massachusetts, with nearly 22,000 moving to the Sunshine State. Further, 15,720 went to California, 11,600 to Connecticut, 4,900 to Georgia, 1,800 to Alaska, 1,500 to Alabama, and 1,100 to Arizona, to name some of the destinations.<\/p>\n<p>NBC Boston affiliate WBTS-CD <a href=\"https:\/\/www.nbcboston.com\/news\/local\/distressing-number-of-young-people-leaving-greater-boston-survey-shows\/3938498\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>, &ldquo;A controversial ballot proposal, backed by several business groups and opposed by top State House Democrats, would drop the state&rsquo;s income tax from 5% to 4% over three years &mdash; a change supporters say will help bring people into Massachusetts and convince others not to leave, but that opponents say will slash the state&rsquo;s revenue and force cuts across programs.&rdquo;<\/p>\n<p>Massachusetts currently ranks 8th among the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-gop-demanding-answers-on-if-irs-leaking-thousands-of-americans-tax-filings-was-political\/\" title=\"House GOP Demanding Answers on If IRS Leaking Thousands of Americans&#039; Tax Filings Was Political\">highest income tax rates<\/a> in the country (with a flat 5 percent, but a 4 percent surcharge for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-pause-on-student-loans-only-adding-fuel-to-the-inflation-fire-according-to-expert\/\" title=\"White House Pause on Student Loans Only Adding \u201cFuel to the Inflation Fire\u201d, According to Expert\">higher income earners<\/a>), behind California at No. 1, with a top rate of 13.3 percent, according to <a href=\"https:\/\/turbotax.intuit.com\/tax-tips\/fun-facts\/states-with-the-highest-and-lowest-taxes\/L6HPAVqSF\" target=\"_blank\" rel=\"noopener\">Turbotax<\/a>.<\/p>\n<p>Some of the states with the lowest income tax rates are Arizona, with a 2.5 percent flat rate, and Indiana at 3 percent flat rate. South Carolina has a progressive rate starting at 3 percent up to 6 percent.<\/p>\n<p>States with no personal income tax include Alaska, Florida, <a href=\"https:\/\/www.westernjournal.com\/nevada-residents-furious-learning-bulldozed-make-room-green-solar-farm\/\" target=\"_blank\" rel=\"noopener\">Nevada<\/a>, New Hampshire, South Dakota, Tennessee, Texas, Washington, and Wyoming.<\/p>\n<p><a href=\"https:\/\/www.forbes.com\/sites\/katharinabuchholz\/2024\/01\/12\/the-us-states-losing--gaining-population-infographic\/\" target=\"_blank\" rel=\"noopener\">Forbes<\/a> reported in January 2024 that the three states gaining the most population were Florida, Texas, and South Carolina. Among those losing the most were the high-tax states of California, Illinois, and New York.<\/p>\n<p>The Boston Chamber of Commerce survey <a href=\"https:\/\/bostonchamber.com\/wp-content\/uploads\/2026\/04\/2026-Young-Residents-Survey.pdf\" target=\"_blank\" rel=\"noopener\">polled<\/a> 600 people ages 20 to 30 years between Feb. 27 and March 20.
