Roger Marshall, a Kansas obstetrician, plans to introduce the STOP Act next week to ban any <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/arkansas-passes-save-adolescents-from-experimentation-act-to-ban-trans-surgery-puberty-blockers-for-minors\/\" title=\"Arkansas Passes \u2018Save Adolescents From Experimentation Act\u2019 To Ban Trans Surgery, Puberty Blockers For Minors\">gender transition procedure<\/a> for minors under 18, including puberty blockers, high\u2011dose hormones, and surgeries. The bill would <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-tech-agenda-in-jeopardy-over-opposition-to-partisan-nominees\/\" title=\"Biden\u2019s Tech Agenda In Jeopardy Over Opposition To \u2018Partisan\u2019 Nominees\">impose civil penalties<\/a> of up to $100,000 per violation, create a private right of action for victims or their guardians to sue in federal court, and establish the Victims of Gender Transition Procedures Compensation Fund funded by penalties. Marshall argues these procedures are irreversible and harmful to children and says the legislation would send a strong message that harming children has serious consequences.<\/p>\n<p>Reaction to the <a href=\"https:\/\/amzn.to\/3YuVZYV\" >proposal spans partisan lines<\/a>. Kara Dansky of Women\u2019s Declaration International USA frames the issue as a human-rights concern, arguing children deserve protection from such interventions.Erin Friday of Our Duty USA advocates federal intervention as a corrective to what she sees as state-level promotion of transgender care for minors. Dr. Eithan Haim, a conservative Texas surgeon, says the STOP Act would be a notable step and suggests adding state attorney general civil investigative authority over insurance data to expose fraudulent billing in gender clinics.<\/p>\n<p>The bill\u2019s office says it is expected to be released by mid\u2011next week. Roger Marshall, a Kansas obstetrician who <a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2022\/08\/04\/kansas-abortion-vote-sad-roger-marshall\/10224049002\/?gnt-cfr=1&amp;gca-cat=p\" target=\"_blank\" rel=\"noreferrer noopener\">delivered<\/a> thousands of babies, will introduce legislation next week to forbid all <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pop-star-lizzo-calls-texas-attempt-to-probe-transgender-medical-procedures-for-minors-child-abuse-stay-out-of-my-body\/\" title=\"Pop Star Lizzo Calls Texas&#039; Attempt to Probe Transgender Medical ... for Minors &#039;Child Abuse&#039;: &#039;Stay Out of My Body&#039;\">transgender medical procedures<\/a> for minors. The Safeguarding the Overall Protection of Minors (STOP) Act would prohibit &ldquo;any gender transition procedure on a minor under age 18 &mdash; including but not limited to puberty blockers, high-dose cross-sex hormones, mastectomies, hysterectomies, genital surgeries, and facial procedures,&rdquo; with civil penalties of up to $100,000 per violation for doctors and clinics.<\/p>\n<p>The bill also &ldquo;creates a private right of action for victims of gender transition procedures &mdash; or their parent, guardian, or caretaker if the victim was still a minor &mdash; to sue in federal court for damages,&rdquo; and proposes to establish the &ldquo;Victims of Gender Transition Procedures Compensation Fund&rdquo; in the U.S. Treasury, funded by civil penalties.<\/p>\n<p>&ldquo;As an OB-GYN with over two decades of clinical experience, I know firsthand what these irreversible procedures do to children,&rdquo;&nbsp;Marshall told The Federalist.&nbsp;&ldquo;These are not medical treatments &mdash; they are child abuse. The STOP Act sends a clear message: if you harm a child by performing these procedures, there will be serious consequences. Pointing to <a href=\"https:\/\/www.womensdeclaration.com\/en\/declaration-womens-sex-based-rights-full-text\/#article-9\" target=\"_blank\" rel=\"noreferrer noopener\">Article 9<\/a> of the <a href=\"https:\/\/www.womensdeclaration.com\/en\/declaration-womens-sex-based-rights-summary\/\" target=\"_blank\" rel=\"noreferrer noopener\">Declaration on Women&rsquo;s Sex-Based Rights<\/a>, she told The Federalist, &ldquo;Children have an international human right to be protected from such harmful interventions.&rdquo;<\/p>\n<p>Erin Friday is the president of the parents&rsquo; advocacy group of <a href=\"https:\/\/www.ourdutyusa.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Our Duty USA<\/a>, and a California resident. As her state legislature relentlessly <a href=\"https:\/\/thefederalist.com\/2026\/04\/07\/california-is-trying-to-save-the-pediatric-trans-industry-because-its-dying\/\" target=\"_blank\" rel=\"noreferrer noopener\">promotes<\/a> transgender interventions for minors, Friday sees federal intervention as an important corrective to blue state madness.<\/p>\n<p>&ldquo;This bill will provide much-needed protection for children in left-leaning states from the sex-rejecting industry being fiendishly promoted and safeguarded by Democrat-controlled state legislatures,&rdquo; Friday said in a statement to The Federalist. &ldquo;The might of the federal government is needed to stop the Democratic Party&rsquo;s ceaseless campaign to poison, sterilize, and remove sex organs of children in order to curry favor with fringe but well-funded transgender advocates. The states without effective and full bans are in desperate need of this bill.&rdquo;<\/p>\n<p>And Dr. Eithan Haim, a <a href=\"https:\/\/docs.house.gov\/meetings\/JU\/JU10\/20250409\/118128\/HHRG-119-JU10-Bio-HaimE-20250409.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">conservative Texas surgeon<\/a> who worked with the journalist Christopher Rufo to <a href=\"https:\/\/www.city-journal.org\/article\/sex-change-procedures-at-texas-childrens-hospital\" target=\"_blank\" rel=\"noreferrer noopener\">warn the public<\/a> that Texas Children&rsquo;s Hospital was lying when it claimed to have stopped trans procedures on children, suggested ways for federal legislation to go farther.<\/p>\n<p>&ldquo;Passage of the STOP Act would be a massive step in the right direction. It would not only mitigate the incalculable harm being done to vulnerable children but also demonstrate that Republican Senators have not become fully paralyzed by shameless corruption,&rdquo; Haim told The Federalist. &ldquo;So this legislation is a good start. One provision that should be added is to grant state Attorneys General offices civil investigative authority into public and private insurance data to uncover fraudulent billing practices in gender clinics.
